Closed Session – Randolph Health — April 20, 2021
At 6:12 p.m., the Board convened in closed session pursuant to North Carolina General Statutes
Section 143-318.11 for the purpose of discussing competitive healthcare activities by or on behalf
of Randolph Health, which discussion is privileged and confidential pursuant to North Carolina
General Statutes Section 131E-97.3, as is permitted by North Carolina General Statutes Section
143-318.11(a)(1).” Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner
Maxton McDowell, and Commissioner Hope Haywood were present. Chairman Darrell Frye
entered where noted. Also present were County Manager Hal Johnson, Finance Officer Will
Massie, Associate County Attorney Aimee Scotton, Clerk to the Board Dana Crisco, and Deputy
Clerk to the Board Sarah Pack. Also present were Asheboro Mayor David Smith, Asheboro City
Council Members Charles Swiers, Clark Bell, Walker Moffitt, Eddie Burks, Katie Snuggs, and
Jane Redding. Also present with the City of Asheboro were City Manager John Ogburn, Attorney
Jeff Sugg, and Deputy City Clerk Tammy Williams. City Council member Linda Carter, City
Clerk Holly Doerr, and County Attorney Ben Morgan were absent. Required social distancing
was maintained throughout the meeting due to the COVID-19 pandemic.
Chairman Frye entered at 6:15 p.m.
Chairman Frye gave an overview of the Rural Health Stabilization Fund status. The Local
Government Commission (LGC) has not yet made a decision regarding the application for
Randolph Health. It is unlikely that approval will be granted at this point.
There is a possibility that the LGC will be more willing to move on the request if the requested
amount is reduced from $20 million to $12 million. This would be paid out at a rate of $4 million
per year for three years. Funding supplementation payments disbursed by the County and City
could also be made over a five year period with a renewal option for a maximum of ten years of
payments. Taxes cannot be abated in North Carolina.
The City Council and the Board of Commissioners shared concern that employees are leaving
and Randolph Health consultants are being paid an exorbitant amount of fees. It was the consensus
of both boards that letters from the Council and the Board would be sent to LGC Treasurer Dale
Folwell asking for a reduction in the request amount from $20 million to $12 million.
At 6:57 p.m., on motion of Allen, seconded by Haywood, the Board voted unanimously to end
closed session and return to open session.
