04AprilPB ' >:---.- —7 �I MINUTES RANDOLPH COUNTY PLANNING BOARD April 3 , 1990 There was a meeting of the Randolph County Planning Board on Tuesday, April 3, 1990 , at 7 :00 p.m. , in the Commis- sioners Meeting Room, in the Randolph County Office Building, 707 McDowell Road, Asheboro, North Carolina . 1 . Vice Chairman Aweilda Little called to Order the Randolph County Planning Board meeting at 7 : 00 p.m. 2. Hal Johnson called roll of the Board members : Charles Adamsl_Chairmanl_absent ; Aweilda Little, Vice Chairman, present; Lynden Craven, present; Doyle Stout, present; Bill Dorsett, present; Jim Routh, present; Maxton_McD4ovell_,_Altsinste1_ebsnt_. and Arlie Culp, Alternate, present . 3 . Doyle Stout made the motion, seconded by Jim Routh, to approve the Minutes of the Randolph County Planning Board meeting of March 6 , 1990 . 4 . REOUESTS FQ2 REWWN1NM : A: WILLIAM T. BOYD , Asheboro, North Carolina , is requesting that approximately 48 acres located on SR 2604 (Luck Road) approximately 1 mile south of Hwy 64, Asheboro Township, be rezoned from Residential Agricultural to Residential Retricted . Zoning Map #7771 . It is the desire of the applicant to develop a site built restricted residential subdivision of 95 lots . Vice Chairman Aweilda Little excussed herself from this request due to a conflict of interest. Hal Johnson stated that property is located in an area generally zoned Residential Res- tricted. Bill Boyd was present at this hearing and explained that this would be a site built subdivision with homes in the $100, 000 range. Boyd added that the homes would be approxi- mately 1, 200 to 1 ,500 sq. ft. Hiram Marziano, Engineer , was present and explained that Boyd is working with two different options concerning sewer and water for this subdivision . Marziano stated that he has been talking with Asheboro City Officials and trying to work out the possibility of hooking up to their systems . Marziano added that the State has all ready granted a permit for a Community Sewer/Water system for Gable Creek for this property. There was no one present in opposition to this request . �-' Doyle Stout made the motion, seconded by Jim Routh, to recommend to the Commissioners that April 3, 1990 Page 1 this request be approved as compatible with the surrounding area . The motion passed unanimously. B: BARBARA COLTRANE , Asheboro, North Carolina , is requesting that approximately 65 acres located off Hwy 49S behind Oak Hollow West Subdivision, Cedar Grove Township, be rezoned from Residential Agricultural to Residential Retricted. Zoning Map #7629 . It is the desire of the applicant to develop an exten- sion of Oak Hollow West Subdivision. Bill Boyd was present at the hearing. Boyd explained that this extension would he restricted to the same restrictions as tho existing Oak Hollow sections. George Nelson, Route 3, Asheboro, approached the Board stating that he just want his plans to put several chicken houses (on his adjoining property of 40 acres) on record prior to the development of this extension. Boyd stated that Nelson' s property would be approximately 500 ft. from the nearest home in this subdivision . Doyle Stout made the motion, seconded by Lynden Craven, to recommend to the Commis- sioners that this request be approved as compatible with the surrounding area . The motion passed unanimously. C: B. R. CLODFELTER , Archdale, North Carolina , is requesting that approximately 23 acres located off SR 1004 behind Kynwood Village Subdivision, Trinity Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #7726 . It is the desire of the applicant to add 20 restricted residential lots to the existing Kynwood Village Subdivision. Hiram Marziano (Engineer) was present at the hearing and explained that this would be an extension of Kynwood Village Subdivision . Marziano stated that Clodfelter has sucess- fully developed 10 other sections of this existing subdivision. Marziano stated that theroads in this subdivision are well main- tained by the State and these sites will be served by Davidson Water , Inc . These sites will have individual septic tanks . There was no one present in opposition to this request . Arlie Culp asked Marziano if Davidson Water would be able to continue to serve more hook- ups to their private system. Marziano stated that he is not the Engineer for Davidson Water but that he has worked with Davidson Water on several new developments. Marziano stated that this system is beginning to experience some problems because of the large customer load. Marziano stated that Davidson Water is the largest private water supply system in America with 34 ,000+ customers . Lynden Craven made the motion , seconded by Jim Routh, to recommend to the Commissioners that this request be approved . The motion passed unanimously. April 3, 1990 Page 2 D: C. RICHARD BRUNING , Greensboro, North Caro- lina, is requesting that approximately 3/4 acre located just south of SR 1547/I-85 intersection fronting on SR 1547 (Finch Farm Road) , Trinity Township, be rezoned from Highway Commercial/Conditional Use to Highway Commercial/Conditional Use. Zoning Map #6797 . It is the desire of the applicant to use the existing building as a video store. Richard Bruning was not present at this hearing . Hal Johnson explained to the Board that a Conditional Use by the County Commissioners several years ago for an antique sales business in an addition to a residence . Marilyn Stroud was present at this hearing and told the Board that she plans to rent this location from Bruning to operate a Video Rental Business. There was no one present in opposition to this request. Johnson stated that the Conditional Use Zoning was issued for the specific business (of an antique shop) to insure the use would not be a nuisance to surrounding residences. Bill Dorsett made the motion, seconded by Jim Routh, to recommend to the Commissioners that this request be approved as compatible to the area. E: MICHAEL HURLEY , Asheboro, North Carolina, is requesting that approximately 1 acre located on the northeast corner of Hwy 64/SR 3155 (Carol Drive) , Tabernacle Acres lots 39-46, Tabernacle Township, be rezoned from Residen- tial Agricultural to Highway Commercial/Condi- tional Use . Zoning Map #7712 . It is the desire of the applicant to construct a 40 ' x 60 ' building for the operation of a motorcycle sales/repair business . Hurley was present at the hearing and told the Board that he plans to construct a nice metal building and that all of the business would be contained within this building. Hurley stated that there would be no outside storage . Hurley stated that he plans to construct his residence behind this location on an adjoining 3 acres. Hurley added that he has operated a motorcycle business approximately 10 1/2 years approximately 1 1/2 miles up the road with no complaints from neighbors. There were 11 persons present in opposition to this request. Catherine Helms, Route 12, Asheboro, stated that there is a small beauty shop and an old store in Tabernacle Areas at this time. Helms stated that the neighbors main concerns were of noise and junk . Helms described this area as being a residential community of brick homes . Helms added that she felt this could have a negative impact on Tabernacle School . Nancy Murphy, Route 12, Asheboro, expressed her concerns of what this would do to property values in the area. April 3, 1990 Page 3 Hal Johnson told the Board that his office has received numerous calls not against Hurley as a person or a neighbor , but with concerns of a commercial use coming to this location . Aweilda Little stated that she had also received three phone calls . Little told Hurley that from these phone calls it was apparent that he was very well liked but the callers were concerned about a business being located here . Lynden Craven made the motion, seconded by Jim Routh, to recommend to the Commissioners that this request be denied as not consistent with the Land Development Plan for this area. The motion passed unanimously. F: ROBERT L. COBLE , Franklinville, North Caro- lina, is requesting that approximately 1 acre located on SR 2136 (Mamie May Road) approxi- mately 3/4 mile north of SR 2136/SR 2138 (Mack Lineberry Road) intersection, Providence Township, be rezoned from Residential Agricul- tural to Light Industrial/Conditional Use. Zoning Map #7785 . It is the desire of the applicant to construct a building (80 ' x 100 ' ) to operate a machine shop and for warehouse storage . Coble was present at this hearing and told the Board that he currently operates his business at this location in his garage, but he has no room for storage. Coble stated that there would be no outside storage and all the trees from the road to this location would remain. Coble stated that his hours of operation would be from 8 to 5 . There was no one present in opposition to this request . Arlie Culp made the motion to recommend to the Commissioners that this request be approved for this rural business operation. Lynden Craven seconded the motion and the motion passed unanimously. G: RUSSELL C. LANIER , Denton, North *Carolina, is requesting that approximately 2 acres located on the corner of Hwy 49/SR 1178 (Bombay School Road) , New Hope Township, be rezoned from Residential Agricultural to Highway Commercial/Conditional Use. Zoning Map #6697 . It is the desire of the applicant to construct a convenience store (42 ' x 54 ' ) with two gas pump islands. Russell Lanier stated that it was his plan to locate a convenience store at this location . Lanier stated that this area needed a place to purchase gasoline . Lanier plans for all new equipment and plans to sell hot food from this store. Lanier stated that this would be taking a worthless lot (full of gulleys) and turning it in to a valuable corner lot . Lanier added that he will have to fill-in and then dig the area back out to locate the tanks . Walter Millsaps, adjoining property owner , pointed out to the Board that the nearest gas station to this location is approximately 12- 15 miles (in Davidson County) . April 3, 1990 Page 4 There was no one present in opposition to this request. Lynden Craven made the motion, seconded by Aweilda Little, to recommend to the Commis- sioners that this request be approved as compatible to this area. The motion passed unanimously. 5 .
