06/25/84MINUTES RANDOLPH COUNTY BOARD OF COMMISSIONERS June 25, 1984 The Randolph County Board of Commissioners met in a special call session at 7:00 p.m. on June 25, 1984 in Courtroom B, County Courthouse, Asheboro, NC. Present were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, Richard Pugh, and Richard Petty. The purpose of the meeting was to adopt the 1984-85 budget. Manager Frank Willis informed the Commissioners that the State has agreed to pay half the salary for the administrative assistant position in Emergency Services, which is a $6,570 savings to the County. Mr. Willis noted that this $6,570 will be absorbed by a monthly increase of $6.64 per employee for our group health insurance. Mr. Willis mentioned the possibility of the County's dispatching for the Town of Liberty, with Liberty funding the position. On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners unanimously voted to add a Health Educator position for the Health Department, at a total cost of $15,781. Richard Pugh made a motion to cut funding for the Asheboro/Randolph, Archdale - Trinity, and Liberty chambers of commerce to $11,550, $1,000, and $1,000 respectively. The motion died for lack of a second. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners voted to give Asheboro/Randolph, Archdale -Trinity, and Liberty chambers of commerce $1,000 each and to put the remaining $37,000 in the contingency fund until the Commissioners can study the issue of industrial recruitment and determine the best way to become involved with it. Richard Pugh voted against this motion. On motion of Richard Petty, seconded by Richard Pugh, the Commissioners unanimously voted to add $49,000 to the budget for a dumpster site to be developed in the Level Cross area. Richard Pugh reported that the Nursing Home Advisory Committee had asked him about reimbursement from the County for mileage related to committee business. Chairman Frye instructed the manager to investigate a practical way to reimburse county boards who are not currently being paid for meetings or mileage. On motion of Kenyon Davidson, seconded by Richard Petty, the Commissioners unanimously adopted the 1984-85 budget as amended. Chairman Frye announced that Randolph County is eligible for the FHA Disaster Loan Assistance Plan for for the period of March 1, 1983 through March 29, 1984 for farmers involved in crop loss from drought, tornado, rain, wind and other severe weather conditions. December, 1984 is the deadline for applying. Chairman Frye announced that the Commissioners are establishing a task force to study the school merger feasibility study and that Commissioner Pugh will chair that committee, which will study the benefits to be gained from a merger. Mr. Pugh will provide a list of committee members to the Board of Commissioners at their next meeting. On motion of Floyd Langley, seconded by Richard Pugh, the meeting adjourned.
