08AugustPB MINUTES RANDOLPH COUNTY PLANNING BOARD August 4, 2020 The Randolph County Planning Board met on Tuesday, August 4, 2020, in the Historic Courthouse, 145-C Worth Street, Asheboro, NC. Vice-Chair Wayne Joyce called the meeting to order at 6:30 p.m. Jay Dale, Planning Director, called the roll of the members: Reid Pell, Chair, absent; Wayne Joyce, Vice Chair, present; John Cable, present; Keith Slusher, present; Kemp Davis, absent; Melinda Vaughan, present; Ralph Modlin, present; and Reggie Beeson, Alternate, present. County Attorney, Ben Morgan was also present. Dale informed the Vice-Chair there was a quorum of the members present for the meeting. Joyce called for a motion to approve the consent agenda as presented. 1. Consent Agenda: Approval of minutes from July 7, 2020, Planning Board meeting. Approval of agenda for August 4, 2020, Planning Board meeting. Approval of Zoning Board of Adjustment approving variance for Samuel Griffin. Approval of Consistency Determination and Finding of Reasonableness and Public Interest for Rezoning Request by Barry G and Melissa H Lawrence. Approval of Consistency Determination and Finding of Reasonableness and Public Interest for Rezoning Request by A Place in the Heart, Inc. Approval of Consistency Determination and Finding of Reasonableness and Public Interest for Rezoning Request by Tanya Rayle Cooke. Slusher made the motion to approve the consent agenda as presented with Cable making the second to the motion. Hearing none, Joyce asked the Board to move forward with the case on the agenda. Dale presented the case along with site plans and pictures of the site and surrounding properties as follows: SPECIAL USE PERMIT REQUEST #2020-00001979 MATTHEW INGOLD, Asheboro, NC, is requesting a Special Use Permit on the property owned by Ronald L. Ingold, at 798 Ross Harris Rd, Asheboro, NC, Richland Township. Tax ID# 7667364700. The Special Use Permit would specifically allow the applicant to obtain a Federal Firearms License that would allow internet sales, ammunition manufacturing, and the sales of reloading components in an existing 30 ft. by 33 ft. building as per site plan. Joyce opened the public hearing and asked if anyone was present to speak in favor of the Special Use Permit request. Matthew Ingold, 798 Ross Harris Rd., Asheboro said he plans to sale components primarily on the internet with some reloading of ammunition as well. Joyce asked if there would be a shooting range. Ingold answered no. Cable asked if there would be a test firing area. Ingold said there would be an area on the back side of the property where they would test the accuracy of the ammunition as needed but no shooting range. He said the shooting would not exceed the shooting that is currently done on the weekends. Slusher asked about his hours of operation. Ingold said there would not be specific hours of operation because the business would be primarily internet sales. Slusher asked if this would be his second job. Ingold answered yes. Joyce asked if his hours would be after 5:00 p.m. Ingold said his current job requires rotation between first and second shifts which will cause his hours in the workshop to rotate as well. Joyce asked how late he would be test firing. Ingold said it would be no later than 7:00 p.m. Cable asked Ingold if there had been any complaints in the past from the neighbors. Ingold said he was unaware of any complaints. Cable asked again how late he would be test firing and if he would work on Saturday and Sunday. Ingold said he would not be shooting past 7:00 p.m., possibly mid-day on Saturdays and no shooting on Sundays. Slusher asked if the graveled parking area shown on his site plan would be for delivery trucks for his orders. Vaughan asked Ingold if he had employees. Ingold answered no. Joyce asked if anyone else would like to speak in favor of the request. Hearing none, Joyce asked if there was anyone that would like to speak in opposition to the request. Hearing none, Joyce closed the public hearing for discussion among the Board members and a motion. Cable said because there is no opposition to the request and all of the questions for a future problem or nuisance had been answered, he would make a motion. Cable made the motion to approve the Special Use Permit request on the specified parcel(s) on the Special Use Permit application, based upon the sworn witness testimony that is included in the minutes, as well as the site plan(s) with any and all agreed upon revisions, and that the use will not materially endanger the public health or safety, the use meets all required conditions and specifications, the use will not substantially injure the value of adjoining property, that the use is a public necessity and the location and character of use, if developed according to the plan(s) as submitted and approved, will be in harmony with the area and in general conformity with the Randolph County Unified Development Ordinance. Slusher made a second to the motion to approve the Special Use Permit request. Joyce called the question on the motion to approve the Special Use Permit request for Matthew Ingold and the motion was adopted unanimously and the Special Use Permit was granted. Joyce informed Ingold that his Special Use Permit had been granted by the Randolph County Planning Board. Having no further business, Joyce called for a motion to adjourn the meeting. Slusher made the motion to adjourn with Vaughan making the second to the motion. Joyce called the question on the motion to adjourn and the motion was adopted unanimously. The meeting adjourned at 6:39 p.m. with 6 citizens present.
