010384RANDOLPH COUNTY BOARD OF COMMISSIONERS MINUTES January 3, 1984 The Randolph County Commissioners met in regular session on January 3, 1984 at 2:00 p.m. in Courtroom B, Randolph County Courthouse, Asheboro, NC. Commissioners present were Chairman Bill Boyd, Richard Pugh, Darrell Frye, and Floyd Langley. Absent was Richard Petty. Invocation was given by Rev. Ronald Carpenter of Franklinville Pentacostal Holiness Church. On motion of Darrell Frye, seconded by Richard Pugh, the minutes of the December 12, 1983 meeting were approved. Chairman Boyd spoke in commendation of Jack Lail, reporter for The Courier - Tribune, who is moving to Knoxville, Tennessee, to work for The News -Sentinel. Fire Marshal Don Heard presented a petition for a proposed election for a fire protection district in the Liberty area, said .area designated as the North- east Randolph Fire District. The Tax Supervisor had verified that the petition was signed by more than the required 35% of the resident freeholders. On motion of Floyd Langley, seconded by Darrell Frye, the Commissioners unanimously adopted a resolution recognizing the petition and setting the date of the proposed election for March 6, 1984. Resolution included by reference. Mr. Heard then presented a petition for an election in the Tabernacle Fire District, said petition verified by the Tax Supervisor as being signed by 43% of the resident freeholders. On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners unanimously adopted a resolution recognizing the petition and setting the date of the proposed election for March 6, 1984. Resolution included by reference. Chairman Boyd related information from a letter to the Board from Trinity Postmaster R.W. Rudd, in which Mr. Rudd asked for the Board's concurrence in the proposed relocation site for the Trinity Post Office. Commissioner Frye, being familiar with the area and having talked with Mr. Rudd, assured.the Commissioners that the relocation site is a very desirable swot. On motion of Darrell Frye, seconded by Richard Pugh, the Commissioners unanimously gave their approval for the proposed relocation site for the Trinity Post Office. Manager Bob Crumley informed the Board that the Emergency Services Department had received a request from the NC Zoological Park for a donation of two surplus ambulance stretchers for the Zoo's first aid station. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unanimously approved the donation of two surplus stretchers to the Zoo. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners unan- imously approved a revised agreement for the Cheese and Butter Program through Social Services. Manager Crumley explained that sometimes a prospective County employee who would be transferring from another county system fails to accept employment with us because he would lose six months of benefits and time in our retirement system. (We have had arequirement that employees serve a six-month probationary period before participating.in retirement.) On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unanimously approved transferring employees' having the option of going onto our retirement system at the time of hiring. Minutes - County Commissioners January 3, 1984 ' Page 2 On motion of Floyd Langley, seconded by Darrell Frye, the Commissioners unanimously agreed to add the classification of Speech & Language Pathologist I to our pay plan. Commissioner Pugh presented a request for a future dumpster site from a citizen in the Piney Ridge area. The Board decided to pass this request along to Health Director George Elliott. Chairman Boyd stated that he had received a request from Tom Pugh of NC Dept. of Crime Control & Public Safety that Randolph County provide office space for their Area D office of the Division of Emergency Management, which is currently located in the old armory building in Asheboro. The Board agreed that at this time the County has no available space to offer. Mr. Boyd reminded the Board that "On -Campus Day at State University, sponsored by the Agriucltural Department, has been changed to February 22. He also reminded them of a public hearing on January 17 on the widening of Highway 311. No Commissioner had a nomination for the Tax Commission vacancy. Chairman Boyd urged the Board to try to fill this vacancy at the February meeting, hopefully with someone from industry. PTCOG is forming a regional Water Resources Advisory Committee and has asked for a representative from each local governing body. Chairman Boyd felt that Darrell Frye would be the Board's best representative since he is chairman of the county water task force. On motion of Richard Pugh, seconded by Floyd Langley, the Board unanimously approved Commissioner Frye to serve on this committee. Commissioner Frye announced that he is hoping to have the first meeting of the Randolph County Water Task Force next week. Sheriff Mason was present at the meeting to invite the Commissioners to tour the newly painted jail directly after the meeting. He said the painting had been done by inmates, thus saving the County money. On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners went into executive session to discuss the county manager position. (Time: 2:25 p.m.) On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners reconvened regular session. (Time: 3:20 p.m.) On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners unani- mously appointed Frank Willis Interim County Manager and to continue as Finance Officer until a permanent decision has been made on a county manager. On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners unani- mously approved Chairman Boyd and Commissioner Langley as a committee to screen applicants for the county manager's position and to make recommendations to the Board. It was felt that the committee should bring the top five applications before the entire Board. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners unani- mously appointed Chairman Boyd to be their representative on the Board of Directors of the Asheboro -Randolph Chamber of Commerce. On motion of Darrell Frye, seconded by Richard Pugh, the meeting was adjourned.
