Board Meeting
6:00 p.m., April 21, 2022
The Randolph County Animal Services Advisory Board met in regular session on April 21, 2022, at 6:00
p.m. in the Randolph County Office Building Meeting Room A, 725 McDowell Road, Asheboro, NC. Cynthia
Grantham, Lou Wilson, Lisa Sparks, J.R. Beard, Jason Balder, Commissioner Darrell Frye, and Commissioner
David Allen were in attendance. April Wilburn was absent. Also present were Ex-Officio member County
Manager Hal Johnson, Animal Services Business Manager Ashley Morris, and Animal Control Manager
Jonathan Moody. Other members of Animal Services were present as well. The Veterinarian seat, law
enforcement liaison seat, and one animal rescue/volunteer community seat are vacant at this time. Clerk
to the Board Sarah Pack, was absent.
Call to Order and Opening Comments
Commissioner Frye called the meeting to order and welcomed the Board members.
On motion of Allen, seconded by Sparks, the Board voted 7-0 to approve the minutes from the February
17, 2022 meeting.
Animal Control Ordinance Update
Associate County Attorney Aimee Scotton reviewed with the Board proposed revisions to the existing
Ordinance Governing Animal Services in Randolph County. The revisions were proposed by Animal
Control Manager Jonathon Moody and Animal Services Shelter Manager Ashley Morris.
There was general discussion of the proposed ordinance by the Board. Several draft provisions were
identified that needed clarification which included: excluding County holidays and weekends from the 72
hours in which an owner of animal impounded may regain possession; dangerous dog provisions; proper
tethering; and rabies control updates to include certified rabies vaccinators.
Ms. Scotton advised the Board that she would take their comments and incorporate the suggestions
into a revised draft ordinance that would be presented at the next meeting of the Animal Services Board.
Public Comments
Citizen Tim Greene commended the Animal Control Officers for their professionalism and efforts with
dangerous dogs.
Citizen Pam Voncannon was critical of various shelter operations.

Citizen Renee Bryant updated the Board on the recent successful ACPA sponsored rabies clinic.
Adjournment
Commissioner Frye thanked Board members and Animal Services staff for their work. The meeting was
adjourned at approximately 7 p.m.
