Courthouse Weapons AN ORDINANCE REGULATING WEAPONS ON RANDOLPH COUNTY COURTHOUSE PROPERTY A. The following definitions apply to this section: 1. Courthouse property - Any portion of the parking lots, buildings or offices known collectively as the Randolph County Courthouse. 2. Weapon: Any deadly weapon including but not limited to, the following: a. Any firearms b. Knives c. Caustic or flammable substances (other than regular cigarette lighters) d. Tools w/shaft over four inches unless required for work in the building e. Scissors (pointed) with blades over two inches, except for those scissors possessed by courthouse employees for work in the courthouse f. Incendiary devices, including smoke bombs g. Explosives or components h. Razor blades i. Any object, by its use, as a weapon j. Bludgeons, bats, batons, clubs k. Chemical sprays (mace, o/c) l. Blackjacks, saps m. Any object resembling a gun or other deadly weapon n. Slingshot, slingshots, bow or arrows o. Nunchaku, shurikens, shobi-zue p. Stun guns q. Ammunition r. Metal knuckles s. Any weapon made illegal as defined by State Statute B. It shall be unlawful for any person to possess or carry, whether openly or concealed, any weapon on Courthouse Property. The County Manager is authorized to post appropriate conspicuous signage on County property, in accordance with law. C. This section shall not apply to: 1. A weapon (1) used solely for County-sanctioned ceremonial purposes, or (2) used solely in a County-approved program conducted under the supervision of a person who has been approved by the Board of County Commissioners, or (3) possessed solely for personal protection by a person and securely locked in a vehicle in a County parking lot; 2. Officers and enlisted personnel of the armed forces of the United States when in discharge of their official duties as such and acting under orders requiring them to carry arms; 3. Civil officers of the United States when acting in the discharge of their official duties; 4. Officers and soldiers of the National Guard when called into actual service; 5. Sworn law-enforcement officers on official duty. D. Any person who possesses or carries a weapon on County property where prohibited shall be punished as provided by state law. E. Nothing in this ordinance shall be construed in such a way to make it inconsistent with state or federal law, including but not limited to those provisions of the law concerning concealed weapons. F. This ordinance shall become effective July 1, 2002.
