RANDOLPH COUNTY PLANNING BOARD
July 10 , 1990
There was a meeting of the Randolph County Planning
Board on Tuesday, July 10, 1990, at 7 : 00 p.m. , in the Commis-
sioners Meeting Room, in the Randolph County Office Building,
707 McDowell Road, Asheboro, North Carolina:
1 . Chairman Charles Adams called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2. Hal Johnson, Planning Director , called roll of the
Board members: Charles Adams, Chairman, present;
Aweilda Little, Vice Chairman, present; Bill
Dorsett, present; Lynden Craven, present; Jim
Routh, present; Doyle Stout, present; Maxton

Ph .1 BIQM.2.1. was present as an observer . Hal
Johnson announced that newly appointed Board member
Phil Brower would begin his term at the regularly
scheduled meeting of the Planning Board in August .
3 . Lynden Craven made the motion, seconded by Bill
Dorsett, to approve the Minutes of the Planning
Board meeting of June 5, 1990 . The motion passed.

A: BOARD OF EDUCATION , Randolph County, North
Carolina, requested a Special Use Permit to
construct the new Southeast Randolph Middle
School Facility on 36 . 58 acres located on the
south side of SR 2621 (Foushee Road) at the
intersection of SR 2621/SR 2668, Columbia
Township, Zoning Map #8712, Zoning District
RA.
Bob T3<4g.dQn ,Assistant Superintendent, was
present representing the Board of Education.
Trogdon stated that this project is a Bond
referendum item and should begin construction
in May 1992 . Trogdon added that the Bonds
(for this project) would be sold in March
1992. Trogdon stated that the school will
house approximately 450 students enrolled in
grades 6-8 that are operating currently at the
Franklinville, Ramseur, and Coleridge
Elementary Schools. The sewer and water
services for this School will be from the Town
of Ramseur .
Mary E111.5. , adjoining property owner , had
several questions for Trogdon concerning the
layout of the School grounds and requested a
buffer zone be maintained between her property
and the proposed school.
Henrietta $A11_d_eY__aQn , adjoining property, was
also present (not with any opposition) to view
the plans for the school grounds next to her
property.

Aweilda Little made the motion, seconded by
Doyle Stout, to approve the School Systems
request for a Special Use Permit. The motion
passed unanimously.
B: DAVID G. JONES , Randleman, North Carolina,
requested a Special Use Permit for a Rural
Family Occupation to operate a used car sales
lot (and to obtain a dealers license) at his
residence located on SR 1936 (Walker Mill
Road) , Level Cross Township, Zoning Map #7758,
Zoning District RA.
David Jones was present and described his
business as a wholesaling operation of
European cars. Jones stated that he would not
have a display lot and would only locate 5 to
6 cars (for the business) on the property at
any one time. Jones stated that his plans
were to use an existing building (behind the
residence) for his office and there would be
no repair work (to the vehicles) preformed on
the property. Jones added that he would
locate a small sign at the entrance.
Chairman Adams asked for persons in opposition
to address the Board.
David 5ffdln , adjoining property owner ,
expressed his concerns of property values
being lower because of this type of operation
in this Community. Smith stated that the
County would not receive monetary gains from
this business but would experience monetary
losses if the property values were decreased
in the area (as a result of this business) .
Smith said he felt this would not be an
appropriate use of land for this neighborhood.
DaSisa Pich.a adjoining resident, expressed
concerns of a commercial activity in this area
and questioned the type of enforcement that
would police such a business.
far4Jyi Lestsx. , adjoining property owner ,
stated that this is a family oriented
community and such a business should not be
located in this area. Lester added that there
is already some activity of cars being unload
to this property.
Reida Prbin , neighboring resident, stated
that her/her husband chose this area very
carefully (for the school system, quiet
peaceful neighborhood, etc . ) to locate and
raise a family. Parham stated that this would
increase traffic and decrease property
values. Parham added that she would also be
opposed to business signs being located at the
road.
Conlee Jones , property owner , stated that he
sold most of the land in this area with the
restriction of no commercial activity on the
properties. Jones stated that he didn' t feel
that 5 or 6 cars would bother anyone and he
would not allow this to become anything
larger . Jones added that he had hosted
parties where 100 cars attended and there were
no complaints from the community.
Jeriy Moore , adjoining property owner , stated
that he would be concerned with what it could
turn into. Moore added that he has lived here
for 20 years and this is a nice neighborhood.

Joycg Lanier adjoining property owner,
stated that she is a resident of Jackson Creek
but that her home place is directly across the
• road from this site and she would be against
this request.
Zena Zimmerman , adjoining property owner ,
stated that this is a residential farming
community and she would like to see it remain
this way. Zimmerman added that these "100 car
parties" have disturbed them but that she
tolerated this because she felt anyone should
be able to have a good time.
Chuck Curry , Randleman, stated that he would
like to see the community remain the same.
Crajg Lyerly , Randleman, stated that this
could set a precedence (if approved) in this
area.
Jog Hedgecock , adjoining property owner ,
stated that he felt this would not improve the
area and should not be approved.
Chairman Adams asked for a show a hands of all
the persons present in opposition to this

A: CHARLES DIXON , Asheboro, North Carolina, is
requesting that approximately 1 acre located
off Bus. Hwy 220 south of SR 1131/Hwy 220,
Richland Township, be rezoned from Residential
Agricultural to Highway Commercial/Conditional
Use. Zoning Map #7666 . It is the desire of
the applicant to operate a auto glass repair
business. (Joe Farlow - Property Owner) .

explained to the Board that Dixon asked him to
construct a building for him to lease for his
business .
Charles Dixon was present and described to the
Board his business of replacement of auto
glass and some light repair work to vehicles .
Dixon stated that he would have 4/5 employees.
Dixon added that the building would be 1800
sq. ft. and all the storage would be within
the building.

Lynden Craven made the motion to recommend to
the Commissioners that this request be
approyes7 Craven stated that the Land
Development Plan supports commercial or light
industrial development for this area. Jim
Routh seconded this motion and the motion
passed unanimously.
B: TPM DEVELOPMENT (Walker :Moffitt, agent;
Chester Branson, property owner) , Asheboro,
North Carolina, is requesting that approxi-
mately 90.5 acres located on Hwy 220 (2100
feet south of 220/SR 1131) , Richland Township,

be rezoned from Residential Agricultural to
Heavy Industrial/Conditional Use. Zoning Map
#7666 . It is the desire of the applicant to
construct/operate an asphalt plant.
Walker Moffitt explained why the property
would be unsuitable for residential develop-
ment and stated that for these reasons TPM was
‘••••••• trying to find a use for the property.
Moffitt stated that there are 2 other asphalt
plants within Randolph County. Moffitt
described these areas and operations and how
similar (in his opinion) this Seagrove site is
and how much they have in common. Moffitt
explained concerns the adjoining property
owners had (during the Drag Strip request) of
traffic, operating hours, noise, etc. Moffitt
stated that this business would operate during
normal business hours, would not increase
truck traffic (of what Hwy 220 is currently
experiencing) , and would not be loud as the
drag strip operation. Moffitt stated that the
plant would operate approximately 8 to 9
months during the year because the outside
temperature is required to be 40+ degrees to
operate. Moffitt expressed his opinion of the
strategic location of the property and stated
that the area has manufacturing plants.
Moffitt said this plant would employee 20
people and would also be used by N.C.D.O.T.
Moffitt stated that Government regulations
(EPA, Labor Board, etc. ) would guard the
Communities safety concerning emissions, etc.
Kay Copple , adjoining property owner, stated
that the major concern of the citizens in this
area is if this 90+ acre tract is zoned HI it
would be setting a precedence for this Com-
munity to allow other large tracts to be zoned
HI . Copple stated that this is a rural
Community with traffic problems and she felt
�-' if this was approved the problems would not be
answered by the new highway. Copple expressed
her concerns of Moffitt ' s intentions for the
property because of the location (on the 90
acre tract) for the asphalt plant and because
he is requesting 90+ acres to be rezoned when
this plant would only be occupying approxi-
mately 2 to 3 acres. Copple stated that the
area (on the property) that was proposed for a
drag strip would still remain vacant. Copple
expressed her concerns of the dust, noise, and
odor this plant would create.
Allgn Coppla , adjoining property owner ,
addressed the Board to say that many of the
elderly citizens and residents of this area
were opposed to the Asphalt Plant but did not
attend the meeting because they were tired of
all the meetings they had to attend on the
Drag Strip rezoning request.
Moffitt asked if the Community would rather
have another type of development on this
property that had an odor .
Hal Johnson asked Moffitt why did he locate
the proposed Asphalt Plant in the 3 acre area
that is closest to surrounding properties?
Moffitt stated that this location was a flat
area where the old drag strip pavement could
be used; and that it would also provide for
future development and use of the property.
Joe Farloj , stated that he was not opposed to

the asphalt plant but he was concerned with
the amount of property being request to be
rezoned.
A concerned 14,dy in the audience stated that
this Community is just tired of being
threatened by chicken houses and hog parlors
by Moffitt .
There were 6 people .present in_ oppo.1114m__
this request .
Bill Dorsett stated that he feels this area is
a commercial area but if this type of business
(asphalt plant) was allowed then what kind of
desirable development could the County expect
to come in to this area. Dorsett added that
if the County approved this request what type
of request wouldn ' t the County approve (for
this area) .
Lynden Craven stated that his major concerns
(of this request) is setting a precedence of
this type in the Southern end of Randolph
County. Craven said that currently there is
no Heavy Industrial Zoning Districts in
Southern Randolph County and this could open
up this area for more HI Zoning Districts .
Craven stated that he would fight it (this
request) to the end if it was in his back yard
and Craven added that there is 2 chicken
houses within 500 ft. of his back door .
Awielda Little stated that the Community has
made it clear at this meeting, by having no
opposition to the Dixon request, that they do
not oppose any kind of commercial or light
industrial development they just don' t want a
Heavy Industrial Zoning District in their
Community.
Jim Routh told Moffitt that this (recommending
denial for a second time) is no a personal
attack but that this Board has the large
responsibility to protect this Community of
incompatible development . Routh added that it
is this Board ' s responsibility to find some
kind of "common ground" between the Community
(adjoining property owners) and the Developer
(applicant) .
Bill Dorsett made the motion to recommend to
the Commissioners that this request be denied.
Lynden Craven seconded this motion and the
motion passed unanimously.
C: EDWIN LINEBERRY , Liberty, North Carolina, is
requesting that approximately 3 . 30 acres (the
Old Caviness School Ballfield) located on SR
2484, Columbia Township, be rezoned from
Residential Agricultural to Light Industrial/
Conditional Use. Zoning Map #8702. It is the
desire of the applicant to use the property
for the temporary storage of parts/equipment
manufactured at the existing business.
Edwin Lineberry stated that the Board of
Education sold these 2 tracts of land
separately. Lineberry said that the 1st tract
that they had rezoned (the Old Caviness School
Building) was sold earlier than this tract.
Lineberry said that the Board of Education had
intended to sell this property (the ballfield)
to the Town of Ramseur, but because this did
not go through, the School Board sold this

tract at public auction a couple of months
ago. Lineberry stated that he and his
partners was the only interested party at the
auction. Lineberry stated that he would
continue to allow the ballfield to be used by
the County/Community as long as there was
nothing being stored on the field. Lineberry
also updated the Board on several of the
renovations and improvements that have been
made to the property and building.
Gilbert Buckner (Lineberry' s partner) was
present also.
Junior grown , Ramseur , stated that it was his
impression that the Town of Ramseur would
purchase the ballfield. Brown stated that he
was concerned junk materials would be stored
on the property and would effect the property
values in this area.
Hollis Glova.r.Gloves. , Ramseur, was present and
expressed her concerns of the property not
being fenced could cause safety hazards for
the children in the Community. Glover stated
that a school bus lets children out at this
location .
Bill Dorsett, Board member , stated that he
felt Lineberry had been a good resident of
this Community but that he should be required
to fence what ever part of the property that
would be used for storage to save him from a
law suit and for the safety of the children in
this area.
Dorsett made the motion to recommend to the
Commissioners tope ove this request with
the restriction that the temporary storage be
completely fenced. Aweilda Little seconded
this motion and the motion passed unanimously.
D: THOMAS L. BLASINGIM , Asheboro, North
Carolina, is requesting that .70 acres located
on Hwy 64 (adjoining Blasingim Auto Sales) ,
Franklinville Township, be rezoned from
Residential Restricted to Highway Commercial/
Conditional Use. Zoning Map #7781. It is the
desire of the applicant to expand his existing
business of a used car sales lot and u-haul
rentals .
Blasingim explained that he purchased the
property in April, 1990 and has been cleaning
up the junk left by the previous owner since.
Blasingim plans to construct a 30 ' x 50 ' steel
building to clean up cars and tear down the
house existing .
There was no one present in opposition to Ilii
request._
Jim Routh made the motion to recommend to the
Commissioners that this request be approved
with the condition that all the junk vehicles
being removed from the property. Doyle Stout
seconded this motion and the motion passed
unanimously.
E: LEO RABON , High Point, North Carolina, is
requesting that approximately 1 acre (from a
12 acre tract) located on SR 1415 approxi-
mately 1200 ft. north of SR 1004, Back Creek
Township, be rezoned from Residential Agricul-
tural to Highway Commercial/Conditional Use.

Zoning !lap 17732 . It is the desire of the
ap;)licant to use the property for a equipment
storage yard. (Donald E. Eisinger - Property
Owner) .
Leo Rayon was present and explained that his
business consists of 3 cranes to construct
parking decks (handle large cement beams,
etc. ) . Rabon stated that he plans to build 'a
house here in the next five years but until
then he needed a place to locate his equipment
when it is not located on a job. Rabon stated
that the equipment might not be on the site
more than a few weeks a year . Rabon stated
that the equipment would not be visible from
the road, he would fence the equipment, and
there would be no building materials or junk
storage on the property.
EDI:man aarre , adjoining property owner,
stated his concerns of trafficproblems of
this -large equipment coming on to this road.
Garren felt this type activity would be a
nuisance to the neighborhood.
Rolan. , adjoining property owner,
expressed concerns of the drainage into a
branch that runs into Back Creek such as oil
run off etc.
Farris Way , adjoining property owner,
expressed his concerns of what this might do
to property values in the area.
Bruce __til/mangy , adjoining property owner,
stated that this is a nice community and he
would be against development of this type.

Jim Routh, Board member, stated that he felt
this area is for residential development and
this type of development would be out of
character with the Land Use Plan for this
area. For these reasons Routh made the
motion, seconded by Doyle Stout, to recommend
to the Commissioners this request be siemieL .
The motion passed unanimously.
