August 15, 1994 Minutes
The Randolph County Board of Commissioners met in regular session at 2:00
p.m. on August 15, 1994 in the Commissioners Meeting Room, 725 McDowell Road,
Asheboro, NC. Commissioners Kemp, Frye, Langley and Comer were present.
Commissioner Petty was absent. Invocation was given by Rev. Raymond Ward,
Franklinville and Rehobeth United Methodist Churches.
Additions to Agenda
Chairman Kemp announced additions to the agenda: III.L - Set Date for
Timken CDBG Close-out Public Hearing and IV.G - Criminal Justice Partnership Act
Budget Amendment.
Consent Agenda
On motion of Frye, seconded by Langley, the Board unanimously approved the
following items in the consent agenda:
° minutes of the July 11 meeting;
° D.O.T. resolutions (ATTACHED) adding Sharon Acres Drive, adding a section and
abandoning a section of SR 2606, and adding North Pointe to the State System of
Roads;
appointment of Tom Mullinax to fill the unexpired term of Allen Holt as an
outside member on the Asheboro Planning Board and Board of Adjustment.
O Recognition of Winners of Ralph W. Ketner Employee Productivity Award
Annette Lineberry, Computer Services Director, explained this award program
and the winning project from her department, the Randolph County Street Network
Map Book. She presented a copy of the map book to each commissioner. She
introduced Linda Smith, project team member. Team members not present were Lisa
Beale and Carol Wolfe.
Neil Allen, Emergency Services Director, explained how the map book is used
by emergency responders and other agencies. Almost 500 books have been sold to
the public at $25 each.
The Board congratulated the award winners and commended everyone involved
in making this project a success.
Classification Plan Revisions
Hal Scott, Jr., Personnel Director, requested two revisions to the County's
job classification plan:
1. Change the Speech & Language Therapist from grade 70 to grade 69. The State
made an error in reporting this class as grade 70, which was the grade approved
by the County Commissioners last month.
2. Add the position of Desk Officer (non -certified) to the plan at grade 61.
O On motion of Frye, seconded by Comer, the Board unanimously approved these
revisions.

Chairman Kemp asked Vice Chairman Frye to conduct this item of business and
stated that he would not participate in the discussion or the voting of this O
item since his employer is a potential vendor.
David Townsend, Public Works Director, reviewed criteria for vendors to
provide gasoline for the County's fleet of vehicles: multiple stations
throughout the county, use of credit card system, computerized billing system,
some stations open for extended hours, and discount prices. He stated that he
has found two vendors who meet all the criteria: Randolph Oil Company and Pugh
Oil Company. Mr. Townsend noted that neither vendor has stations in the
Archdale area, but Pugh Oil is associated with a station in that area. He said
the County should be using the credit card system by October 1, 1994, so that
our two underground gasoline tanks can be removed by the December 31, 1994
deadline.
After a motion by Langley and a second by Comer, Commissioners Frye,
Langley and Comer voted to authorize Mr. Townsend to negotiate with the two
vendors to provide fuel service to County vehicles. Commissioner Kemp
abstained.
Strategic Planning Award to RCC Design Students
Hal Johnson, Planning Director, stated that he had asked RCC Commercial
Graphics and Design students to assist the Strategic Planning Committee by
developing and designing a newsletter, designing a final report brochure, and
designing a strategic planning logo. He commended these students on the quality
of their work and the interest they had in the strategic planning process.
Chairman Kemp presented certificates of appreciation to students in O
attendance and to their instructor, Henry Harsch.
RC&D Wood Mulching Project
Lyndon Craven of RC&D reported that about 1500 tons of mulch were ground
and sold at the landfill in fiscal year 93-94. He said this project was so
successful that RC&D will begin selling mulch again this fall. They already
have 2100 tons ground and ready to begin selling in September.
Budget Amendment - Health
Susan Hayes, Health Department, reported that that the State has made
$26,322 available for a breast and cervical cancer screening program. She said
a full-time clerical position, funded by these funds and lapsed salaries, would
be needed to support this program.
On motion of Frye, seconded by Langley, the Board unanimously approved
Budget Amendment #7 (ATTACHED), which increases the Public Health budget by
$26,322, and established a clerical position, grade 57, contingent upon funding.
Criminal Justice Partnership Program
County Manager Frank Willis reminded the Board that last month they made 12
appointments to the Criminal Justice Partnership (CJP) Advisory Board and that
they authorized him to apply for a CJP grant for technical services
(facilitation and research). The grant requires a $2000 local match, which is O
already budgeted. He noted that the Board needs to appoint 8 more people to the
CJP Advisory Board and contract with PTCOG for technical services.

The motion also approved Budget Amendment 1111 (ATTACHED), which reflects the
$6000 in grant funds received from the State, and approved an $8000 contract
with the Piedmont Triad Council of Governments, and authorized Frank Willis to
sign the contract.
Certificate of Achievement for Excellence in Financial Reporting
Frank Willis announced that the County has won a Certificate of Achievement
for Excellence in Financial Reporting for the fifth consecutive year. He
commended Jane Leonard, Deputy Finance Officer, and Marie Martin, auditor with
Strand, Skees, Jones & Co., for their work in compiling the comprehensive annual
financial reports which resulted in these awards. Mr. Willis stated that
winning this award helps the County get a lower interest rate when borrowing
O money.
Resolution Calling for Interlocal Agreements with Cities Regarding Allocation of
High Intensity Development Acreage Within the County
Hal Johnson, Planning Director, stated that in January the Environmental
Management Commission made watershed protection mandatory. He explained the
watershed protection rules, noting that most affect industrial and commercial
development, which usually occurs in urban areas. Mr. Johnson said that the
Environmental Management Commission has ruled that one government may allocate
some of its high intensity development acreage to another government in the same
watershed. He presented an interlocal agreement which can be used by the County
and the cities for such transfers of high intensity acreage.
On motion of Frye, seconded by Comer, the Board unanimously adopted a
resolution (ATTACHED) calling for the County to enter into an interlocal
agreement with Asheboro, Archdale, Randleman, High Point, Staley, Seagrove,
Franklinville, and Liberty regarding allocation of high intensity watershed
development acreage.
Rezoning Public Hearing
The Board adjourned to a duly advertised public hearing at 4:00 p.m. to
consider rezoning requests. Hal Johnson, Zoning Administrator, presented the
following requests:
1. Michael Allmon, Asheboro, is requesting that .5 acre on SR 1142, Cedar Grove
O Township, be rezoned from RR to RA/CU to place a mobile home on the property.
The Planning Board unanimously recommended approval.
2. Allen Bullard, Asheboro, is requesting that 80.6 acres on Hwy 42S, Asheboro

Township, be rezoned from RA to RR to develop a site -built subdivision of 20
lots. The Planning Board unanimously recommended approval. O
Comments - Request 111
Michael Allmon stated that he wants to put a mobile home on his father's
property behind his father's house.
Comments - Request 112
Allen Bullard stated that he will pave the subdivision road to state
standards. He said some lots are larger than others because not all areas will
perk.
Board Action on Requests
On motion of Langley, seconded by Frye, the Board unanimously approved the
request of Michael Allmon.
On motion of Frye, seconded by Comer, the Board unanimously approved the
request of Allen Bullard.
Appointments to Piedmont Sports and Entertainment Facilities Study Commission
Frank Willis reported that the General Assembly has created the Piedmont
Sports and Entertainment Facilities Study Commission, which is to have 35
members from 11 counties. Randolph County is to appoint two members to the
commission --a county commissioner and a citizen recommended by the
Asheboro/Randolph Chamber of Commerce.
On motion of Langley, seconded by Comer, the Board unanimously appointed O
Commissioner Darrell Frye and Guy Troy of Liberty to serve on this commission.
Appointment - Animal Cruelty Investigator
On motion of Frye, seconded by Comer, the Board unanimously appointed
Wandora Lewis to a one-year term as Animal Cruelty Investigator. Ms. Lewis was
recommended for this position by Sheriff Hurley.
Timken Close -Out Public Hearin
David Townsend, Public Works Director, stated that before having a CDBG
close-out public hearing, the infrastructure must be completed, the industry
must have employed the number of employees required, and the industry must have
expended the private funds promised. He said these criteria have been met.
On motion of Frye, seconded by Langley, the Board unanimously set a public
hearing on the close-out of the Timken CDBG project for 2:30 p.m. on September
6, 1994.
Budget Amendment - Encumbrances
On motion of Frye, seconded by Comer, the Board unanimously approved Budget
Amendments 114, 5, and 6 (ATTACHED), which appropriate fund balance for
encumbrances in the following funds, as follows: General Fund - $638,926 for
various departments; Public Works - $5,928 for Landfill Operations and
Administration; Reappraisal - $13,850 for Future Reappraisal.
Budget Amendment - Library O
On motion of Langley, seconded by Comer, the Board unanimously approved
Budget Amendment 118 (ATTACHED), which reflects $11,731 in LSCA Title I

Enrichment Grant funds received by the Library.
OBudget Amendment — Smart Start
On motion of Frye, seconded by Langley, the Board unanimously approved
Budget Amendment 119 (ATTACHED), which encumbers (through September 30, 1994)
$5,091 of unspent Smart Start funds.

Budget Amendment — Safety Dividend
On motion of Frye, seconded by Langley, the Board unanimously approved
Budget Amendment 1110 (ATTACHED), which reflects a $5,739 safety dividend being
reimbursed from the North Carolina Association of County Commissioners Property
and Liability Pool. The Randolph County Safety Committee will determine how
these funds are to be spent.
Budget Amendment — County Schools Bond Fund --Phase II
On motion of Frye, seconded by Langley, the Board unanimously approved
Budget Amendment 115 (ATTACHED) to the Randolph County Schools --Phase II Capital
Project Ordinance, which transfers $186,952 to the Trinity Elementary School
project from other line items.

WHEREAS, it was found that abandonment of 1.69 mile unpaved section
of SR 2606 and an addition of 1.60 mile unpaved section of SR 2606, is
necessary to correct severe drainage problems;
NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of
Commissioners that the Division of Highways abandon 1.69 mile unpaved

A RESOLUTION CALLING FOR RANDOLPH COUNTY, NORTH CAROLINA, TO ENTER INTO AN
O INTERLOCAL AGREEMENT WITH THE CITY OF ASHEBORO, CITY OF ARCHDALE, CITY OF
RANDLEMAN, CITY OF HIGH POINT, TOWN OF STALEY, TOWN OF SEAGROVE, TOWN OF
FRANRLINVILLE, AND TOWN OF LIBERTY, NORTH CAROLINA, REGARDING THE
ALLOCATION OF HIGH INTENSITY WATERSHED DEVELOPMENT PROPERTY AMONG
JURISDICTIONS LOCATED WITHIN RANDOLPH COUNTY
WHEREAS, the North Carolina Environmental Management Commission adopted
water supply watershed protection rules on February 13, 1992,.classifying public
water supply watersheds located in North Carolina; and
WHEREAS, a local government having jurisdiction within the WS -II or WS -III
watershed may by joint resolution submitted to and approved by the North
Carolina Environmental Management Commission enter into an interlocal agreement
to allocate to another local government within the same watershed some of its
High Intensity Development acreage located outside a Water Critical Area under
the 5/10/70 Rule; and
WHEREAS, Randolph County's land use planning policy generally directs
intensive development to established urban areas where public services may be
more readily available, while attempting to reserve undeveloped areas closer to
the reservoirs for low-density rural development; and
WHEREAS, Randolph County desires to protect the public health by preventing
further degradation of water supply watersheds, while at the same time enhancing
Odesirable economic development consistent with the long-range regional
development plans of Randolph County and its municipalities;
NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of
Commissioners that an interlocal agreement be entered into with each of the
following municipalities for the purpose of establishing the procedures for
allocation of High Intensity Watershed Development acreage, utilizing the North
Carolina Environmental Management Commission's 5/10/70 Rule: City of Asheboro,
City of Archdale, City of Randleman, City of High Point, Town of Staley, Town of
Seagrove, Town of Franklinville, and Town of Liberty.
BE IT FURTHER RESOLVED that the Chairman of the Randolph County Board of
Commissioners be authorized to sign each of the interlocal agreements on behalf
of the Board.

BE IT ORDAINED by the Randolph County Board of Commissioners that
the Randolph County Budget Ordinance for the Fiscal Year 1994-1995,
which was adopted on June 27, 1994, be amended as follows:
Section 1. The following appropriations shall be made:
