07/02/84Minutes Randolph County Board of Commissioners July 2, 1984 The Randolph County Board of Commissioners met in regular session at 2:00 p.m. on July 2, 1984 in Courtroom B, Randolph County Courthouse, Asheboro, NC. Present were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, and Richard Pugh. Absent was Richard Petty. Invocation was given by Rev. William Ketchie of St. John's Lutheran Church in Asheboro. On motion of Floyd Langley, seconded by Richard Pugh, minutes of the meetings for June 4, 18, and 25 were approved. Mrs. Sarah Elizabeth Watts, Randolph County Chairman for the 400th Anniversary of North Carolina Committee, outlined local and statewide festivities to be held in celebration of the 400th anniversary of our state and nation. Opening ceremonies will be held July 13 at Manteo and Roanoke Island, with county banners being displayed and carried in a parade. Audrey Beck, who is making Randolph's banner, will represent Randolph County in the parade. Mrs. Beck was to have presented the banner at today's meeting, but some material has not arrived yet and she has been unable to complete the banner. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unanimously approved a resolution in honor of the 400th Anniversary. Henry Hedgecock, on behalf of the Committee of Concerned Citizens, and Barry Scott, on behalf of the Randolph County Board of Education, spoke concerning a serious traffic problem at Archdale -Trinity Middle School. Mr. Hedgecock presented a petition signed by 500+ citizens and parents of the school area asking for relief from the traffic situation. A student traffic count between the hours of 7 a.m. and 8:20 a.m. revealed an average of 1791 vehicles traveling through the school's intersection. The Board of Education has adopted a resolution in support of efforts to resolve the problem and is asking for Commissioners' support. Department of Transportation has not responded to the resolution sent them by the Board of Education. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unanimously voted to write a resolution in support of resolving this emergency situation. As required by law, Tax Supervisor Billy Chilton presented the annual Settlement Report. Collections for the 83-84 year should be @970; 20 more is secured by land. Ambulance collections are at 750. Chairman Frye commended Mr. Chilton on his excellent collection record. Commissioner Pugh echoed these sentiments. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners charged Mr. Chilton to collect taxes for the 1984-85 year. Marion Smith, Director of Social Services, requested the Commissioners to adjust compensation for Social Services Board members from $10 per meeting plus mileage to $15 plus mileage. Commissioner Pugh mentioned that he had been approached by a member of another county board whose members do not receive any reimbursement, but who would like to receive mileage or meetings compensation. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners voted to take no action on the Social Services Board at this time, but to study all county boards and their respective amounts of compensation and to vote on all at one time. Mr. Smith informed the Commissioners that Randolph County Social Services has been selected for a pilot program in Adolescent Parenting, which will deal with girls 12-16 years old who are in their first pregnancy. The schools support this program as a joint effort to retain these girls in the classroom. In 1981 (date of last available figures), there were 159 pregnancies in Randolph County among unmarried girls aged 10-19; there were 147 pregnancies in married girls 10-19. Commissioners Minutes July 2, 1984 page 2 Fire Marshal Don Heard presented contracts between the County and Town of Liberty for the Northeast Fire District and between the County and Tabernacle Fire Department for the Tabernacle Fire District. On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners unanimously accepted the two contracts. Copies included by reference. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners unanimously approved the addition of Friendly Lane in the Friendly Woods Subdivision to the. State System of Roads. Copies of resolutions included by reference. Manager Frank Willis explained that bids for County computer upgrades were opened early in order to have time to sell our current computer system. Bids were submitted with the understanding that the award of a bid would be contingent upon money available in the 84-85 budget. Only one bid was received, which was from Fulcrum. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners unanimously accepted the bid from Fulcrum and waived the performance bond requirement. Copy of the manager's bid letter is included by reference. Commissioner Pugh reported that he had received several requests recently from citizens to consider a county leash law. Chairman Frye asked the County Attorney to report at the next meeting on the County's options in this matter. Commissioner Pugh gave an update on the School Merger Committee he is chairing. He has named ten members to the committee: Lee Phoenix (Asheboro), John Lawrence (Ramseur), Earlene Ward (Asheboro), Frank Kime (Liberty), Steve Kanipe (Archdale), Jesse McNeill (Asheboro), Dot Boling (Randleman), Add Penfield (Asheboro), Johnsie Brantley (Farmer), and Jack Sugg (Erect). The committee will begin meeting in September. On motion of Kenyon Davidson, seconded by Richard Pugh, the Commissioners unani- mously approved the appointment of Danny Sykes to the Industrial Bond Authority. The Commissioners discussed the transition for separating the Mental Health Center from the County. The County will continue to be involved in those areas it is required by statute to be involved in. The Manager informed the Commissioners that the County will advertise bids for Mental Health' computer and will have them available by August. Earl Roberts, Chairman of the Mental Health Board, asked for and received approval for Lloyd Roghelia, Mental Health Board member who is a CPA, to have access to relevant County records and to have input into the transition process. Mr. Willis stated that Mental Health's two priorities must be to get their computer system in place and to hire what additional staff they will need so that County personnel can begin training them. Chairman Frye stated that the County will remain responsible for Mental Health until everyone is comfortable with the change and the transition is complete. Chairman Frye reminded Commissioners of the NCACC meeting in Asheville August 9-12. On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners` v adjourned to a scheduled public hearing at 4:00 p.m. for rezoning requests. Hal Johnson presented a request from Joseph Edwards, 3038 Green Valley Road, Asheboro, for a Conditional Use Light Industrial rezoning on approximately 2 acre of land located behind his residence that would allow him to construct a 30 x 50 addition to his existing workshop. The Planning Board unanimously recommended that the request be approved, with the following conditions: (1) The expansion is limited to the 30 x 50 addition; and (2) No lighted sign is permitted on the property. No person present spoke either in favor of or against this request. Commissioners Minutes July 2, 1984 page 3 Hal Johnson presented a request from Gilbert Townsend of Trinity for a Conditional Use -Light Industrial rezoning for approximately 6 acres of land located on SR 1556. He wishes to use a portion of the property to store transfer.truck trailers with tractor trailer exchanges being made. A small grocery store has been located on the property since 1975. The Planning Board unanimously recommended that the request be denied on the following grounds: (1) Residential character of the neighborhood; (2) Safety problems resulting from transfer truck transfer and storage; and (3) No special conditions could be attached to the request that would ease these existing problems. Gilbert Townsend, Rt. 3, Trinity, spoke, requesting withdrawal of his request for the truck storage. He would like rezoning for the grocery store only. Mr. Johnson informed Mr. Townsend that he must resubmit his application because rezoning restrictions would be different. Roger Whitlow, Rt. 3, Trinity, spoke concerning the rezoning process. Only two townships and the Zoo area are currently zoned by the County. Mr. Whitlow recommended that the Commissioners zone the entire county, notify all surrounding citizens when a property is being considered for rezoning, place a sign on the property in question to let people know it may be.rezoned, and advertise public hearings in the High Point newspaper for properties in the Archdale -Trinity area. Mr. Johnson stated that all rezoning for the Archdale -Trinity area is advertised in The High Point Enterprise. Joan Whitlow, Rt. 3, Trinity, asked the Commissioners to keep citizens in mind when rezoning, even if no citizens are present to oppose the rezoning. She pointed out that many people are not aware of the public hearing or are unable to attend for various reasons. Chairman Frye stated that the County is not required to place signs (that is the property owner's responsibility), but that he thinks it should be the County's responsibility. The public hearing was closed and regular session reconvened. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unani- mously approved the rezoning request of Joseph Edwards. C. 27203 RI'MM ON WHEREAS, on July 13, 1584, the first English settlers landed on the shores of North Carolina :in the first of the three renowned Roanoke Voyages made from 1584 - 1587 from Plymouth, England to Roanoke Island; and WHEREAS, these settlements paved the way for future colonies and were actually the spiritual beginnings of English America: and WHEREAS, July 1.3, 1984, 400 years later to the day, North Carolina will launch a three-year celebration commemorating these voyages; and WHEREAS, all North Carolina counties have been urged to participate in this 400th anniversary locally; and WHEREAS, all North Carolina counties have had county committees who have worked relentlessly in the furtherance of pub -tic awareness of this project; NOW, THEREFORE BE: IT RESOLVED by the Randolph County Board of Commissioners that Randolph County commemorate and celebrate America's 400th birthday during the designated period of July, 1984 - July, 1987. BE IT FURTHER RESOLVED that we urge our citizens, schools, civic groups, and other organizations to hold special activities locally in honor of this 400th anniversary. THIS the 2nd day of July, 1984. C. 27203 Resolution WHEREAS, a serious traffic problem exists on SR 1004, in the area fronting Archdale -Trinity Middle School, and the east, south, and west approaches to this area; and WHEREAS, the existing congested traffic conditions create a situation which is extremely hazardous to the safety of students, staff, parents, and the general citizenry; NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of Commissioners that we support the efforts of the Committee of Concerned Citizens and the Randolph County Board of Education in seeking relief from this problem. BE IT FURTHER RESOLVED that we strongly urge the North Carolina Department of Transportation to widen the road, add additional left turn lanes, lengthen existing left turn lanes, and install traffic lights, and to take immediate action to implement these and any other steps necessary to correct the existing traffic condition.
