06JunePB Planning Board Minutes June 8, 2021 Page 1 of 3 RANDOLPH COUNTY PLANNING BOARD MINUTES June 8, 2021 There was a meeting of the Randolph County Planning Board on Tuesday, June 8, 2021, in the 1909 Historic Courthouse Meeting Room, 145-C Worth St, Asheboro, NC. Chairman Joyce called the meeting to order at 6:30 p.m. and welcomed those in attendance. Jay Dale, Randolph County Planning and Zoning Director, called the roll of the members.  Reid Pell, Chairman, absent;  Wayne Joyce, Vice Chairman, present;  John Cable, present;  Keith Slusher, present;  Kemp Davis, present;  Melinda Vaughan, present;  Ralph Modlin, present; and  Reggie Beeson, Alternate, present. County Attorney, Ben Morgan, was also present. Dale informed the Chairman that there was a quorum of the members present for the meeting. Joyce called for a motion to approve the consent agenda as presented. Consent Agenda:  Approval of agenda for June 8, 2021, Planning Board meeting.  Approval of the Order of the Zoning Board Adjustment for the Variance Request by William R Hargett, Jr.  Approval of the Consistency, Reasonableness and in the Public Interest Statements for the Rezoning Requests by Jean McGee, Antonio F and Maria I Luna, Jamie Lynn Crumley and Burnie W Harper, Valeria G and Robbie R Moffitt and BGVG, LLC. Cable made the motion to approve the consent agenda as presented with Modlin making the second to the motion. The motion was adopted unanimously. Joyce called for any old business to be brought before the Board. Hearing none, Joyce opened the public hearing for the proposed revisions to the Randolph County Unified Planning Board Minutes June 8, 2021 Page 2 of 3 Development Ordinance as they were discussed during a working session held on May 18, 2021. Having no one present to speak in favor or opposition to the proposed revisions for the Unified Development Ordinance, Joyce asked for discussion among the Board members and a motion. Dale said Tim Mangum had done a great job at the work session, explaining the proposed changes to the Unified Development Ordinance as required by NCGS 160-D, as well as clerical and formatting changes that were necessary. He said the Board had discussed the possibility of changing the minimum road frontage requirements and had decided to choose low-density development for properties located within a watershed. Dale told the Board they would need to vote to approve the draft as written, to be presented to the Board of County Commissioners for approval or discuss any changes needed. Joyce said during the work session, the Board talked about the possibility of increasing the minimum State Road frontage requirement from 100 to 150 feet. He said he feels it would not be ideal for all situations and there needs to be more discussion and standards set before deciding to change. Dale said he would agree. Davis said he would agree to leave it at the minimum 100 feet frontage and address it again in the future with a possible amendment. Cable agreed. He said the Board needs additional time to consider a combination of factors including growth area, traffic, speed limit, and other criteria before making the change. Cable made the motion to approve the draft as written with corrections to the minimum lot frontage width from 150 ft back to 100 ft. minimum as written in the existing Unified Development Ordinance for all districts listed on page 240, grammar correction on page 125 for RR and RM zoning, as well as the decision to use low-density watershed for development as written on page 311 of the draft copy of the Unified Development Ordinance to be presented to the Randolph County Board of Commissioners. Vaughan made a second to the motion to approve the final draft of the Unified Development Ordinance. Joyce called the question on the motion to approve the Unified Development Ordinance draft, and the motion was adopted unanimously. Cable made the motion to adjourn with Modlin making the second to the motion. Joyce called the question on the motion to adjourn and the motion was adopted unanimously.
