03MarchBOA g v " 777, MINUTES RANDOLPH COUNTY PLANNING BOARD March 6, 1990 There was a meeting of the Randolph County Planning Board on Tuesday, March 6, 1990 , at 7 : 00 p.m. , in the Commis- sioners Meeting Room, in the Randolph County Office Building, 707 McDowell Road, Asheboro, North Carolina . 1 . Chairman Charles Adams call to Order the Randolph Planning Board meeting at 7 :00 p.m. 2. Hal Johnson called roll of the Board members: Charles Adams, Chairman , present; Aweilda Little, Vice Chairman, present; Lynden Craven, present; Doyle Stout, present; Bill Dorsett, present; Jim Routh, present; Maxton McDowell , Alternate, present; and Arlie Culp, Alternate, present. 3 . Doyle Stout made the motion, seconded by Jim Routh, to approve the Minutes of the Randolph County Planning Board meeting of February 6 , 1990 . 4 . SUBDIVIalan _ : A: BACK CREEK HILLS , Section 2 ; Back Creek Township; Hwy 64; Zoned RR; 12 lots. H. Wade Yates - Owner . B: KIDD MILL ESTATES ; Franklinville Township; SR 2453 (Kidd ' s Mill Road) ; Zoned RR; 9 lots. Roy L. Pierce - Developer . C: J. LAND ESTATES , Section 2, Map 1 ; Columbia Township; SR 2458 (Soapstone Mountain Road) ; Zoned RR; 8 lots. J. Hampton Pike - Owner . D: FARMWOOD , Section 2; Cedar Grove Township; Hwy 49 ; Zoned RR; 10 lots. Charles R. Voncannon - Owner . The Board noted that the preliminary plats for these subdivisions were approved. Hal Johnson stated that all of these subdivision were restricted and meet all the County' s restrictions . Lynden Craven made the motion, seconded by Maxton McDowell to approve the final plats of these subdivisions . The motion passed unanimously. 5 . $PE_C1A.L 1L _PERMIT_R 4U j : A: JOHN BLACKARD , Franklinville, North Carolina, requested a Special Use Permit for a Rural Family Occupation of a car sales business at his residence located on SR 2132 (Bruce Pugh Road) just off SR 2261 (Old Liberty Road) near Hwy 22, Franklinville Township, Zoning Map #7795 , Zoning District RA. John Blackard explained to the Board that he wanted to establish an office (in an existing building) at his residence in order to keep his dealer ' s license. Blackard stated that he March 6, 1990 Page 1 has a used car business here in Asheboro and plans to go out of business . Blackard plans to have a small sideline business of not more than 5 cars to supplement his income (Blackard is returning to his teaching profession) . Blackard stated that he will not have a sign at the road and the cars will be located behind a field approximately 300 to 400 ' off the road. Blackard added that he is not a mechanic and will not be working on the cars or have any junk vehicles . Doris King, adjoining property owner , was present in opposition to this request. King expressed concerns of Blackard using his current driveway which is at her property line. King expressed concerns of traffic problems, environmental impact (to her property) . Aweilda Little made the motion, seconded by Doyle Stout, to approve this request for a Special Use Permit with the restriction of no more than 5 cars (for sale) located on the property. The motion passed unanimously. B: CATHY L. MCKENZIE , Asheboro, North Carolina, requested a Special Use Permit for a Rural Family Occupation to have a dealer ' s license and sell cars from an existing building behind her residence on approximately 9 acres located on the north side of SR 2216 (Old Cedar Falls Road) just off SR 2215 (Henley Country Road) , Franklinville Township, Zoning Map #7772 , Zoning District RA. Cathy McKenzie told the Board that she plans to use an existing building for an office and have no more than 3 vehicles on the property for sale at one time. McKenzie stressed the fact that she does not plan to have a car lot . McKenzie stated that there will be no body repair or mechanical work done to the cars at this location . Jane Moore, adjoining property owner , told the Board that she would be in favor of this request with restrictions of a limited number of vehicles and no sign posted. Howard Rollins, adjoining property owner , spoke to the Board (representing 6 residents of this area) and stated that they would like to see the property remain Residential Agri- cultural with no businesses . Ethel Carter , adjoining property owner , stated that she is opposed to this request because of the close proximity to her property and the possiblity of traffic problems. Fred Flinchum, adjoining property owner , expressed his opposition to a car lot but added that he would not be opposed to a limit of 3 cars. Aweilda Little stated that a used car lot would not be appropriate in this area, but 3 cars would not constitute a car lot. Lynden Craven made the motion, seconded by Jim Stout, to approve this request with a limit of 3 cars (for sale) located on the property. The motion passed unanimously. March 6, 1990 Page 2 C: EDDIE PINER , Thomasville, North Carolina , requested a Special Use Permit for a Rural Family Occupation to manufacture pillows in an accessory building (24 ' x 32 ' ) behind his residence located on SR 1404 (Fuller Mill Road) just south of SR 1404/SR 1400 inter- section, Tabernacle Township, Zoning Map #6793, Zoning District RA. Eddie Piner explained to the Board this business would be to make pillows. There would only be 2 sewing machines, 1 cutting knife, and a table in the building. Piner stated no chemicals would be used and only pollester material would be used in the pillows . There would only be Piner and his wife working in the building - no employees . Piner explained that he and his wife work at home because of Piner ' s health. John Steriott, Thomasville, North Carolina, stated that he moved into this area at Thanksgiving to live away from businesses, etc, to live in the Country. Steriott expressed concerns of traffic crossing a one lane bridge. Steriott stated he would also be concerned of a mobile home being located in this area . Linda Swofford, adjoining property owner , expressed concerns of businesses in this area and stated she felt Residential Agricultural was an appropriate Zoning District for this area . Bill Dorsett made the motion, seconded by Aweilda Little, to grant this Special Use Permit . The motion passed unanimously. **Doyle Stout excussed himself from the meeting, Arlie Culp replaced him on the Board for the remainder of the meeting** 6 . REODEBT§ FO .BEZONINR A: Arthur Jerry Auman, Franklinville, North Carolina, is requesting that approximately 1 1/ acres located on Hwy 64 directly across from Blue Mist Restaurant, Franklinville Township, be rezoned from Residential Agricul- tural to Highway Commercial . Zoning Map #7771 . It is the desire of the applicant to use the property for commercial purposes . Jerry Auman was present and explained to the Board that he would like to use the garage (on this property) for a construction tool/equip- ment rental business and the house for retail sales. Auman stated that this property has several commercial business around it . Ken Wright, spokesman for 3 elderly residents, stated that this property is surrounded by senior citizens ' residences . Wright expressed concerns of the property becoming an eyesore and stated that these residents realize this area will all become commercial one day but would like to postpone this time as long as possible. Newport Wright, adjoining property owner , spoke in opposition to this request and explained the type of previous uses Auman has had on the property. March 6, 1990 Page 3 Bill Dorsett stated that he does not feel it is appropriate to fix up old residential homes for retail sales and that it is the Board does have an interest in the appearance of Highway 64 . Dorsett added that if the property was cleared off and a new building constructed for commercial use he would be for it . Arlie Culp asked Johnson how this area is projected on the Land Development Plan. Johnson stated Commercial . Maxton McDowell asked if the Board could consider buffer zone. The Board members agreed that the property was not wide enough to provide buffers . Aweilda Little stated that she did not see how $ the Board could deny this request with the Land Development Plan projecting this area to be commercial . Little made the motion to recommend to the Commissioners this request be approved as being consistent with the Land Development Plan. Lynden Craven seconded this motion and the motion passed unanimously. Jim Routh stated that the Board would plea to Mr . Auman to remember these long time residents and consider them when developing this property. B: DON LONG , Asheboro, North Carolina, is requesting that approximately 7 1/2 acres located on the corner of Hwy 134/SR 1138 (Dawson-Mill Road) , Cedar Grove Township, be rezoned from Residential Agricultural to Highway Commercial . Zoning Map #7657 . It is the desire of the applicant to use the property for commercial development . (Warren G. Voncannon - Property Owner . ) Long was present at the hearing and stated the major intent of this rezoning is to bring a grocery store to the area to service Southern Randolph County. Long stated that there is commercial activity in the area with the Country Club and the Fence Company. Pat Cole, adjoining property owner , stated that she would like to see the area remain residential . Cole expressed concerns of traffic hazards in this intersection especially with the new school being built down the road. Cole stated that the fill-in material that has been dumped on this property is an eyesore and she feels that any develop- ment would be the same. Cole presented the Board with a petition of 46 names in opposi- tion to this request. Milton Cole, Adjoining Property Owner , described this areas as a framing, quiet community. Cole expressed concerns of traffic problems, drainage problems, and problems with dumping. Hal Johnson, Planning Director , stated that this is a low density, residential area . James Calloway, adjoining property owner , stated that this property has drainage problems that run on to his property. March 6, 1990 Page 4 W. G. Voncannon, property owner , stated that he would correct the drainage problems and that Southern Randolph County should have a grocery store, that it would be an asset to the community. Bill Dorsett made the motion to recommend to the Commissioners that this request be denied because of intense opposition in the neighbor- hood and rezoning this property would not greatly benefit the community. Lynden Craven seconded this motion . Jim Routh voted against the motion . The motion passed by a 6/1 vote . C: MARYLU CRAIG & BONNIE J. MONTGOMERY , Randleman, North Carolina, is requesting that approximately 1 acre located on SR 2123 (Caudle Road) in Darrow Hills Subdivision, lots 1 & part of 2, Randleman Township, be rezoned from Residential Restricted to Resi- dential Agricultural/Conditional Use. Zoning Map #7764 . It is the desire of the applicant to operate a grooming/boarding business for small dogs . Bill Trollinger , Real Estate Agent, stated that Craig is a disable veteran and she and her mother plan to operate a kennel in the basement of this home. There will be no outside runs or fences and they plan to live in the home . Craig stated that the business would be mainly grooming and she would keep 1 to 2 dogs on the weekend. There was no one present in opposition to this request . Bill Dorsett made the motion, seconded by v Maxton McDowell , to recommend to the Commis- sioners that this request be approved. The motion passed unanimously. 7 .
