There was a meeting of the Randolph County Planning
Board on Thursday, November 8, 1990 , at 7 : 00 p.m. , in the
Commissioners Meeting Room, in the County Office Building,
707 McDowell Road, Asheboro, North Carolina:
1 . Chairman Lynden Craven called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2 . Hal Johnson, Planning Director , called roll of the
members: Lynden Craven, Chairman, present; Bill
Dorsett, Vice Chairman, present; Charles Adams,
present; Doyle__Stoth_Dbsent ; Pbil. BIQWei,__absen
; Aweilda Little, present; Jim Routh, present;
Maxton McDowell, Alternate, present; and Arlie
Cuip1_Aiternatel_absent
3. Charles Adams made the motion, seconded by Bill
Dorsett, to approve the Minutes of the County
Planning Board meeting of October 2, 1990 and the
Minutes of the Planning Board meeting of October
16, 1990 . The motion passed.
4 . SPECIAL USE PERMIT REOUEST :
A: JESSE B. WILLIAMS , Climax, North Carolina,
requested a Special Use Permit to operate a
Shooting Range at his residence located on
approximately 12 acres on SR 2140 (Plum Tree
Road) approximately 1/2 mile off Hwy 22,
Providence Township, Zoning Map #7785, Zoning
District RA.
Jessie Williams was present and explained to
the Board his plans for a public shooting
range built in accordance to the National
Riffle Association. Williams explained his
intentions for buffer zones/blockaids for the
range and described himself and his wife as
professional target shooters. Williams stated
all caliber of guns would be allowed on the
range and events such as turkey shoots, etc .
would be conducted. Williams stated the range
would only be open during day light hours.
GENE MCMASTERS was present in opposition to
this request and stated that he lives 2/10
mile from this site . McMasters present
pictures of the area to the Board and
explained that Williams is presently selling
guns and shooting supplies at his residence.
McMasters referenced the incident in Charlotte
when a young girl was killed while at
Carowinds because of a stray bullet from a
shooting range. McMasters discussed his
concerns of the danger , the noise, and safety
for the children in the area. McMasters
stated that there are fields with livestock
and horse directly behind this range.
McMasters discussed the concern of increase
in traffic and what problems this could cause.
CARL JOYCE stated that he owns 25 acres

directly behind this site and his main concern
would be with the safety of the neighborhood .
THERE WERE 14 PERSONS PRESENT IN OPPOSITION TO
THIS REQUEST.
ODELL ROUTH stated that he leases property to
raise cattle in this area and he felt this
type of activity would be okay on just a
family bases (because Williams stated his
family are experts with guns) . Routh stated
that he felt if this was for the public it
would bring in undesirables into the neighbor-
hood.
Bill Dorsett, Board member , stated that he
feels there is a need for this type of
activity but with the unlimited type of fire
power this property would be too small and
with no regulations to govern the safety he
would not be for this request.
Aweilda Little stated that the property seems
t be in the center of activity of pasture
lands (with livestock) , residential
structures, etc .
Charles Adams expressed his concerns of the
noise (on a regular bases) as well as the
safety.
Jim Routh stated that based on the information
present to this Board, due to the lack of
property, and because of the safety hazards
involved, Routh made the motion to deny this
request . Aweilda Little seconded this motion
and the motion passed unanimously.
5. REZONING REQtEETS :
A: HENRY LEE RUSSELL, III , Thomasville, North
Carolina, is requesting that approximately 38
acres located on SR 1401 (Standing Rock Road)
just north of the intersection SR 1401/SR
1553, Tabernacle Township, be rezoned from
Residential Agricultural to Residential
Restricted. Zoning Map #6795 . It is the
desire of the applicant to develop a site
built residential subdivision of 8 lots .
Russell stated that the he will develop an 8
lot subdivision with minimum house size 1400+
and would not allow manufactured homes in the
development. Russell stated there would be
restrictions and with the development would be
consistent with the area .
ALVIN MYERS, adjoining property owner , stat
the he was hopeful that the community would go
along with this development but he and his
neighbors would need to know more about the
type of restrictions. Myers stated that the
neighbors would like the restrictions to
regulate vicious dogs and trespassing on to
their properties .
JANICE PRESSLEY, adjoining property owner,
stated her concerns of mobile homes being
allowed in this area .
WADE MYERS expressed concerns of possible
problems of the lot lines .
Hal Johnson stated that the any problems with
surveys would need to be settled with the

Surveyor of the property.
Aweilda Little made the motion, seconded by
Charles Adams, to recommend to the Commis-
sioners that this request be appxQyed as
consistent with the Land Development Plan for
this area. The motion passed unanimously.
B: EVERETTE BRIM , Asheboro, North Carolina, is
requesting that .71 acre located off Bus 220
(suth of Bus 220/SR 1207) , Richland Township,
be rezoned from Residential Restricted to
Residential Agricultural/Conditional Use .
Zoning Map #7767 . It is the desire of the
applicant to place a single wide mobile home
on the property.
Everette Brim was present and explained his
desire to rezone this property to locate a
mobile home for his daughter that is getting
married. Brim stated that he will retain
ownership of these lots. Brim presented the
Board with a petition for adjoining property
owners in favor of this request.
TOMMY FOX and BENSON FOX spoke in favor of
this request.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Maxton McDowell made the motion, seconded by
Jim Routh, to recommend to the Commissioners
that this request be .appxpmed . The motion
passed unanimously.
C: STEVE COLEMAN , Asheboro, North Carolina, is
requesting that 1 .40 acres located on corner
of Hwy 64/SR 2713, Franklinville Township, be
rezoned from Residential Restricted to Light
Industrial/Conditional Use. Zoning Map #7771 .
It is the desire of the applicant to construct
and operate a machine shop (50 ' x 60 ' ) .
Steve Coleman was present to discuss his
desire to construct a machine shop. Coleman
stated that 90% of his work is
manufacture/repair of small machine parts for
the textile industry. Coleman stated that he
would have no outside storage and he would
operate primarily during day light hours.
THERE WAS NO ONE PRESENT IN OPPOSITION TO
THIS REQUEST.
Charles Adams made the motion, seconded by
Maxton McDowell , to recommend to the Board of
Commissioners that this request be approved
as consistent with the Land Development Plan.
The motion passed unanimously.
D: LEO RABON , High Point, North Carolina, is
requesting that approximately 1 acre (out of
13 acres) fronting on SR 1416 & SR 1415, Back
Creek Township, be rezoned Residential Agri-
cultural/Conditional Use . This would allow
issuance of a Conditional Use Permit enabling
Mr. Rabon to construct his residence and to
use approximately 1 acre for temporary storage
of his construction equipment. The new
residence would be constructed approximately
170 ' back off SR 1416 and the storage area to
be located on not more than 1 acre approxi-
mately 150 ' behind his residence. Total
setback from SR 1416 would be approximately

320 ft .
Leo Rabon was present at this meeting and
explained his plans to build a 1300 sq ft
house in February (on this property) 170 ' off
the road. Rabon stated he plans to store his
equipment no closer than 250 ' from the road.
Rabon said he would retain all the trees as a
buffer and he would not store any supplies on
the property just the equipment.
HERMAN GARREN, adjoining property owner ,
expressed his concerns for the equipment being
a safety hazard for small children. Garren
stated that the driveway would be located in a
dangerous curve. Garren present the Board
with a petition of 56 names of homeowners in
the area against this request. Garren stated
that the he felt if the equipment would only
be stored for 2/3 weeks out of the year , Rabon
could rent storage .
THERE WERE 16 PERSONS PRESENT IN OPPOSITION TO
THIS REQUEST.
JAMES WILLIAMSON stated that he has been a
residence of this area since 1955 and there is
really no place on this property to locate
this equipment because of topography problems.
ROY HINSLEY expressed concerns of traffic
hazards created moving the equipment, and run-
off of the property to Back Creek .
Bill Dorsett stated that usually he goes along
with the majority of the area, but in this
case he felt the County would be limiting him
to the use of his property and for this reason
Dorsett made the motion to recommend to the
Commissioners that this request be approved.
Jim Routh stated that this area has been
bombarded with traffic because of the lack of
zoning (prior to 1987) . Routh stated that the
area is disturbed by traffic from Caraway
Speedway, Caraway Camp, etc. and that the area
has been very tolerable and this request
should not be approved.
Dorsett ' s motion died for lack of a second.
Jim Routh made the motion to recommend to the
Commissioners that this request be dgrjed as
not being compatible to the neighborhood.
Maxton McDowell seconded the motion. The vote
was 3/3 with Bill Dorsett, Aweilda Little, and
Charles Adams voting against the motion .
Charles Adams left the meeting at 8:15 p.m.*********
E: MICHAEL HURLEY , Asheboro, North Carolina, is
requesting that approximately 1 acre located
on northeast corner of Hwy 64/SR 3155, Taber-
nacle Township, be rezoned from Residential
Agricultural to Highway Commercial/Conditional
Use. Zoning Map #7712 . It is the desire of
the applicant to construct and operate a
motorcycle sales/repair business in a building
approximately 40 ' x 60 ' .
Michael Hurley was not present at the meeting.
THERE WERE 4 PERSONS PRESENT IN OPPOSITION TO
THIS REQUEST.

CATHERINE HELMS was present in opposition to
this request and discussed concerns of noise,
traffic, the school location to this type of
business, etc . Helms presented a petition of
property owners in the area against the
development and a letter from the Principal of
Tabernacle School . Helms stated that since
the purchase of this property the wooded lot
has been completely cleared. Helms added that
there were not as many people at this meeting
as the last time because several of the
elderly persons in the neighborhood said they
have been visited by Hurley and they felt
intimidated by Mr . Hurley.
JUDY CAUSEY, adjoining property owner, stated
her concerns of noise, traffic, children
safety, etc .
Aweilda Little stated that she could see no
changes since the first time this request came
before this Board. For this reason Little
made the motion, seconded by Bill Dorsett, to
recommend to the Commissioners that this
request be denied . The motion passed
unanimously.
F: ALLEN PARRISH , Randleman, North Carolina, is
requesting that approximately 1 acre located
on Bus Hwy 220N (west side approximately 1000
ft . north of Bus 220/SR 2114) , Level Cross
Township, be rezoned from Residential Agricul-
tural to Highway Commercial/Conditional Use.
Zoning Map #7767 . It is the desire of the
applicant to operate an automotive and utility
trailer sales lot .
Allen Parrish was present and stated that
there had been a business maintained on this
property for the last 20 years . Parrish
stated that the lot was not fit for
residential development and he has cleaned up
the lot since it has been in his ownership.
Parrish stated that a video store is in
operation across the street beside the church.
Parrish added that his business would not
operate during church hours.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Aweilda Little made the motion, seconded by
Maxton McDowell, to recommend to the Commis-
sioners that this request be appigyed . The
motion passed unanimously.
G: BURNIS COX , Asheboro, North Carolina, is
requesting that 5 . 81 acres located on Bus Hwy
220N (property on east side approximately 400
ft . from SR 2242) , Randleman Township, be
rezoned from Residential Agricultural to
Residential Mixed/Conditional Use. Zoning Map
#7754. It is the desire of the applicant to
develop a mobile home park of 20 spaces.
Burnis Cox stated that he has been in the
Mobile Home Park business for 20 years and
this park would be serviced by Randleman Water
and Asheboro Sewer . Cox stated that the first
400 ft (within Randleman' s Jurisdiction) would
not be developed with mobile homes. Cox
presented the Board with a list of
restrictions for renters of this park . Cox
stated that he plans to pave the road in the
next year . Cox stated the average lot size

will be 50 ' x 145 ' .
BARRY BETTS, Manager of Oakwood Homes, stated
that Cox operates a nice park with very little
turnover .
JEFF COX, Burnis Cox ' s son, said he has help
his father maintain his park since 1970 and he
runs a good, clean park .
THERE WERE 26 PERSONS PRESENT IN OPPOSITION TO
THIS REQUEST.
EARL WALL, adjoining property owner, stated
that he has lived in this area for 68 years.
Wall stated that because of the large amount
of industrial development (on the west side of
Business 220) because of this the area has
been swamped by traffic hazards. Wall
presented the petition of 200 names in
opposition to this request.
CATHERINE HINSHAW, adjoining property owners,
stated that she did not feel this would
improve the community. Hinshaw added that she
would like to see the area retain its current
zoning.
JAMES SNIDER, adjoining property owner,
presented pictures of Cox' s Mobile Home Park
on Hwy 311 . Snider stated that he lives in a
mobile home and has for 10 years. Snider
stated that this proposed park would be mobile
homes stacked on top of each other .
LAURA SYKES, adjoining property owner, stated
that there are 17 widows in the neighborhood
and they are all strongly opposed to this type
of development.
Hal Johnson stated that this is a site built
residential community and the way Randolph
County currently has the property zoned is
consistent with Randleman ' s zoning.
ED ROUTH, adjoining property owner, stated
that he was very much opposed to this type of
development.
Bill Dorsett stated that this is a nice site
built residential area, this type of develop-
ment would increase the traffic, and would not
be compatible to the area at this time. For
these reasons, Dorsett made the motion,
seconded by Jim Routh, to recommend to the
Commissioners that this request be denied .
The motion passed unanimously.
H: TIMOTHY ALLEN , Denton, North Carolina, is
requesting that approximately 3 1/2 acres
located on SR 1308 (Pierce Meadow Road) ,
Concord Township, be rezoned from Residential
Agricultural to Residential Mixed/Conditional
Use. Zoning Map #6780 . It is the desire of
the applicant to develop a 4 space mobile home
park .
Timothy Allen was present at this meeting and
explained his intentions of developing this 3
1/2 acre tract with a 4 space mobile home
park . Allen described the area as 70% mobile
homes owner occupied.

REQUEST.

Maxton McDowell, to recommend to the Commis-
sioners that this request be aper ovgd . The
motion passed unanimously.
I : DOUGLAS TODD SMITH , Liberty, North Carolina,
is requesting that approximately 4 acres (out
of 10 acres) on SR 2442 (Ramseur-Julian Road)
approximately 1000 ft. north of SR 2442/SR
2459, Liberty Township, be rezoned Residential
Agricultural to Highway Commercial/Conditional
Use. Zoning Map #8705. It is the desire of
the applicant to construct and operate a
muffler & automotive body shop (45 ' x 80 ' ) .
Todd Smith was present at the hearing and
explained that this is the old Sandy Creek
dumpster site. Smith stated that this would
be a muffler and body shop; primarily just
collision work . Smith stated that he would
fence an area for temporary storage and place
a dumpster on site for the mufflers. Smith
stated that he needs a larger facility than he
currently has in Melancton.
GRETA WILLIAMS (sold the property to Smith)
stated that Smith is a good businessman and
prior to selling the property to Smith for
this purpose Williams discussed the matter
with the adjoining land owners.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Maxton McDowell made the motion, seconded by
Aweilda Little, to recommend to the Commis-
sioners that this request be appxovg_d . The
motion passed unanimously.
6. The Planning Board meeting adjourned at 8: 58 p.m.
