070819 II Randolph Health Closed Session II – Randolph Health — July 8, 2019 At 8:03, already in closed session on another matter, the Board convened in closed session pursuant to North Carolina General Statutes Section 143-318.11 for the purpose of discussing competitive healthcare activities by or on behalf of Randolph Health, which discussion is privileged and confidential pursuant to North Carolina General Statutes Section 131E-97.3, as is permitted by North Carolina General Statutes Section 143-318.11(a)(4). Chairman Darrell Frye, Vice-Chairman David Allen, and Commissioners Kenny Kidd, Maxton McDowell, and Hope Haywood were present. Also present were County Manager Hal Johnson, Finance Officer Will Massie, County Attorney Ben Morgan, Associate County Attorney Aimee Scotton, Clerk to the Board Dana Crisco, and Deputy Clerk Sarah Pack. Chairman Frye gave an update on Randolph Health (Hospital) in preparation for the Special Joint Meeting that would occur on July 9, 2019. With the Hospital still seeking a partner, he said that Senate Bill 681 had a provision called the Rural Health Care Stabilization Program, designed to aid rural hospitals who may be experiencing financial difficulties. If passed by the Governor, a government entity may be eligible to borrow $20 million to build new health care facilities. The money could not be used for operating costs. If the bill was approved, a referendum might need to be held for voter approval. In discussions with the Local Government Commission (LGC), Chairman Frye was not sure that the LGC would approve that loan.
