Special Meeting
The Randolph County Board of Commissioners met in a special meeting at 4:08 p.m. in the
conference room at Randolph County Emergency Services Building located at 760 New Century
Drive, Asheboro, North Carolina 27205, to go into closed session pursuant to NCGS 143-
318.11(a)(4) to discuss matters relating to the location or expansion of industries or other
businesses in the area served by the public body, including agreement on a tentative list of
economic development incentives that may be offered by the public body in negotiations.
Chairman Darrell Frye, Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner
Hope Haywood, and Commissioner Maxton McDowell were present. Also present were County
Manager Hal Johnson, Finance Officer/Assistant County Manager Will Massie, County Attorney
Ben Morgan, Associate County Attorney Aimee Scotton, Deputy Clerk to the Board Sarah Pack
Clerk, and Clerk to the Board Dana Crisco. Also present were Economic Development Corporation
(EDC) Business Recruitment Director Crystal Gettys and EDC President Kevin Frankin.
Closed Session
At 4:09 p.m., on motion of Allen, seconded by Haywood, the Board voted 5-0 to enter Closed
Session pursuant to NCGS 143-318.11(a)(4) to discuss matters relating to the location or
expansion of industries or other businesses in the area served by the public body, including
agreement on a tentative list of economic development incentives that may be offered by the public
body in negotiations.
Regular Session Resumed
At 5:57 p.m., regular session resumed.
Adjournment
At 5:57 p.m., on motion of Allen, seconded by McDowell, the Board voted unanimously to
adjourn.
