031984RANDOLPH COUNTY BOARD OF COMMISSIONERS March 19, 1984 The Randolph County Board of Commissioners met in a specially called session on March 19, 1984 at 2:00 p.m. in Courtroom B, County Courthouse, Asheboro, NC. Present were Chairman Darrell Frye, Richard Pugh, Floyd Langley, and Kenyon Davidson. Absent was Richard Petty. Chairman Frye gave the invocation and welcome. He then introduced Jerry Rowland and Danny Deese, project manager, of R. G. Rowland Appraisals. Mr. Frye informed those present that the purpose of this called meeting was to discuss the schedule of values for revaluation. Tax Supervisor Billy Chilton informed the Commissioners that approximatley 40% of the parcels in the county have been visited, representing about 80% of the land area. Mr. Rowland introduced and presented a manual which would be used as a guide for appraisers in the field. Mr. Rowland recommended that the Commissioners adopt this manual for Randolph County's revaluation. He also presented Commissioners with a computer printout of their own properties showing current values. He explained that. values are determined by those who sell and buy in any given area. The Commissioners studied the printouts and asked for clarification on several items. Chairman Frye asked if any citizen present wished to speak. Clinton Brown, president of the Randolph County Farm Bureau, spoke in representation of some 1500 member farmers. He asked the Commissioners to consider the schedule of agricultural yield potential passed into law, which takes into account agricultural land use. Mr. Brown stated that Randolph County has a a failing farm economy and that his organization works to keep the family farm in existence by not overtaxing. Chairman Frye asked Mr. Rowland to submit the schedule of land use values by the April 2 Commissioners meeting, if possible. Robert Hussey, Farm Bureau member, spoke in support of the statements made by Mr. Brown. Mr. Frye asked for further comment and no one spoke. On motion of Richard Pugh, seconded by Floyd Langley, the meeting adjourned.
