020419 Personnel Closed Session - Personnel Matter — February 4, 2019 At 7:56 p.m., the Board convened closed session to consider the qualifications, competence, performance, condition of appointment of a public officer or employee or prospective public officer or employee, pursuant to \[NCGS 143-318.11(a)(6)\]. Commissioners Darrell Frye, David Allen, Kenny Kidd, Maxton McDowell, and Hope Haywood were present. Also present were Ben Morgan, County Attorney and Clerk to the Board Dana Crisco and, where noted, County Manager Hal Johnson. Chairman Frye stated that it was time for Mr. Johnson’s performance evaluation and salary review. He asked Mr. Johnson if he had any comments for the Board. Mr. Johnson stated that he appreciates bring County Manager and is proud to be serving during a time with more issues at one time than ever before. He stated that with Strategic Planning, the County has created a culture of wellness that will also help economic development. He explained that risk awareness has also become part of the culture of wellness. Mr. Johnson was then excused. Chairman Frye stated that he had worked with Mr. Johnson for a long time. Commissioner Haywood stated that Mr. Johnson had helped her with the transition to Commissioner and said he was always prepared and gave her the information she needed. Commissioner Kidd agreed. Chairman Frye reminded everyone that Mr. Johnson is on call 24 hours a day, 7 days a week. Commissioner Kidd stated that Mr. Johnson had a good rapport with everyone. Commissioner McDowell said Mr. Johnson was very good about giving him information but not pushing a decision on him. Commissioner Haywood said Mr. Johnson worked well with heads of other agencies as well. Chairman Frye said Mr. Johnson was currently at a salary of $144,854. Chairman Frye said the average salary of County Managers in comparable counties was $151,086. He stated that 5% above that would be $152,097, 5.5% would be $152,800 and 6% would be $153,345. The consensus of the Commissioners was to raise Mr. Johnson’s salary to $153,000. At 8:25 p.m., on motion of McDowell, seconded by Kidd, the Board voted unanimously to end closed session and to return to open session for discussion and a vote. ________________________________ _________________________________ Darrell L.
