Special Joint Meeting with the Asheboro City School Board of Education
The Randolph County Board of Commissioners met in a special joint session with the
Asheboro City Schools Board of Education in the media center at South Asheboro Middle School,
523 W. Walker Avenue, Asheboro. Chairman Darrell Frye, Vice-Chairman David Allen,
Commissioners Kenny Kidd, Maxton McDowell, and Hope Haywood were present. Also present
were County Manager Hal Johnson, Assistant County Manager/Finance Officer Will Massie,
Assistant County Manager/Operations William Johnson, Associate County Attorney Aimee
Scotton, Clerk to the Board Dana Crisco, and Deputy Clerk to the Board Jenny Parks. Members
of the Asheboro City Schools Board of Education present were Superintendent Dr. Aaron Woody,
Board Chairman Michael Smith, Vice-Chairman Baxter Hammer, Gustavo Agudelo, Phillip
Cheek, Linda Cranford, Gidget Kidd, Beth Knott, Hailey Lee, Ryan Patton, Adam Hurley, and
Gwendolyn Williams. School officials present were Finance Officer Sandra Spivey Ayers,
Director of Facilities and Maintenance Chris Scott, and Clerk to the Board Angel Etheridge.
At 6:13 p.m., Chairman Frye called the meeting to order for the County. Chairman Frye thanked
the School Board for their partnership. Dr. Aaron Woody welcomed the Commissioners and
thanked the Boards for their partnership and dedication. He is very proud of the work that
Asheboro City Schools have done throughout the pandemic.
Dr. Woody provided a Power Point presentation and thanked the Board of Commissioners for
their support of the schools’ requests. The 2022-2026 Strategic Plan for Asheboro City Schools
was shared as well. He said the budget request for FY 2023-24 will be $6,387,719 for Current
Expense, $320,000 for Continuation Costs, which is a five percent increase from last year, and
$1,071,830 for Capital Outlay Appropriations which reflects no increase.
Dr. Woody gave an update on the Elementary and Secondary School Emergency Relief Funds
(ESSER) that were used to upgrade technology, the Professional Development Center (PDC),
Media Center, outdoor learning spaces, and HVAC needs throughout the Asheboro City School
buildings. He also shared that there were facility concerns at their PDC, Lee J. Stone Stadium,
and South Asheboro Middle School (SAMS). The PDC has crumbling concrete and structural
damage that needs to be repaired. The Stadium at the High School has seating issues. SAMS has
infrastructure that needs updating. A bid was sent out for the PDC repairs but there were only two
responses. This item will be rebid at a later time.
Commissioner Haywood inquired if the classrooms in the PDC would continue to be used as
classrooms. Dr. Woody confirmed that once the construction is completed, the PDC will continue
to be used as classrooms.
Dr. Woody thanked the Boards again and expressed great appreciation for the work both
Boards do for the students.
School Board Chairman Smith thanked both Boards for being champions of the county,
students, and public schools.

Chairman Frye thanked both Boards for the opportunity to work on behalf of students. The
County has been a good steward of funding. He thanked the School Board for their partnership.

At 6:55 p.m., on motion of Allen, seconded by Kidd, the Board voted unanimously to adjourn.
