Closed Session – September 21, 2021 –Project Darwin
At 4:09 p.m., the Board convened in closed session pursuant to NCGS 143-318.11(a)(4) to
discuss matters relating to the location or expansion of industries or other businesses in the area
served by the public body, including agreement on a tentative list of economic development
incentives that may be offered by the public body in negotiations. Chairman Darrell Frye, Vice-
Chairman David Allen, Commissioner Kenny Kidd, Commissioner Hope Haywood, and
Commissioner Maxton McDowell were present. Also present were County Manager Hal Johnson,
Finance Officer/Assistant County Manager Will Massie, County Attorney Ben Morgan, Associate
County Attorney Aimee Scotton, Deputy Clerk to the Board Sarah Pack, and Clerk to the Board
Dana Crisco. Additionally, Economic Development Corporation (EDC) Business Recruitment
Director Crystal Gettys, and EDC President Kevin Frankin were present.
Mr. Franklin gave a presentation regarding a potential company very seriously considering the
Megasite. This company has been created by a partnership of two very strong existing companies.
They are seeking financial incentives and site accommodations based on their projected needs. The
State is also speaking with this company to let them know what incentives the State can provide. It is
Mr. Franklin’s understanding that this site is only in competition with a site in Texas. The company
th
hopes to make an official announcement by October 15 as to which site they will choose.
At 5:57 p.m., on motion of Allen, seconded by McDowell, the Board ended Closed Session.
