RANDOLPH COUNTY PLANNING BOARD
May 8, 1990
There was a meeting of the Randolph County Planning
Board on Tuesday, May 8, 1990 , at 7 : 00 p.m. , in the Commis-
sioners Meeting Room, in the Randolph County Office Building,
707 McDowell Road, Asheboro, North Carolina.
1 . Chairman Charles Adams called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2. Hal Johnson, Planning Director , called roll of the
Board members: Charles Adams, Chairman, present;
Aweilda LittlerVice—fha_ meg1___absent. ; Lynden
Craven, present; Doyie_____St4it1__ beent ; Bill
Dorsett, present; Jim Routh, present; As1ie__Ceip,

3. Lynden Craven made the motion, seconded by Jim
Routh, to approve the Minutes of the Randolph
County Board of Adjustment Hearing of April 3,
1990 . The motion passed.
4. Bill Dorsett made the motion, seconded by Lynden
Craven, to approve the Minutes of the Randolph
County Planning Board meeting of April 3, 1990 .
The motion passed.
5. SUBDINI$ION :
A: KYNWOOD VILLAGE, Section 10 ; Trinity Town-
ship; off SR 1004; Zoned RR; 13 lots. B. R.
Clodfelter - Developer .
After review and discussion Jim Routh made the
motion, seconded by Lynden Craven, to approve
the final plat of Kynwood Village, Section 10 .
The motion passed unanimously.
6. SPECIAL USE PERMIT REOUEST :
A: JACK L. SCOTT, SR. , Denton, North Carolina,
is requested a Special Use Permit for a Rural
Family Occupation to obtain a Dealers License
and operate a used car sales lot at his
residence on approximately 12 acres located on
SR 1001 approximately 3/4 mile west of inter-
section SR 1001/SR 1311 , Concord Township,
Zoning Map #6790, Zoning District RA.
Jack Scott was present at the hearing and
explained to the Board his plans to operate a
car sales lot of 15 to 20 cars. Scott stated
that he would work on cars for resale but not
for private individuals. Scott added that the
cars would be placed at the road and beside
his residence but would be relatively a small
operation (in his opinion) .
Bill Dorsett, Board member , asked Scott if he
had plans for a sign on the premises to
advertise the business . Scott answered that
he would have a sign and this sign was

required by D.O.T.
Pat Day, Wilkesboro, North Carolina, was
present in opposition to this request. Day
explained that she owned property adjacent to
the Scott property. Day stated that she was
opposed to changing the character of this area
from rural residential to commercial .
Hoyt Whitt, adjoining property owner , stated
that he was opposed to a rural setting being
used for commercial sales . Whitt added that
he operated a commercial business but not in
this area .
Hazel Cranford, adjoining property owner ,
expressed her concerns of traffic safety.
Cranford stated that this property is in a
curve with a 55 mile-an-hour speed zone.
Barbara Hopkins stated that she purchased
property here two weeks ago because of its
very rural character .
Levone Hopkins, adjoining property owner,
stated that people live in this area for the
very specific reason that it is a farm com-
munity.
There were 7 people present in opposition to
this request .
Board member Jim Routh stated that he did not
object to small businesses in the County, but
he felt that a request of this nature would
not be considered a rural family business.
Board member Bill Dorsett stated this type of
request would drastically change the neighbor-
hood if it was approved.
For these reasons Jim Routh made the motion,
seconded by Bill Dorsett, to deny this request
for a Special Use Permit. The motion passed
unanimously.
7. REQUESTS FOR PRQPEBBTY_REZQNIJ :
A: JOE FARLOW & ARCHIE PRIEST , Asheboro,
North Carolina, is requesting that
approximately 35 acres located on SR
2607, Grant Township, be rezoned from
Residential Agricultural to Residential
Restricted. Zoning Map #7790 . It is the
desire of the applicants to develop an
extension of Candlewood Estates Subdivi-
sion (site built homes) of 40 lots.
Joe Farlow was present at the hearing and
stated that this subdivision has medium
to small homes . Farlow added that his
plan was to finish developing the remain
35 acres .
Hal Johnson stated that this request for
a Residential Restricted Zoning Classifi-
cation would be compatible with the Land
Development Plan for this area.
There was no one present in opposition to
this request.
Lynden Craven made the motion, seconded
by Jim Routh, to recommend to the Board
of Commissioners that this request be

approved as being compatible with the
Land Development Plan. The motion passed
unanimously.
B: S. NEAL CRAVEN , Asheboro, North
Carolina, is requesting that approxi-
mately 18 acres located on SR 2611
�-- approximately 1/2 mile south of the
intersection of SR 2611/SR 2610 , Grant
Township, be rezoned from Residential
Agricultural to Residential Restricted .
Zoning Map #7791 . It is the desire of
the applicant to develop a site built
residential subdivision of 23 lots.
Neal Craven presented the Board with
proposed restrictions for this
subdivision and stated that all these
lots would front on the State Maintained
Road 2611 .
Hal Johnson stated that this request is
compatible with the Land Development
Plan.
There was no one present in opposition to
this request.
Bill Dorsett made the motion, seconded by
Jim Routh, to recommend to the Commis-
sioners that this request be appi.slyed as
being compatible with the Land Develop-
ment Plan for this area. The motion
passed unanimously.
C: SUSAN F. ZEDLAR , Sophia, North Carolina,
is requesting that approximately 39 acres
located on SR 1004N just past SR 1004/SR
1525 intersection, Back Creek Township,
be rezoned from Residential Agricultural
to Residential Restricted. Zoning Map
#7724 . It is the desire of the applicant
to develop a restricted site built
subdivision of 40 lots.
Susan Zedlar discussed the plans of under
ground utilities, public water supply
(Davidson County Water) , and restrictions
of minimum 1, 600 sq. ft. homes, for this
subdivision. Zedlar stated that she
lives on this property and has owned the
property for 15 years. Zedlar added that
she has prepared buffer area for the
creek (that cuts through the property)
and her plans are to build the roads to
State Standards.
W. B. Smith addressed the Board with his
concerns of perculation problems and
asked to see the survey plat. Smith
added that he was not against the request
but he felt with the bottom land on the
property there would be problems getting
the property perked.
Jim Routh made the motion, seconded by
Bill Dorsett, to recommend to the Commis-
sioners that this request be _ appigyed
Routh stated that this would be an
asset to the communty. The motion passed
unanimously.
D: JEFFERY SCHWARZ , Asheboro, North
Carolina, is requesting that approxi-
mately 85 acres located on SR 1003

approximately 1/4 mile south of Hwy 42,
Coleridge Township, be rezoned from
Residential Agricultural to Residential
Mixed. Zoning Map #8608. It is the
desire of the applicant to develop a 84 .7
acre tract into a 18 lot residential
subdivision allowing owner occupied
single family housing that could include
either site built or manufactured
housing. Minimum lot size on 6 proposed
lots fronting SR 1003 would be
approximately 1 acre with the remaining
property to be sold in individual tracts
averaging approximately 5 acres per lot.
Richard Stockner, Century 21 (agent for
Jeffery Schwarz) , was present and
addressed the Board . Stockner described
the area as having a mix of housing
types, both site built and manufactured.
Stockner stated that the property
presently has 2 mobile home' s and one old
house. Stockner explained that the
property was an old airport and the
runway would be turned into a private
road.
Hal Johnson asked Stockner if this was
the property that had been requested for
a mobile home park . Stockner answered
that the owner had requested (in 1986)
for an approximate 150 mobile home rental
lots .
Ted Fries, Route 1 , Ramseur, stated that
this property was sold at public auction
before the County was Zoned. Fries
stated that the County hired the
P.T.C.O.G. to originally zone the County
and develop a Land Development Plan.
Fries said at that time the PTCOG deter-
mined, after extensive research, this
area was to be zoned Residential Agricul-
tural (RA) . Fries stated that since
this time nothing has been changed in the
neighborhood to warrent this change of
zoning. Fries stated that this type of
subdivision would not be compatible to
the community and added that the only
mobile homes in the neighborhood were
occupied by family members.
Ted Garrish, Route 1 , Ramseur, discussed
several ' landlord' problems he has seen
with Schwarz ' tenants (such as shooting,
loud activities, traffic, etc. ) . Garrish
accussed Schwarz of being in violation of
several Federal and State Laws at present
in operating the old airport. Garrish
stated that he was not opposed to resi-
dential development but he did not want
anything that would resemble a mobile
home park .
Ed Cagle, Route 1 , Ramseur, stated that
he has lived in this community for 40
years and owns a cattle farm. Cagle
added that the farms in this area would
not be worth 1/2 as much if mobile homes
came in to this area .
�... Kathleen Allen, Route 1, Ramseur, told
the Board that she had a mobile home on
her property for her mother-in-law.
Allen said that her mother-in-law is very

independent and wanted her own place.
Allen added that when her mother-in-law
is gone so will the mobile home.
There were 45 persons present in
opposition to this request .
�-- Lynden Craven, Board member , stated that
he is a member of this Community and felt
that he should represent his neighbors.
Craven stated that he had been wrestling
with this situation for 3 1/2 years and
he knew a request would come up but just
did not know when . Craven explained that
this request is for a subdivision and not
a mobile home park . Craven said that he
believed that every citizen in Coleridge
would back him up when he said that a man
should have the right to do what he wants
to with his land. Craven stated that he
had been a member of this Community for
53 years, that he lived on a farm that
has been in the Craven Family for over
200 years . Craven said that this request
(in his opinion) would not be compatible
with this area . There are 5 Residential
Restricted (RR) Districts within 2 miles
of this site. Craven stated that he felt
if this request was approved that it
could lower property values and added
that being from this area he did not want
his property values decrease. Craven
asked both parties (the request applicant
and opposers) if it would be possible to
try and workout some sort of compromise.
Craven stated that he would be for this
rezoning if the request was for Residen-
tial Restricted (RR) Zoning to allow site
built homes and double wide manufactured
homes on permanent foundations .
Ted Garrish told Craven that he and his
wife could go along with this type of
request (RR) . Garrish added that he
agreed with Craven, he was tired of
seeing this come up and would like to see
something worked out. Garrish apologized
for getting so upset with the Board
earlier , but asked if the Board would
look into this liability of the airstrip
being used.
Hal Johnson stated that he would check
into this situation.
Ted Fries asked if this would open up
these 18 lots for future division.
Johnson stated that the County required a
minimum of 5 acres (a lot) for individual
lots fronting on private roads.
Mike Stout asked if these would be
private roads and Johnson answered that
this is what the applicant is proposing.
Craven stated that he just wanted to see
if the 2 parties could reach some kind of
agreement . Craven said he did not
personally feel RR Zoning would hurt the
neighborhood.
Richard Stockner stated that this request
calls for a medium density development
and that the problems that have been
mentioned are rental property problems.

Hal Johnson explained to Stockner that
this would be appropriate if the housing
ws compatible with the adjoining
properties.
Lynden Craven made the motion to recom-
mend to the Commissioners that this
request of Residential Mixed Zoning be
denied as not being compatible with the
area and added to the recommendation that
a rezoning to Restricted Residential be
approved for this major subdivision
request as the only zoning classification
compatible with the surrounding housing
development patterns . (This would allow
site built conventional housing or Class
A Double Wide Manufactured Housing on
permanent foundations . ) Bill Dorsett
seconded the motion and the motion passed
unanimously.
E: J. HAMPTON PIKE , Staley, North Carolina,
is requesting that approximately 105
acres located on Old Hwy 421 3/4 mile
north of Hwy 421 , Liberty Township, be
rezoned from Residential Agricultural to
Residential Mixed. Zoning Map #8734 . It
is the desire of the applicant to develop
site built and/or manufactured housing
residential subdivision of approximately
20 lots .
Janet Hill, Co-owner and agent, was
present at the hearing and explained that
there would be State Maintained Roads
built in this subdivision. Hill stated
that she foresees some problems in
perking and that some of the lots could
be as much as 10 acres in size. Hill
stated that she has a large demand for
places to put mobile homes in this area
and that most of her clients desired more
than just an acres of land. Hill stated
that with these lot sizes the subdivision
would allow a feeling of Country. Hill
described the area of being mixed in
residential development (site built,
mobile homes, apartments, etc. ) and
industrial development.
There was no one present in opposition to
this request.
Lynden Craven made the motion to recom-
mend to the Commissioners that this
request be apzlxQyed as consistent with
the area. Jim Routh seconded this motion
and the motion passed unanimously.
F: STEVEN A. VARNER , Trinity, North
Carolina, is requesting that approxi-
mately 20 acres located on SR 1406 just
before SR 1406/SR 1548 intersection,
Tabernacle Township, be rezoned from
Residential Agricultural to Light
Industrial/Conditional Use. Zoning Map
#6794. It is the desire of the applicant
to construct a building 26' x 60 ' and
operate an outside lumberyard (storage) .
Steven Varner explained his plans of
operating a dry kile business which he
describes as quiet operation. Varner
stated natural gas would be used and with

5 to 8 fans running indoors to reduce the
noise level . Varner stated that there
would be wholesale sales but no retail
sales of lumber from this location.
Varner added that the building would be
approximately 800 to 900 feet off the
road and no more than 6 people would be
employed at this location.
Robert & Karen Howard, adjoining property
owners, stated that they purchased
property here 2 months ago for the
purpose of building their home. Howard
stated that he did not feel this type of
operation would be compatible with this
area. Howard complained of noise
problems from such an operation and added
that the road was not adequate for
transfer trailer trucks to use.
Norm Zimmerman, adjoining property owner ,
expressed his concerns of the traffic
increase and dangers with tractor trailer
trucks using this road.
Leslie Zimmerman, adjoining property
owner, expressed her concerns of what
type of impact this would have on the
Community.
Howard asked if this would be a 24 hour a
day operation and Varner answered yes.
Jim Routh asked Varner if he would be
able to leave buffers to aid in noise
problems. Varner stated that he could on
most boundaries of his land.
Chairman Adams expressed his concerns of
traffic dangers and problems.
Jim Routh made the motion to recommend to
the Commissioners that this request be
denied because this area is primarily
residential and the highway would not
support the huge volume of traffic . Bill
Dorsett seconded the motion and the
motion passed unanimously.
G: METAL CRAFTSMAN, INC. , High Point, North
Carolina, is requesting that approxi-
mately 4 1/2 acres located on SR 1610 at
the intersection of SR 1610/SR 1618,
Trinity Township, be rezoned from Resi-
dential Agricultural to Light Industrial .
Zoning Map *6798. It is the desire of
the applicant to have the property zoned
for future expansion.
Fred Hughes, President of Metal Crafts-
man, Inc . , explained to the Board that
there were approximately 9 1/4 acres
totalling on this tract of land with the
front acreage zoned LI and the remainder
RA. Hughes stated that he just wanted
the property zoning consistent over the
entire tract in case of future expansion.
Hughes stated that he has owned the
property for 11 years.
Bill Dorsett asked Hughes if the part of
the property that footings had been dug
recently was zoned LI . Hughes stated yes
and added that the property is currently
zoned LI to the tree line.

Hal Johnson stated that this request
would be consider consistent with the
Land Development Plan for this area .
There was no one present in opposition to
this request.
Bill Dorsett made the motion, seconded by
Lynden Craven, to recommend to the Board
of Commissioners that this request be
pp4y�� as consistent with the Land
Development Plan. The motion passed
unanimously.
H: CAROLYN BROWN , Asheboro, North Carolina,
is requesting that approximately 7 acres
located on SR 2916, Richland Township, be
rezoned from Residential Agricultural to
Residential Mixed/Conditional Use.
Zoning Map #7666 . It is the desire of
the applicant to develop a mobile home
park of 3 spaces.
Carolyn Brown was present and explained
that she intended to develop this park to
assist her with additional income when
she retires .
Mr . Brown stated that if approved there
would be restrictions on the park . Brown
added that he plan to install a community
well and use individual septic tanks.
Brown stated that he may plan to expand
in the future past these 3 spaces .
John Megerian, Attorney (representing the
opposed citizens) , pointed out to the
Board that the Land Development Plan for
this area calls for very low density
development . Megerian described this as
being a medium density request and that
the Ordinance was very clear in requiring
any rezoning to be in accordance with the
Land Development Plan. Megerian stated
tht this would not be in harmony with the
surrounding area, this could damage
property values, and would change the
existing character of the neighborhood.
Megerian summitted a petition of 82
signatures of persons who live in this
area opposed to this request and a
petition from the local church of 19
names in opposition.
Robert Nance, adjoining property owner,
spoke of two cemetaries in the area and
described the area as conventional site
built residential and low in density.
Nance presented the Board with pictures
of the surrounding area and another local
mobile home park .
Ferrell McNeil stated that his property
was within 200 yards of these proposed
sites. McNeil said that he was no
opposed to the Browns that they were very
neighborly people but he did not want to
see this type of development effect the
property values in the area.
There were approximately 25 persons
present in opposition to this request.
Bill Dorsett made the motion to recommend
May 8, 1990 Page 8
to the Commissioners that this request be
denied as not being compatible with the
Land Development Plan or the
neighborhood. Lynden Craven seconded
this motion and the motion passed
unanimously.
