Closed Session – Project Avocado — September 8, 2020
At 7:53 p.m., the Board convened in closed session on a matter relating to the location
or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Chairman Darrell
Frye, Vice-Chairman David Allen, Commissioner Maxton McDowell, and Commissioner
Hope Haywood were present. Commissioner Kenny Kidd was absent. Also present were
County Manager Hal Johnson, Finance Officer Will Massie, County Attorney Ben Morgan,
Associate Attorney Aimee Scotton, Deputy Clerk to the Board Sarah Pack, and Clerk to the
Board Dana Crisco. Also present was Kevin Franklin, EDC President. Required social
distancing was maintained throughout the meeting due to the COVID-19 pandemic.
Mr. Franklin discussed a potential expansion of Star Pet. They are beginning to produce
products made with recycled materials. The estimated investment in a facility would be
approximately $17.4 million and in real estate and equipment would be $5.2 million. The
average wage is stated to be approximately $50,900. If the project is able to proceed, the
company is asking both the City of Asheboro and Randolph County to share in incentives in
the amount of $455,000. Mr. Franklin also mentioned the State of North Carolina exempts
recycling equipment from property taxes
At 8:16 p.m., on motion of Allen, seconded by McDowell, the Board voted 4-0 to end
closed session and return to open session.
