030584MINUTES RANDOLPH COUNTY BOARD OF COMMISSIONERS March 5, 1984 The Randolph County Board of Commissioners met in regular session at 2:00 p.m. on March 5 in Courtroom B, County Courthouse, Asheboro, NC. Present were Chairman Darrell Frye, Richard Pugh, Richard Petty, Floyd Langley, and Kenyon Davidson. Rev. David Surrett of Sawyersville Wesleyan Church gave the invocational prayer, which was'followed by Pledge of Allegiance. Chairman Frye read a letter of appreciation from Joan Redding for the Commissioners` recognition of her late husband, State Representative Frank Redding. Mrs. Redding especially appreciated the gesture of flying the Courthouse flag at half-mast. On motion of Richard Petty, seconded by Richard Pugh, the minutes of the February 13 meeting were approved, with the changing of the word "Hunt" to "East" on page 2. Chairman Frye announced that the Randleman Dam letter discussed at the last meeting would be ready the next day and that the National Wildlife Federation has requested a copy of the letter. They are opposed to the project, also. Mr. Bob Wright of Strand, Skees, Jones & Company presented the annual audit report. D. K. McLaughlin, General Manager of Asheboro Cable TV,,came before the Board to request a rate increase of $1.00 per month. He read a prepared statement which outlined his justifications for seeking this increase. On motion of Floyd Langley, seconded by Richard Petty, the Commissioners set a public hearing for 2:30 p.m. on April 2, 1984, to give citizens an opportunity to speak concerning the issue of a cable television rate increase. On motion of Richard Petty, seconded by Richard Pugh, the Commissioners adjourned to a scheduled public hearing at 2:30 p.m. for the purpose of discussing the naming of State Road 1547 in the Trinity Township. Chairman Frye explained that the problem began recently when a new portion of I-85 opened. The directional sign erected at the exit to SR 1547 reads "Kennedy Road." Some residents on SR 1547, however, know it as "Finch Farm Road." Citizens in favor of naming SR 1547 "Finch Farm Road" spoke first: 1. Sydney Underwood of Trinity stated that his property adjoins Finch Farm, that his property has been in his family for 3 generations, and that they have always known the road as Finch Farm Road, and that the phone book lists residents on that road as living on Finch Farm Road. 2. Dot Matthis of Trinity, sister to Mr. Sydney Underwood, stated that there has been much confusion for those exiting 1-85 onto SR 1547 who are really looking for Kennedy Road, 2 miles over, in Davidson County. 3. Glenn Connor of SR 1547 spoke in favor of naming the road Finch Farm Road. 4. Barbara Hill of SR 1547 stated that she has a tour business and her customers have been getting lost because of the "Kennedy Road" exit sign. Citizens speaking against naming SR 1547 "Finch Farm Road" spoke next: 1. Elder Kennedy of Trinity said SR 1547 is listed as Kennedy Road in Raleigh and Washington, D.C. on D.O.T. maps and that to change the name would require a great deal of work. and expense in changing computers, making a new directional sign, etc. 2. John Kennedy of SR 1547 said that Duke Power and the phone company have him listed as Kennedy Road. He also stated that he has a business on that road which would be hurt if the name were changed. George Lagueruela of Trinity spoke of the traffic flow problem on SR 1547 and felt that additional signs needed to be erected at the intersection of SF 1547 and SR 1551. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners unanimously voted to close the public hearing. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners unanimously voted to ask the State Department of Transportation to add the name "Finch Farm Road" to the "Kennedy Road" exit sign on I-85. Manager Frank Willis presented 3 requests from D.O.T.: Add Cardinal Street in Mary F. Coleman & Edith Ellison Subdivision; add Randolph Industrial Park with entrance onto SR 1612; and the abandonment and realignment of a portion of SR 2215. On motion of Richard Petty, seconded by Richard Pugh, the Commissioners unanimously approved by resolution these 3 requests. Resolutions :included by reference. Talmadge Baker, and Harvey Fouts, Agricultural Extension Agents, petitioned the Commissioners to adopt a proclamation prepared by the Agricultural Department in recognition of the importance of the family unit. Mr. Fouts explained that there is a statewide focus on the family and asked the Board to declare the week of March 25-31 as Focus on the Family Week in Randolph County. Mr. Baker invited the Commissioners to special activities on March 30 commemorating Focus on the Family Week. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unanimously adopted this proclamation. Copy included by reference. Tax Supervisor Billy Chilton informed the Board that the revaluation appraisal company, R. G. Rowland Appraisals, has visited 40% of the county's parcels, which is about 80% of the land area. They must meet with the Board of Commissioners to set the schedule of values for revaluation. The Commissioners by consensus set a meeting for 2:00 p.m. on March 19 to discuss the schedule of values. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners unanimously reappointed Kenyon.Davidson to the Social Services Board, a three-year term beginning July 1, 1984. The Board discussed a request from Mrs. Sarah Elizabeth Watts, County Chairman of the 400th Anniversary of America Committee, for $150 to purchase a county banner to be displayed in various 400th anniversary activities beginning July 13, 1984 and running through August 18, 1987. Commissioner Pugh questioned the cost of such a banner, but thought the County should recognize the many volunteer hours of citizens involved in these events. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners unanimously approved the expenditure of $150 for a Randolph County banner. Frank Willis updated the Board on a sheriff's dispatcher situation. About a year ago, a County dispatcher took over duties for Randleman, Ramseur, and Archdale. Randleman and Archdale have recently made a $3,000 commitment each to pay for a dispatcher to work from 5 p.m. until 2:00 a.m. Monday through Friday if the County will hire that person as a County employee. The money from the cities would be put into the Sheriff's budget. Ramseur has not made a commitment for any funds. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unani- mously approved the employment of another dispatcher until June 30, using the funds from Randleman and Archdale. As part of that motion, the County Manager is Commissioners Minutes March 5, 1984 Page 3 to check the minutes for guidelines. A copy of the budget amendment is included by reference. Chairman Darrell Frye reminded everyone that the Water Task Force will meet next Tuesday, March 13, at 7:00 p.m. in the Chamber of Commerce building. Representatives from FHA in Raleigh and from Davidson Water, Inc. will be present to discuss the possible purchase of Davidson Water lines existing in Randolph County. Floyd Langley, Chairman of the Search Committee for county manager, reported that the County has received 36 applications. By the March 19 Commissioners meeting, the Search Committee will present the top 5 candidates to the other Commissioners for their consideration. Frank Willis, Interim County Manager, presented a report on the i% local option sales tax. Mr. Willis pointed out that many tax dollars are currently going out of Randolph County because people tend to spend money where they work. Randolph County has many more people commuting out of the county to work than those commuting into the county to work. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners set a public hearing for 7:00 p.m. on April 2, 1984, for the purpose of hearing citizen comment on the k% local option sales tax. Chairman Frye informed those present that he plans to hold community meetings in each commissioner district in the county. He will attend each meeting and will be accompanied by the commissioner representing each respective district. Commissioner Richard Pugh will represent District 5, which has no elected commissioner. There being no further business, the meeting adjourned.
