The Randolph County Board of Commissioners met in regular session at 6:00 p.m. in the 1909
Randolph County Historic Courthouse Meeting Room, 145 Worth Street, Asheboro, NC. Chairman
Darrell Frye, Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner Maxton
McDowell, and Commissioner Hope Haywood were present. Also present were County Manager
Hal Johnson, Assistant County Manager/Finance Officer Will Massie, County Attorney Ben Morgan,
Clerk to the Board Dana Crisco, and Deputy Clerk to the Board Jenny Parks. Chaplain Bill Hatfield,
Randolph County Sheriff’s Office, gave the invocation and everyone recited the Pledge of Allegiance.
The meeting was livestreamed on Facebook and YouTube.
Public Comment Period
Pursuant to N.C.G.S. §153A-52.1, Chairman Frye opened the floor for public comment and closed
it after everyone wishing to speak had done so. County Attorney Ben Morgan read aloud the Public
Comment Rules of Procedure.
Carl Hicks, 744 Ivy Creek Drive, Randleman, thanked the Board for funding several of the
organizations that requested Opioid funding during the July Meeting. Although he believes Jesus is
the answer and the only one who can set people free, these resources will help keep people alive and
give them a second chance. He spoke about Keaton’s Place and what they do and how they connect
those with drug addiction to the proper channels they need to overcome addiction. Mr. Hicks stated
they do not hand out needles, they are not a methadone clinic, and they do not hand out any drug
paraphernalia. He said that Keaton’s Place has helped 500 people in Randolph County who have
been dealing with some sort of addiction. He encouraged the Board to reconsider their vote against
this organization for Opioid funding.
Tom Morgan, 905 Shannon Road, Asheboro, thanked the Board for allowing him to speak. He
said our Veterans are wonderful community citizens, and he is privileged to be among them. He said
he hopes the handicap child that was found unresponsive gets the justice she deserves. This tragedy
should never have happened. He stated it was time to review the local responsible agency, as other
counties have done in tragic events such as this. Mr. Morgan encouraged the Board to reconsider the
funding for Keaton’s Place. He said no needles have been distributed in any form from Keaton’s
Place. He gave handouts to the Board that reflected his comments.
Jim Georgevich, 4606 Crutchfield Farm Road, Liberty, had his tax bill with him and he stated he
has been asked to pay his tax bill for a year on a house that does not exist. His home is no longer
there due to it being taken by DOT and Toyota. He has been without a home on this property since
February 14, 2023. He asked the Board if his bill could be prorated for this time. He stated he will
pay his taxes but would like them to be prorated.
Chairman Frye stated this issue will be looked into.
Franklin Suggs, Randleman, began to speak but was stopped.
At 6:20 p.m., due to a power outage and severe storm the meeting stopped.

Chairman Frye later announced the meeting would be recessed to a future date and adjourned the
meeting.
