RANDOLPH COUNTY PLANNING BOARD
MINUTES
FEBRUARY 8, 2022
The Randolph County Planning Board held its monthly public hearing on February 8,
2022, at the 1909 Historic Courthouse, 145-C Worth St, Asheboro, NC.
Chairman Wayne Joyce called the meeting to order at 6:30 p.m. and welcomed those in
attendance.
Planning Director Jay Dale called the roll of Planning Board members:
Reid Pell, Chair, absent;
Wayne Joyce, Vice-Chair, present;
John Cable, absent;
Keith Slusher, present;
Kemp Davis, present;
Melinda Vaughan, present;
Reggie Beeson, present;
Barry Bunting, present;
Brandon Hedrick, present.
County Attorney Ben Morgan was also present for the meeting.
Dale informed the Chair that there was a quorum of the Planning Board members present.
The Chair called for consideration and approval of the consent agenda.
Approval of agenda for February 8, 2022, Planning Board meeting.
Approval of the minutes from the December 7, 2021, Planning Board
meetings.
Slusher made the motion to approve the consent agenda as presented, and Beeson
made the second to the motion to approve the consent agenda as presented. The Chair,
having a proper motion and a second, called the question on approving the consent
agenda, and the Planning Board members voted unanimously to approve the consent
agenda.
The Chair asked if there was any Board member with a conflict of interest. Hearing none,
the Planning Board moved on to the business section of the agenda.
Dale presented the first case of the night with site plans and pictures of the site.

The Randolph County Planning Board held a Legislative Hearing on the
request by DAVID AND AMY KIDD, Trinity, NC, to rezone 0.86 acres at
9045 Hillsville Rd, Trinity Township, Lake Reese Balance Watershed, Tax
ID #7726136109, Primary Growth Area, from HC-CD - Highway
Commercial - Conditional District to RA - Residential Agricultural District.
The Chair opened the public hearing and called for anyone supporting the rezoning
request to come forward and speak.
Amy Kidd, 7050 Turnpike Rd., Archdale, NC, said she and her husband have rented out
the existing home for several years and have now decided to sell the property. She said
the current renters could not get a loan on the property because of the commercial zoning,
so they would like to request it be changed to residential.
Davis asked if she knew the intentions of the potential buyers. Kidd said they would like
to continue to live on the property.
The Chair asked if anyone else wanted to speak in favor of the request. Hearing none,
the Chair asked if anyone would like to speak in opposition to the request. Hearing none,
the Chair closed the public hearing for discussion and a decision by the Planning Board
members.
Davis said he is familiar with the property and sees no reason to oppose the request.
Davis made the motion to approve the rezoning request to rezone the specified parcel(s)
on the rezoning application to the requested zoning district based upon the
Determination of Consistency and Findings of Reasonableness, and Public Interest
statements included in the Planning Board agenda, submitted during the rezoning
presentation and as may be amended, incorporated into the motion, to be included in the
minutes, as well as the site plan(s) with all agreed-upon revisions, also incorporated into
the motion and that the request is consistent with the Randolph County Growth
Management Plan. Slusher made a second to the motion to approve the rezoning
request.

requested zoning district based upon the Determination of Consistency and Findings
of Reasonableness, and Public Interest statements included in the Planning Board
agenda, submitted during the rezoning presentation and as may be amended,
incorporated into the motion, to be included in the minutes, as well as the site plan(s) with
all agreed-upon revisions, also incorporated into the motion and that the request is
consistent with the Randolph County Growth Management Plan. The Planning Board
members voted unanimously to rezone the property.
Dale presented the next case on the agenda.
REZONING REQUEST #2022-00000087

request by LIBERTY FARM AND GARDEN SERVICES, LLC, Liberty, NC,
to rezone 1.29 acres out of 32.37 acres at 4768 NC Hwy 49 N, Columbia
Township, Rocky River Balance Watershed, Tax ID #8735022174, Primary
Growth Area, from RA - Residential Agricultural District to HC-CD - Highway
Commercial - Conditional District The proposed Conditional Zoning District
would specifically allow a hair salon in an existing building as per the site
plan.
The Chair opened the public hearing and called for anyone supporting the rezoning
request to come forward and speak.
Travis Pugh, 6422 Goldfield Rd., Liberty, NC, told the Board he would like to use the
existing building on the property as a salon for his wife. He said she is currently renting a
building in town, and she would like to own instead of rent.
Davis asked if the chicken houses were still on the property. Pugh said they currently
have cattle on the property, and the chicken houses are used to store hay.
Beeson asked if the office for Liberty Farm and Garden was located on this property.
Pugh said the office is located across the road on a different piece of property.
The Chair asked if anyone else wanted to speak in favor of the request. Hearing none,
the Chair asked if anyone would like to speak in opposition to the request. Hearing none,
the Chair closed the public hearing for discussion and a decision by the Planning Board
members.
Slusher said he is familiar with the area, and it is a suitable area for the request, and
most of the surrounding properties are already zoned commercial. He said he had not
heard anything negative about the property, and no one was in opposition to the request,
so he would like to make a motion.
Slusher made the motion to approve the rezoning request to rezone the specified
parcel(s) on the rezoning application to the requested zoning district based upon the
Determination of Consistency and Findings of Reasonableness, and Public Interest
statements included in the Planning Board agenda, submitted during the rezoning
presentation and as may be amended, incorporated into the motion, to be included in the
minutes, as well as the site plan(s) with all agreed-upon revisions, also incorporated into
the motion and that the request is consistent with the Randolph County Growth
Management Plan. Vaughan made a second to the motion to approve the rezoning
request.
The Chair, having a proper motion and second, called the question on the approval of the

requested zoning district based upon the Determination of Consistency and Findings
of Reasonableness, and Public Interest statements included in the Planning Board
agenda, submitted during the rezoning presentation and as may be amended,

all agreed-upon revisions, also incorporated into the motion and that the request is

Having no further business, Davis made the motion for the Planning Board meeting to
adjourn. Beeson seconded the motion for the Planning Board meeting to adjourn. The
Chair, having a proper motion and second, called the question on adjourning the meeting.
The Planning Board members voted unanimously to adjourn the meeting.
The meeting adjourned at 6:41 pm, with 3 citizens in attendance.
