RANDOLPH COUNTY PLANNING BOARD
MINUTES
July 13, 2021
There was a meeting of the Randolph County Planning Board on Tuesday, July 13, 2021,
at 6:30 p.m. in the 1909 Historic Courthouse Meeting Room, 145-C Worth St, Asheboro,
NC.
Vice Chairman Joyce called the meeting to order at 6:30 p.m. and welcomed those in
attendance.
Jay Dale, Randolph County Planning and Zoning Director, called the roll of the members.
Reid Pell, Chairman, absent;
Wayne Joyce, Vice Chairman, present;
John Cable, present;
Keith Slusher, present;
Kemp Davis, present;
Melinda Vaughan, present;
Ralph Modlin, present; and
Reggie Beeson, Alternate, present.
County Attorney, Ben Morgan, was also present.
Dale informed the Chairman there was a quorum of the members present for the
meeting.
Joyce called for a motion to approve the consent agenda as presented.
Consent Agenda:
Approval of agenda for July 13, 2021, Planning Board meeting.
Approval of the minutes from the May 4, 2021, May 18, 2021, and June 7,
2021, Planning Board meetings.
Cable made the motion to approve the consent agenda as presented with Slusher
making the second to the motion. The motion was adopted unanimously.
Joyce called for any old business to be brought before the Board. Hearing none, the
Board moved forward with the case(s) on the agenda.
Dale presented the case along with site plans and pictures of the site and surrounding
properties.

REZONING REQUEST #2021-00001741
CAROLINA TRAVEL MANAGEMENT, INC, Randleman, NC, is requesting
to rezone 8.50 acres out of 29.54 acres at 10367 Randleman Rd, Level
Cross Township, Randleman Lake Watershed, Tax ID #7758809298,
Primary Growth Area, from HC-CU – Highway Commercial – Conditional
Use District to HC-CD – Highway Commercial - Conditional District. The
proposed Conditional Zoning District would specifically amend the existing
Conditional Use Permit to allow an automobile and recreational vehicle
sales lot as per the site plan. The existing Conditional Use Permit
specifically allows tour travel operations
Joyce opened the public hearing and asked if there was anyone present to speak in favor
of the request.
Jonathan Moody, 5069 Crackling Woods Ln., Randleman, NC, said the pandemic hit
their organization very hard and they made the decision to reduce the number of vehicles
(tour buses) for the business. He said the NCDMV requires a dealer’s license if five
vehicles are sold so they are required to obtain a license to continue selling vehicles no
longer needed.
Davis asked if there would be any fabrication for the vehicles on site. Moody answered
no. He said they will continue to make minor repairs as needed but no fabrication.
Morgan said it didn’t appear to be increasing the footprint of the business with additional
paving or structure. Moody agreed. He said they would be increasing available space
by reducing the number of vehicles.
Beeson asked if all of the vehicles for sale would be placed behind the fencing. Moody
answered yes.
Cable asked for the hours of operation. Moody said the hours would be the same as the
office hours which are Monday through Friday from 8:30 a.m. until 5:00 p.m.
Davis asked if there would be any lighting changes. Moody answered no.
Joyce asked if he was just trying to comply with NCDMV regulations by obtaining a
dealer’s license to reduce his fleet. Moody answered yes.
Joyce asked if there was anyone else that would like to speak in favor of the request.
Hearing none, Joyce asked if there was anyone that would like to speak in opposition to
the request. Hearing none, Joyce closed the public hearing for discussion among the
Board members and a motion.
Cable said unfortunately the pandemic has affected multiple businesses in a negative
manner, causing them to make adjustments accordingly. He said we are fortunate to
have this business in Randolph County. Joyce said they are a reputable business and

would like to see them continue. Slusher said he understands the challenges that have
been made due to the pandemic and this request makes perfect sense and there is no
opposition so he would continue with a motion.
Slusher made the motion to approve the rezoning request to rezone the specified
parcel(s) on the rezoning application to the requested zoning district based upon the
Determination of Consistency and Findings of Reasonableness and Public Interest
statements that are included in the Planning Board agenda, submitted during the rezoning
presentation and as may be amended, incorporated into the motion, to be included in the
minutes, as well as the site plan(s) with all agreed-upon revisions, also incorporated into
the motion and that the request is consistent with the Randolph County Growth
Management Plan. Cable made a second to the motion to approve the rezoning request.
Joyce called the question on the motion to approve the rezoning request, and the motion
was adopted unanimously.
Having no further business, Joyce called for a motion to adjourn the meeting. Davis made
the motion to adjourn with Vaughan making the second to the motion.

The meeting adjourned at 6:38 p.m. with 5 citizens present.
