BOARD OF COMMISSIONERS
June 4, 1984
The Randolph County Board of Commissioners met in regular session at 2:00 p.m. on.
June 4, 1984 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners present
were Chairman Darrell Frye, Floyd Langley, and Kenyon Davidson. Absent were Richard
Pugh and Richard Petty. Invocation was given by Rev. Bill Pheagin of Central United
Methodist Church, which was followed by the Pledge of Allegiance.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners unani-
mously approved the minutes of the May 7 and May 24 meetings.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners unani-
mously approved by resolution the sale of surplus property for the County and for the
Sheriff's Department, and set the auction date for July 28, 1984 at 10:00 a.m. in the
Courthouse parking lot. Resolutions included by reference.
Katy Vuncannon, Mental Health Area Director, presented a request to initiate a
summer program for 12 mentally retarded children in the school system who receive no
training during the summer months and, subsequently, show regression during this time.
The proposed program includes 1 teacher, 3 assistants, and a part-time secretary.
Funding would come from an MR grant, Social Services Day Care moneys, and from a sliding -
scale fee charged to parents. On motion of Floyd Langley, seconded by Kenyon Davidson,
the Commissioners unanimously approved the program and the recommended temporary
positions.
Susan Milner of Mental Health presented a request to establish 2 substitute
positions (1 teacher, 1 house parent) to cover for staff illness or absence at Frannie
Lemonds and North House. The Mental Health Center has contracted with substitutes in
the past, but they are finding that they are using some substitutes more than the 15
hours per week allowed by law for a contracted employee. On motion of Kenyon Davidson,
seconded by Floyd Langley, the Commissioners unanimously approved the 2 positions.
Mrs. Milner presented a request to fill a vacancy for Clinical Social Worker with
an applicant who, though she is the best candidate, has only 2 years experience rather
than the required 3. This position has no trainee class, but she can be paid at a
trainee level by being hired as a Social Worker II. Her first year of employment will
serve as her third year of experience required for classification as Clinical Social
Worker. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously approved this request.
Tax Supervisor Billy Chilton requested permission to apply for a Land Records
Management Grant from the State for Phase III of Randolph County's property mapping
program. On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners
unanimously approved the grant application.
Mr. Chilton requested that Donna Spencer be appointed Deputy Tax Collector so
that she will have legal authority to sign documents. If appointed, she will need to
be bonded. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously appointed Donna Spencer Deputy Tax Collector.
Mr. Chilton presented the Insolvents List for those personal property owners who
have not paid their 1983 taxes. On motion of Floyd Langley, seconded by Kenyon
Davidson, the Commissioners unanimously accepted this list. Copy included by reference.

Mr. Chilton informed the Commissioners that Seagrove has requested that the County
collect taxes for them. He recommended that the County charge $50 per month or 127o of
the total annual collection (whichever is greater) for Seagrove and for any other of
the smaller towns who might make a similar request in the future. On motion of Floyd
Langley, seconded by Kenyon Davidson, the Commissioners approved the County's collection
of taxes for Seagrove at $50 per month of 12% of the annual collection, whichever is
greater.
Mr. Chilton reported that, as ordered by the Commissioners at their May meeting,..he
offered Central Telephone Company a 26% reduction in tax assessment. He subsequently
received a letter from Central's attorney stating that they had refused the offer but
that he thought they would accept a 30% reduction offer. Mr. Chilton told the Commis-
sioners that if the appeal went to the State Tax Commission, in all likelihood Central
would be awarded the original 42% reduction requested. Therefore, he recommended that
the County offer the 30% reduction. On motion of Kenyon Davidson, seconded by Floyd
Langley, the Commissioners unanimously approved a 30% reduction for Central Telephone
Company and instructed Tax Supervisor Billy Chilton to contact Central's attorney for
negotiations.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners unani-
mously endorsed a letter of support for Talmadge Baker, Randolph County Agricultural
Extension Agent, in his candidacy for a second term of office as Treasurer of the
National Association of Agricultural Extension Agents.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously approved the appointment of Don Childers, Joe Sechler, and Leon Ingold to
the West Side Fire Protection Tax District Commission.
On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners
unanimously approved special district tax rates for 1984-85 at the same rate as last
year. Copy included by reference. Two new districts, Northeast Randolph Fire District
and Tabernacle Fire District, were set at 10� each.
County Manager Frank Willis presented his proposed 1984-85 budget and read a
prepared budget message. He pointed out that the proposed budget's key element is its
strong emphasis on education.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners set a
Public Hearing on the proposed 1984-85 budget for 7:00 p.m. on June 18, 1984. Beginning
at 2:00 p.m. on June 18, and continuing at 30 -minute intervals, various.County depart-
ments, schools, Chamber of Commerce, and Mental Health will be making individual budget
presentations to the Commissioners.
Jerry Neal of SR 154.8 asked to speak concerning the D.O.T. Secondary Roads
Improvement Program for 1984-85. He requested the Commissioners to adopt D.O.T.'s
proposed program, which includes paving of SR 1548. He cited several reasons why
SR 1548 needs paving. On motion of Floyd Langley, seconded by Kenyon Davidson, the
Commissioners, by resolution, approved the D.O.T. Secondary Roads Improvement Program.

Jane Leonard, Deputy Finance Officer, presented a budget amendment for Mental
Health. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
unanimously approved the budget amendment. Copy included by reference.

On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners
unanimously approved a Public Health bedget amendment presented by Frank Willis.

On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
appointed Asheboro City Manager Tom McIntosh, Archdale City Manager Dalton Fulcher,
and Randolph County Manager Frank Willis to the Yadkin -Pee Dee River Basin Committee.
On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners
approved the following recommendations for the Mental Health Board: New Appointments --
Mike Miller, Wilson Alexander, Earl Jones, Lloyd Roghelia; Reappointments --Dr. William
Thornton, Ruth Allen, and Earl Roberts.
Manager Frank Willis gave an update on the Riverside Gun Club. The club does not
want to purchase the land they are currently leasing from the County for the following
reasons: Disposal problems if the club were to fold; they can't afford a fair price;
they use less than half of all the land; depending on housing development in the area,
a shooting range may not be feasible at that location at some point in the future.
Alan Gaines and Steve Coleman, club members, were present to petition the Commissioners
for a long-term lease rather than an outright purchase agreement. On motion of Floyd
Langley, seconded by Kenyon Davidson, the Commissioners approved a 10 -year lease with
a 6 -month cancellation clause for either party, at $120 per year.
Having no further business, the Commissioners adjourned.
