RANDOLPH COUNTY PLANNING BOARD
MINUTES
May 18, 2021
There was a meeting of the Randolph County Planning Board on Tuesday, May 18, 2021,
in the 1909 Historic Courthouse Meeting Room, 145-C Worth St, Asheboro, NC.
Chairman Joyce called the meeting to order at 6:30 p.m. for a working session and
presentation of proposed revisions to the Randolph County Unified Development
Ordinance.
Jay Dale, Randolph County Planning and Zoning Director, called the roll of the members.
Reid Pell, Chairman, present;
Wayne Joyce, Vice Chairman, present;
John Cable, present;
Keith Slusher, present;
Kemp Davis, present;
Melinda Vaughan, present;
Ralph Modlin, present; and
Reggie Beeson, Alternate, present.
Tim Mangum, GIS Planner, thanked the Board members for the essential service they
provide. He presented a PowerPoint presentation of changes made to our current
Ordinance as required by NCGS 160-D, the re-organization of the existing Unified
Development Ordinance, formatting improvements, and reviewed the common practice
of the Board members.
The Board discussed the possibility of changing the required 100 ft to 150 ft minimum
State Maintained road frontage for development.
They also decided to use the low-density standards for watershed development.
Tim told the Board he would make necessary changes to the draft for a motion at the
June Planning Board meeting.
Cable said the Board cannot thank the Planning staff enough for their professionalism
and their ability to make the Board look good.
Having no further business, Joyce called for a motion to adjourn the meeting. Davis made
the motion to adjourn with Cable making the second to the motion.

Joyce called the question on the motion to adjourn and the motion was adopted
unanimously.
The meeting adjourned at 9:14 p.m.
