Closed Session – February 1, 2021 – Lancaster Customworks, Inc.
At 7:38 p.m., the Board convened in closed session on a matter relating to the location or
expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Chairman Darrell Frye,
Vice-Chairman David Allen, Commissioner Maxton McDowell, Commissioner Kenny Kidd, and
Commissioner Hope Haywood were present. Also present were County Manager Hal Johnson,
Finance Officer Will Massie, County Attorney Ben Morgan, Associate County Attorney Aimee
Scotton, Deputy Clerk to the Board Sarah Pack, and Clerk to the Board Dana Crisco. Also present
were EDC President Kevin Franklin and EDC Business Recruitment Director Crystal Gettys.
Required social distancing was maintained throughout the meeting due to the COVID-19
pandemic.
Mr. Franklin discussed the potential expansion of a furniture manufacturing company to a
location in Archdale. He discussed the successes of the company, the potential location, the
workforce impact, and the incentives needed for the owner to bring his business to Randolph
County. There is another potential location in the High Point area, which is why incentives from
the County and City are needed.
On motion of Allen, seconded by McDowell, the Board voted unanimously to schedule a Public
Hearing for the possible economic development incentive for Lancaster Customworks, Inc. at a
meeting starting at 6:00 p.m. on March 1, 2021, during a regularly scheduled Commissioners
Meeting.
At 7:55 p.m., discussion on this topic ended to address another economic development
project in Closed Session.
