MINUTES
May 7, 1984
The Randolph County Board of Commissioners met in regular session at 2:00 p.m.
on Monday, May 7, 1984 in Courtroom B, County Courthouse, Asheboro, NC. Present were
Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, Richard Petty, and Richard Pugh.
Invocation was given by Social Services Director Marion Smith, followed by Pledge of
Allegience.
On motion of Kenyon Davidson, seconded by Richard Pugh, the minutes of the April
2, 1984 meeting were unanimously approved.
County Manager Frank Willis reported on a state -funded non -secured detention
program which would allow Randolph County juveniles to be placed in special foster homes
while waiting for a hearing, rather than going to the Guilford County Detention Center
or back into an undesirable home situation. Social Services Director Marion Smith and
Sonja Hole of the juvenile court system were present to provide specific information on
the program. Foster parents for this program receive sixteen hours of training and can
keep two of these juveniles up to thirty days. On motion of Richard Pugh, seconded by
Floyd Langley, the Commissioners unanimously approved the program.
Fire Marshal Don Heard presented a certified statement from the Board of Elections
showing 171 votes for and 136 votes against in the recent Tabernacle Fire District
election. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously adopted a resolution creating the Tabernacle Fire District. Copy included

On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unani-
mously approved a one-year retirement extension for Claudia Harwell in the Tax Department.
Chairman Frye read a proclamation declaring May 6-12, 1984 as Volunteer Week in
Randolph County. Copy included by reference. Mr. Frye noted that he had taken part in
the ceremonies honoring volunteers at the Public Library earlier today.
On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unanimously
approved by resolution two requests from Department of Transportation for additions to the
State System of Roads. Copies included by reference.
The Commissioners set 7:30 p.m. on May 24, 1984, Courtroom B, as the time and place
for a required joint meeting with Department of Transportation officials concerning the
D.O.T. Secondary Roads Improvement Program for 1984-85.
On motion of Floyd Langley, seconded by Richard Petty, the Commissioners adjourned
to a scheduled public hearing at 2:30 p.m. for the purpose of naming SR 1547 "Finch Farm
Road" and SR 3106 "Kennedy Road." Chairman Frye reported that since their last public
hearing on this issue, the State Department of Transportation has renumbered the roads
involved. SR 1547 now includes what was SR 1551. An original portion of SR 1547 is now
SR 3106. Mr. Frye asked those in favor of the proposed names to speak. Ray and Sydney
Underwood spoke in favor and presented a Thomasville map, letters in support from Fair -
grove Fire Department and Davidson County Emergency Medical Services, and phone and
electric bills to SR 1547 residents, all showing the road as Finch Farm Road. Also
included was a letter from an 84 year-old resident stating he had always known the road
as Finch Farm Road. (These documents are on file in the County Manager's office.)
Richard Siler, District Engineer for D.O.T., stated that D.O.T. has no records
indicating the road has ever been named officially.
Those speaking against the proposed road names spoke next. Robert Kennedy of
SR 3106 stated that many years ago he was involved in getting the road paved and that

at that time the road was named. He also questioned the cost in changing deeds because
of the new road number. George Laugeurella stated that his attorney has advised him
that he will need to change his deed to reflect the new road name and number. He feels
the expense involved for all property owners to do this is too excessive for Commissioners
to change it.
County Attorney Alan Pugh stated that he sees no reason for any deed to be changed
until an actual transfer of title takes place.
Elder Kennedy of SR 3106 suggested that SR 3106 be changed to 1547 and that 1547
be changed to 1551 in order to keep the grouping of roads in sequence. Sydney Underwood
said he saw no reason to penalize one group or the other. Glenn Connors of SR 1547
spoke in favor of changing the numbers. On motion of Floyd Langley, seconded by Richard
Petty, the Commissioners adjourned the public hearing.
Chairman Frye reminded the audience that Commissioners are involved in naming of
roads only, not in numbering. On motion of Richard Petty, seconded by Floyd Langley,
the Commissioners unanimously named SR 1547 "Finch Farm Road" and SR 3106 "Kennedy Road."
Steve Coleman of Riverside Gun Club presented a request to the Commissioners that
the club be allowed a long-term lease, possibly for ten years with the option to renew,
as opposed to the three-year lease they have had. He pointed out that the Sheriff's
Department is allowed to use the firing range at no charge, as is Eastern Randolph High
School. They have over seventy-five members and have two organized matches each month.
They open to the public once a year at deer hunting season. Alan Gaines, club member,
mentioned that the gate is kept locked and that locks are changed every year. The club
maintains the road to the property. Mr. Gaines and Mr. Coleman are defending champions
for this region's organized matches. Commissioner Pugh suggested the possibility of
the club's purchasing the land from the County since they want to build a clubhouse on
the property. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners
instructed the manager and attorney to look into the possibility of selling the property
to Riverside Gun Club.
Chairman Frye recognized Jerry Rowland of R. G. Rowland & Associates to discuss
revaluation. Mr. Rowland recommended one change in his suggested. range of values on land,
making the lowest market value per acre $150 instead of $300. Mr. Rowland read his
suggested land use values by class. (See attached.) Several organizations had repre-
sentatives present to speak concerning land use values. (See attached sheet for their
recommendations.) Charlie Vann of the Livestock Association opposed the recommended
values as being excessive for this county, stating that agricultural product costs continue
to increase, while profits are below average. Guy Troy of the Forestry Resource Club
stated that there are 317,000 acres of woodland in Randolph County, 65% of the land area.
Of this, 304,000 acres are privately owned. The average income per year from the sale
of timber every forty years is $25 per acre; therefore, the County must provide some
incentive for people to maintain their woodland by keeping taxes down. Mr. Troy suggested
using the site index instead of the soil map to determine values. Clinton Brown of the
Farm Bureau said farmers are having trouble making a profit now and said that open land
values seem excessive. Kemp Davis of the Dairymen's Club said the recommended values are
too high. Faylene Whitaker of the Tobacco Growers Association stated that profit from
tobacco sales has not increased proportionately with costs to the grower. Charles Teague
of the Grange opposed the recommended values as being excessive. R. S. Davis of the
Dairy Herd Improvement Association said farmers are becoming fewer because they are not
making enough money to stay in the business. He recommended doing away with the soil map,
calling it obsolete. Billy Chilton, speaking as a farmer of poultry and beef, pointed
out that for farmers of poultry and cattle, most property is personal, not real. If one
comes down too much, the other one goes up. Bill Farlowe asked the Commissioners to keep
the rate down.

Commissioner Langley stated that he agreed that for open land the soil map is not
accurate and site index should be used. Mr. Rowland said he agreed with those who had
spoken in support on one sum only for woodland, as opposed to having classes.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
approved the following values for Open Land: Class I - $600; Class II - $525; Class III -
$450. Richard Pugh voted against this motion.
Floyd Langley made the motion that Pasture Land be valued at $350. The motion
died for lack of a second.
On motion of Richard Petty, seconded by Richard Pugh, the Commissioners approved
the value of $400, no classes, for Pasture Land. Floyd Langley voted against the motion.
Kenyon Davidson made the motion, seconded by Richard Pugh, that Woodland be $300,
no classes. Floyd Langley made a substitute motion that Woodland be valued at $275.
The motion died for lack of a second. Commissioners Davidson, Frye, Petty and Pugh
voted in favor of the original motion for $300. Commissioner Langley voted against.
On motion of Floyd Langley, seconded by Richard Petty, the Commissioners unani-
mously set the value for Non-productive Land at $150.
On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unani-
mously adopted a uniform schedule of values, standards and rules to be used in the 1985
reappraisal of real property in Randolph County, as presented by R. G. Rowland and
Associates. Copy included by reference. The Commissioners instructed the Tax Supervisor
to publish a notice in a newspaper having general circulation in the county, stating in
the notice that the schedules, standards, and rules to be used in the next scheduled
reappraisal of real property have been adopted and that they are open to examination by
any property owner of the county at the office of the tax supervisor for a period of 10
days from the date of publication of the notice.
Tax Supervisor Billy Chilton gave an update on requests from public service
companies for tax reductions. Davidson Electric Membership Corporation and Randolph
Electric Membership Corporation have accepted the County's offer of 75%; Duke Power has
asked for 74%; Central Telephone Company has not, responded to our offer. On motion of
Floyd Langley, seconded by Richard Petty, the Commissioners unanimously approved the
requests of Davidson Electric Membership Corporation, Randolph Electric Membership
Corporation, and Duke Power; and approved Central Telephone Company, provided their
request is no less than 74%. The Commissioners instructed the Tax Supervisor to work
with Central Telephone Company's attorney to obtain an acceptable level of appraisal
for their property.

On motion of Richard Petty, seconded by,•Floyd Langley, the Commissioners unani-
mously approved a Mental Health budget amendment presented by Deputy Finance Officer
Jane Leonard. Copy included&by reference.
On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners unanimously
approved a budget amendment for Social Services and the Library presented by Frank Willis.

Manager Frank Willis presented a proposed purchasing policy and procedures manual
for Randolph County which he and Patty Sykes have been working on for several months.
He stated that the manual is based on efficiency, accountability, and control. Richard
Pugh brought up the issue of the County's purchasing from vendors outside the county.
Mr. Willis explained that with the proposed purchasing procedures, vendors in Randolph
County will have equal opportunity to bid on items. On motion of Richard Pugh, seconded
by Richard Petty, the Commissioners unanimously adopted the proposed policy and procedures

Chairman Frye commended Mrs. Sykes and Mr. Willis for the work and thought that
went into the preparation of the manual.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously approved the appointment of Patty Sykes as Purchasing Agent.
On motion of Richard Pugh, seconded by Richard Petty, the Commissioners
appointed 0. H. "Bud" Osborne to the Randolph County Planning Board to complete the
unexpired term of Henry Darr.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously reappointed Mrs. Terry McCain, Mrs. Pike Johnson, and Mrs. H. M. Kivett
to the Randolph County Public Library Board of Trustees.
The Commissioners delayed action on an appointment to the Yadkin -Pee Dee River
Basin Committee.
On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners
reappointed Ann Trogdon to the Nursing Home Advisory Committee.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously appointed Darrell Frye to be their voting delegate at the NACo Conference
in Seattle, Washington in July.
On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners went
into executive session at 6:40 p.m.
At 7:00 p.m., the Commissioners ended executive session and adjourned their
regular session.

Resolution
WHEREAS, the Randolph County Board of Commissioners held a public
hearing May 7, 1984, concerning the Naming of SR 1547 and 1547 Extension
(formerly SR 1551), which runs from the Randolph County line in the north
to SR 1404 to the south; and the naming of SR 3106 (formerly a portion of
SR 1.547), which runs east from SR 1547 to SR 1408; and
WHEREAS, the majority of citizens speaking at the public hearing were
in favor of the proposed names of "Finch Farm Road" for SR 1547 and SR 1547
Extension, and "Kennedy Road" for SR 3106;
NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of
Commissioners that SR 1547 and SR 1547 Extension (formerly SR 1551) be
named ''Finch Farm Road" and that SR 3106 be named "Kennedy Road."
