October 2, 1990
There was a meeting of the Randolph County Planning
Board on Tuesday, October 2, 1990, at 7 :00 p.m. , in the
Commissioners Meeting Room, in the County Office Building,
707 McDowell Road, Asheboro, North Carolina:
1 . Chairman Charles Adams called to Order the Randolph
County Planning Board meeting at 7 :00 p.m.
2. Hal Johnson, Planning Director , called roll of the
members: Charles Adams, Chairman, present; Aweilda
Little, Vice Chairman, present; Bill Dorsett,
present; Lynden Craven, present; - Doyle Stout,
present; Jim Routh, present; Phil Brower, present;
Maxton McDowell, Alternate, present; Arlie gulp

3. Lynden Craven made the motion, seconded by Aweilda
Little, to approve the Minutes of the Randolph
County Planning Board meeting of September 11 ,
1990 . The motion passed.
4. SPECIAL_DaFPEBMIT BEOUESTa : FINAL ACTION
A: ARNOLD LANIER, Denton, North Carolina, is
requesting a Special Use Permit for a Screen
Printing Operation at his residence located on
SR 1178 (Bombay School Road) 2000 ft. from Hwy
•
49, New Hope Township, Zoning Map #6697,
Zoning District RA.
Arnold Lanier was present with his representa-
tive, Donald Lanier . Don Lanier explained to
the Board the plans of constructing a 50 ' x
60 ' metal building on a concrete slab with 4
drying machines, 4 printing machines, and a
series of tables, etc . Don Lanier stated the
business is licensed by the State (for inspec-
tion of types of chemicals used) and added
there would be no more than 6 employees (4
employees at present) .
Arnold Lanier stated he is currently operating
the business out of his home and has been for
3 1/2 years . Lanier added there would be no
sign located on the property.
There was no one present in opposition to this
request .
Aweilda Little made the motion, seconded by
Jim Routh, to approve this request for a
Special Use Permit. The motion passed
unanimously.
B: RICHARD KUNZ, Ramseur, North Carolina, is
requesting a Special Use Permit to obtain a
dealer ' s license (display no more than 6
vehicles) at his residence located on SR 2628
(Parks Crossroads Church Road) 1000 ft. south
of "The Farm" Subdivision, Columbia Township,

Zoning Map #8721 , Zoning District.
Hal Johnson explained the Board had previously
reviewed this case under the rezoning process
and since that time the Board has changed the
processing of these type of request (dealer
license) and are no considering these requests
through the Special Use Permitting process.
Richard Kunz was present and explained he has
an existing 3-bay shop in back of his
residence, approximately 300 ft. off the road.
Kunz described his business of buying and
selling cars at wholesale with no more than 6
vehicles on the property at any one time.
Kunz said he would not be operating a car lot
on the premises (no cars would be displayed
for sale) . Kunz stated at present he is
operating under a license from the State of
New Jersey and desires to obtain a license
from the State of North Carolina. Kunz
presented a petition of 100 signatures in
favor of this request . Kunz added there would
be no sign on the premises except for a small
sign on the building that would not be visible
from the road.
Gilbert Buckner, neighboring property owner ,
asked questions concerning zoning enforcement
and asked if this business would be allowed by
any resident at this location. Buckner was
told the permit would be to the Kunz ' and
would not be transferrable. Buckner added he
felt this community is becoming more of a
residential area and he did not feel this
would be for the betterment of the community.
C.H. Burgess, adjoining property owner , stated
Mr . Kunz runs a nice business and would not
hurt anyone elses property.
Bill Dorsett, Board member, asked questions
concerning repair of vehicles and outside
storage. Kunz stated he would only be
repairing vehicles inside the building and
there would be no junk storage or storage of
parts outside of the building.
Jim Routh made the motion to approve this
request for a Special Use Permit with the
following restrictions:
*No display of vehicles
*No outside storage
*No sign (at the road to advertise)
*Permit is non-transferrable
*No more than 6 vehicles for the business on
the property.
Phil Brower seconded this motion and the
motion passed unanimously.
5. REZONING REOUESTS :
A: J.. L. WALKER, High Point, North Carolina, is
requesting that approximately 6 acres located
in corner of SR 1525/SR 1716, Back Creek
Township, be rezoned from Residential Agricul-
tural to Residential Restricted. Zoning Map
#7724 . It is the desire of the applicant to
add 6 lots to the existing site built subdi-
vision Keyauwee Forest.
J. L. Walker was not present at this meeting.

Hal Johnson explained this would be an
addition to an existing site built subdivision
(Keyauwee Forest) with no new roads.
There was no one present in opposition to this
request.
Lynden Craven made the motion, seconded by
Aweilda Little, to recommend to the Board of
Commissioners that this request be approved
as consistent with the Land Development Plan
for this area. The motion passed unanimously.
B: KEARNS & McDOWELL, Asheboro, North Carolina,
is requesting that approximately 15 acres
located on SR 2116 (New Salem Church Road) ,
Providence Township, be rezoned from Residen-
tial Agricultural to Residential Restricted.
Zoning Map #7787 . It is the desire of the
applicant to develop a residential subdivision
of 12 lots.
Reid Kearns and Ken McDowell were present at
this meeting and stated this would be a site
built subdivision with minimum house size of
1000-1200 sq. ft. and a new 600 ' road would be
constructed to State Maintenance- standards.
There was no one present in opposition to this
request .
Jim Routh made the motion, seconded by Aweilda
Little, to recommend to the Board of Commis-
sioners that this request be approved as
consistent with the Land Development Plan for
this area. The motion passed unanimously.
C: THEO BOWERS, Thomasville, North Carolina, is
requesting that approximately 75 acres located
on SR 1401 (Standing Rock Road) , Tabernacle
Township, be rezoned from Residential Agricul-
tural to Residential Restricted. Zoning Map
#6794. It is the desire of the applicant to
develop a site built residential subdivision
of 35 lots.
This request was postponed from the August 7,
1990 Planning Board meeting to allow the
applicant to develop restrictive covenants and
because Bowers was unable to attend the
hearing due to poor health.
BETH CARPENTER, Power of Attorney for Theo
Bowers, was present and presented the Board
with a set of deed restrictions and stated
these restrictions were from another
subdivision developed by Bowers and Hester
Acres would be similar to this development.
Bill Dorsett asked if these would be the final
set of restrictions for this development.
Carpenter stated no that some of these
restrictions could change.
Dorsett stated what is contained in the
restrictions is part of the reason why the
Board delayed a decision on this request.
Dorsett asked Carpenter if the developers
would be willing to abide by these restric-
tions if this request was approved. Carpenter
answered yes .
ALVIN MYERS, farmer in the Community, showed
the Board a petition of 80 signatures from
residents opposed to this development. Myers

expressed the following concerns:
*possible pollution of Little Uwharrie
*increased traffic could cause possible
hazards for operators of farm equipment
*not compatible to the community
*developments of this type could force the
farmers out
*elimination of important wood lands
*could cause a pattern of development to come
Myers added he felt the people in this com-
munity should have more consideration than
just 1 developer .
TERRY YOUNTS, adjoining property owner , stated
his easement (to his residence) crosses
through this property. Younts stated whether
the Board approved this request or not he
would like this matter of his easement settled
between himself and Bowers prior to a decision
being made by the Board. Younts added this
property has soil suitability problems.
ED LEAKS, neighboring property owner, stated
that for every 1" rainfall 100 , 000 gallons of
water is released onto pavement.' This type of
run-off could be detrimental to the Little
Uwharrie River and eventually to Lake Reese.
Leaks stated that residential run-off in this
dense of a development would be very damaging.
Leaks said residential application of
fertilizer, petroleum, pesticides, and
insecticides are more concentrated than that
of farm lands. Leaks added this development
would also be detrimental to the wildlife in
this area.
Hal Johnson stated throughout North Carolina
the State is in the process of studying all
different watersheds. This particular water-
shed, Lake Reese, is a major watershed in
Randolph County. Johnson said by January 1991
the State will assign an appropriate classi-
fication to better define the effects of
development will have on major water sources.
This will aid in controlling problems that may
be effecting water sources. At this time
there is no such uniform classification of
watersheds .
Jim Routh, Board Member, told Johnson is was
his understanding that one of the primary
concerns (of the State) was agricultural
(farming) uses of land.
Johnson stated historically in North Carolina
we automatically exempt agriculture from any
regulations, but statistics have shown
agriculture to be a major contributor to urban
run-off. Johnson added the State does not
know what long term effects dense development
would have.
MIKE DAWKINS, neighboring resident, expressed
concerns of the 1 fire department not being
adequate to handle this type of density.
NANCY YOUNTS, adjoining property owner,
expressed concerns for the addition to the
existing Trinity School District. Younts
added the farmers were the first conservatives
to the environment.
CURTIS JESTER, neighboring property owner ,

stated with the problems of perking in this
area, this County would not be like Guilford
County if problems occur with the septic tanks
because we don ' t have a sewer system to fall
back on.
WADE MYERS, adjoining property owner ,
expressed his concerns of perking problems in
the area.

Aweilda Little, Board member, stated that
Randolph County has a department to take care
of any sewage problems and this County Health
Department is very capable to take care of
such problems. Little added she would like to
know how the Board would feel about postponing
a decision until the classification plan from
the State is complete.
ALVIN MYERS addressed the Board again stating
he felt there were some concerns that should
be addressed but this has been the second time
we have been down here.
Chairman Adams told Myers the Board does not
like to continually delay a decision causing
the Community to be inconvenienced, but at the
same time the Board has an important decision
to make that would effect the Community from
now on.
Bill Dorsett, Board member, said in the case
of a right-of-way easement the Board normally
allows the Courts to make a decision, but in
this case there is a clear right-of-way
running through the property. The property
could not be developed. For this reason
Dorsett made the motion, seconded by Lynden
Craven, to recommend to the Commissioners that

this request be denied . The motion passed
with a 5/2 vote. Aweilda Little and Jim Routh
voted against the motion.
D: T. STEVEN BRITTAIN & BETTY G. RICHARDSON,
Asheboro, North Carolina, is requesting that
8.66 acres located on SR 2618 (Pleasant Ridge
Church Road) , Columbia Township, be rezoned
from Residential Agricultural to Residential
Mixed/Conditional Use. Zoning Map #8701 . It
is the desire of the applicant to develop a 17
space mobile home park with City Water and
Sewer.
Steve Brittain was present and told the Board
his plans of buffer zones on the north and
south side. Brittain said the homes could not
be seen from the west side (Brooklyn Avenue) .
Brittain stated his daughter and son-in-law
would be living on the property at site #1.
Brittain stated it was his plans to own
majority of the homes, underpinning the homes,
allow no junk vehicles, have written restric-
tions, and check references on renters.
Brittain added he does not just want to make a
dollar , but be involved in a project worth
doing.
JOE TYSON, adjoining property owner, stated
Brittain' s development so far has been an
improvement to the land and he would be in
favor of the request.

JERRY HOPKINS, adjoining property owner , was
concerned of no buffer being on the west side
of the property.
DOROTHY HOPKINS, adjoining property owner ,
stated this has been a good neighborhood and
as long as no trash from the mobile homes are
brought on to her property and her fencing
around her cows are not disturbed she would
not be against the development.
Doyle Stout made the motion, seconded by
Lynden Craven, to recommend to the Commis-
sioners that this request be approved as
consistent with the Land Use Plan for this
area. The motion passed unanimously.
E: CHARLIE C. WEEKS, Franklinville, North
Carolina, is requesting that 3.10 acres
located on SR 2141 (Hall Road) , Franklinville
Township, be rezoned from Residential Agricul-
tural to Light Industrial/Conditional Use.
Zoning Map #7784. It is the desire of the
applicant to operate an automotive parts sales
and storage yard.
Charlie Weeks was present and stated his plans
were to bring in cars to strip of their parts
and crush the vehicles and remove them from
the property within 30-60 days. Weeks stated
he plans to construct a solid fence approxi-
mately 6-8 feet tall and operate this business
on a part-time bases .
CAROL ROUTH, adjoining property owner, stated
would not be in opposition to this request
because he feels Weeks will keep a clean
operation .
There was no one present in opposition .ta, this
request .

Lynden Craven made the motion, seconded by
Doyle Stout, to recommend to the Commissioners
that this request be approved . The Motion
passed unanimously.
F: EDWARD W. GRUER, Greensboro, North Carolina,
is requesting that approximately 1 acre (out
of 25 acres) located on SR 1119 (Little River
Road) 1 mile from Bus 220 Hwy, Richland
Township, be rezoned from Residential Agricul-
tural to Residential Agricultural/Conditional
Use. Zoning Map #7664. It is the desire of
the applicant to construct a building (28' x
60 ' ) to operate a cultural marble work
business.
Edith Gruer was present and told the Board of
plans to construct a 28' x 60 ' building to
make vanity tops, tubs, showers, etc. (marble
work) . Gruer said there residence is to be
located behind the building. Gruer added she
plans to have 4-6 employees mostly just
family.
BLANCHE RICHARDSON, adjoining property owner,
stated she felt this would lower her property
value. Richardson explained she owns the
property between the State Road and the
Gruers.
Edith Gruer told the Board she has tried to
purchase the
property from Ms. Richardson.

Ms. Richardson told the Board she has just had
the property appraised and surveyed.
Bill Dorsett made the motion to delay for 1
month any action until the Gruers and Ms.
Richardson could have time to consider the
property. Aweilda Little seconded the motion
and the motion passed unanimously.
6. ELECTION OF OFFICERS :
A: CHAIRMAN (1990-1991 TERM) :
Doyle Stout nominated Aweilda Little to accept
the position as Chairman. Aweilda Little
declined the nomination.
Stout then nominated Lynden Craven for the
position. Bill Dorsett seconded the nomina-
tion and the nomination passed unanimously.
B: VICE CHAIRMAN (1990-1991 TERM) :
Doyle Stout nominated Bill Dorsett for the
position as Vice Chairman. Charles Adams
seconded this nomination and the nomination
passed unanimously.
7. The Planning Board meeting adjourned at 8: 49 p.m.
