Special Meeting
The Randolph County Board of Commissioners met in a special meeting at 6:00 p.m. in the
Randolph County Emergency Services building located at 760 New Century Drive, Asheboro,
North Carolina, to meet in closed sessions for the purposes of discussing competitive healthcare
activities by or on behalf of Randolph Health and to consider the qualifications, competence,
performance, character, fitness, conditions of appointment or conditions of initial employment of
an individual public officer or employee, or to hear or investigate a complaint, charge, or grievance
by or against an individual public officer or employee. Chairman Darrell Frye, Vice -Chairman
David Allen, Commissioner Kenny Kidd, Commissioner Maxton McDowell, and Commissioner
Hope Haywood were present. Also present were County Manager Hal Johnson, Finance Officer
Will Massie, County Attorney Ben Morgan, Associate County Attorney Aimee Scotton, Clerk to
the Board Dana Crisco, and Deputy Clerk to the Board Sarah Pack. Also present were Asheboro
Mayor David Smith, Asheboro City Council Members Charles Swiers, Clark Bell, Walker Moffitt,
Eddie Burks, and Jane Redding. Also present with the City of Asheboro were City Manager John
Ogburn, Attorney Jeff Sugg, and Clerk to the Board Holly Doerr. City Council members Linda
Carter and Katie Snuggs were absent.
Closed Session
At 6:02 p.m., on motion of Allen, seconded by Kidd, the Board went into Closed Session
pursuant to North Carolina General Statutes Section 143-318.11 for the purpose of discussing
competitive healthcare activities by or on behalf of Randolph Health, which discussion is
privileged and confidential pursuant to North Carolina General Statutes Section 131E-97.3, as is
permitted by North Carolina General Statutes Section 143-318.1 ](a)(]).
Regular Session Resumed
At 7:26 p.m., regular session resumed and the Board took a brief recess.
Closed Session
At 7:31 p. m., on motion ofAllen, seconded by Kidd, the Board went into closed session pursuant
to North Carolina General Statutes 143-318.11(6) to consider the qualifications, competence,
performance, character, fitness, conditions of appointment or conditions of initial employment of
an individual public officer or employee, or to hear or investigate a complaint, charge, or
grievance by or against an individual public officer or employee.
Regular Session Resumed
At 8:22 p.m., regular session resumed.
Adjournment
At 8:22 p.m., on motion of McDowell, seconded by Allen, the Board voted unanimously to
adjourn.
