011784RANDOLPH COUNTY BOARD OF COMMISSIONERS January 17, 1984 The Randolph County Board of Commissioners met in a specially called session at 9:00 a.m. on January 17, 1984 in Courtroom B, Randolph County Courthouse, Asheboro, NC. Commissioners present were Chairman Bill Boyd, Richard Pugh, Richard Petty, Darrell Frye, and Floyd Langley. Invocation was given by Rev. Randal Ross of the First Assembly of God. Chairman Bill Boyd read a statement of official resignation from the Board of Commissioners. Vice Chairman Darrell Frye then assumed control of the Board. Mr. Frye spoke in appreciation of the late State Representative Frank Redding, whose unexpired term is being filled by Bill Boyd, and in appreciation of Mr. Boyd for his service on the Board of Commissioners. On motion of Richard Petty, seconded by Richard Pugh, the resignation of Bill Boyd was unanimously accepted. County Attorney Bob Crumley read from NC General Statutes 153A-27 the procedures and requirements for filling a vacancy on the Board of Commissioners. Chris Frazier, Chairman of the Randolph County Republican Party and Chairman of the Executive Committee,,then came before the Board. He stated that on January 5, 1984, the Executive Committee of the Republican Party had voted to recommend Eill Boyd to fill Frank Redding's unexpired term and to recommend Kenyon David- son to fill Bill Boyd's unexpired term as Commissioner. On motion of Richard Petty, seconded by Floyd Langley, the Commissioners unanimously accepted the recommendation to appoint Kenyon Davidson to the Board of Commissioners. Mr. Frye recessed the meeting in order to hold swearing-in ceremonies for Mr. Boyd and Mr. Davidson. Mr. Boyd asked first to recognize his family members in attendance, Mrs. Frank (Joan) Redding, State Representative Harold Brubaker, and friend Bill Cobey, who were also present. Judge William Neely, District Court Judge, 19-B Prosecutorial District, gave the Oath of Office to Kenyon Davidson and then to Bill Boyd. The meeting reconvened. On motion of Floyd Langley, seconded by Richard Pugh, the Board unanimously appointed. Darrell Frye as the new Chairman. Mr. Frye made a statement of appreciation to the Board for their confidence in his ability to assume this position. Mr. Frye then presented Mr. Boyd with a framed proclamation of appreciation for his service on the Board. On motion of Richard Pugh, seconded by Richard Petty, The Commissioners unanimously appointed Floyd Langley as Vice Chairman of the Board. Attorney Crumley informed those present that General Statutes 153A-40 allows items of business other than those specified in notices for called meetings if all members are present. On motion of Floyd Langley, seconded by Richard Petty, Alan Pugh was appointed as County Attorney to replace resigning Attorney Crumley. Commissioner Richard Pugh abstained from voting. since Alan Pugh is his brother. On motion of Richard Pugh, seconded by Floyd Langley, Richard Cox was unani- mously appointed County Tax Attorney to replace Alan Pugh in that capacity. Randolph County Board of Commissioners January 17, 1984 Page 2 Chairman Frye read a proclamation from Governor Hunt proclaiming the Asheboro High School Concert Chorus as the official representative of the State of North Carolina at the 1984 Youth and Music Festival in Vienna, Austria in July of 1984. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners unanimously voted to draw up their own proclamation in support of the Asheboro High School Concert Chorus. A copy of this proclamation is included by reference. Commissioner Pugh informed the Board that the Randolph County Firemen's Association has purchased a small personal computer to keep records for the fire departments. This computer has no relation to County functions or recordkeeping and was not purchased with any County funds. The Association is merely asking for the board's permission to house the computer in the County Fire Marshal's office so that the Fire Marshal can keep records for the various fire departments. On motion of Richard Pugh, seconded by Richard Petty, the Board unanimously gave their permission for this computer to be placed in the County Fire Marshal's office. C. 27203 PROCLAMATION WHEREAS, the Asheboro High School Concert Chorus has been invited to partici-pate in the 1984 Youth and Music Festival in Vienna, Austria, in July of 1984; and WHEREAS, this invitation was extended by the Lord Mayor of Vienna to the Asheboro High School Concert Chorus as a result of high ratings and excellent performance in national competition at Orlando, Florida in 1983; and WHEREAS, the Asheboro High School Concert Chorus is one of only four other choral groups representing the United States, and the only group from North Carolina; now THEREFORE, the Randolph County Board of Commissioners do hereby proclaim the Asheboro High School Concert Chorus to be the official representative of the County of Randolph at the 1984 Youth and Music Festival in Vienna, Austria in July of 1984.
