Special Joint Meeting with the City of Archdale – Project Superman
The Randolph County Board of Commissioners met in a special joint session with the City of
Archdale City Council at Archdale City Hall, 307 Balfour Dr., Archdale, during their regular
meeting starting at 4:00 p.m. Chairman Darrell Frye, Vice-Chairman David Allen, and
Commissioners Kenny Kidd, Maxton McDowell, and Hope Haywood were present. Also present
were County Manager Hal Johnson, Assistant County Manager/Finance Officer Will Massie,
Associate County Aimee Scotton, and Clerk to the Board Dana Crisco. Present for the Archdale
City Council were Chairman Lewis Dorsett, Council Members Roger Blackwell, Tim Williams,
Larry Warlick, Trey Gray, John Glass, City Manager Zeb Holden, City Attorney Beth Koonce,
and Clerk to the Council Susan Swaim. Present from Randolph County Economic Development
Corporation (EDC) were President Kevin Franklin and Business Recruitment Director Crystal
Gettys.
At 4:01 p.m., Chairman Frye called the meeting to order for the County.
At 4:03 p.m., on motion of Allen, seconded by Kidd, the Board voted 5-0 to go into Closed
Session pursuant to NCGS 143-318.11(a)(4) to discuss matters relating to the location or
expansion of business in the area served by these bodies including possible Economic
Development incentive offerings.
At 4:40 p.m., the Board returned to Regular Session.
At 4:41 p.m., on motion of Allen, seconded by Kidd, the Board voted 5-0 to adjourn.
