09/10/84RANDOLPH COUNTY BOARD OF COMMISSIONERS MINUTFs September 10, 1984 The Randolph County Board of Commissioners met in regular session at 4:00 p.m., September 10, 1984 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners present were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, Richard Pugh, and Richard Petty. Invocation was given by Rev. Wilkes MacCaulay of First Presby- terian Church in Asheboro. Chairman Frye announced a special recognition for Commissioner Richard Petty in honor of his 200th NASCAR victory on July 4 at Daytona. Mr. Frye presented Mr. Petty with a framed resolution proclaiming 1984 "Richard Petty Year" in Randolph County. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unanimously approved the resolution. Copy included by reference. On motion of Kenyon Davidson, seconded by Floyd Langley, the Commissioners unanimously approved the August 6, 1984 minutes. Ann Vrem, Chairman of the Randolph County Employees Safety Committee, presented a proposal from the Safety Committee for directional signs and parking lot improve- ments at the McDowell Complex. The total projected cost for the project is $4,465. An earlier proposal, for signs only, had been presented to the Commissioners in 1982 at a cost of $14,000. The Commissioners discussed the main sign's location at the Fayetteville Street entrance. It was felt that locating the sign between the railroad and Fayetteville Street would make it more visible than`placing it beyond the railroad's 16' right' of -way, as was planned. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners unani- mously approved the Safety Committee's proposal with the exception of the main sign at the Fayetteville Street entrance. Chairman Frye asked for a report at the October meeting concerning options for this sign. Chairman Frye informed the Board that Randolph County may be eligible for a Community Action Partnership Act program (state funded) and a Community Services Block Grant program (federal funded), both of which would provide funds for services to the elderly and low-income persons. Randolph County does not have a state - qualified agency to administer either program. Manager Frank Willis stated that he had contacted Janice Scarborough of Randolph Community Services and that Randolph Community Services would be interested in administering grant funds for the County if federal funds are also involved. They would have to change their charter and reorganize their board of directors to be the administering agency, and this action could not be justified for the $15,000 in state funds only. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners voted to send a letter to the state saying we will consider the programs only if they can be administered through Randolph Community Services (as a Community Action Agency) and only if the grant includes federal funds. Richard Pugh opposed the motion. When the County receives a reply, the Board will make its final decision. Alice Dawson, Handicap Coordinator for the County, gave a report on the County's self-evaluation for compliance with Section 504 of the Rehabilitation Act of 1973, which insures non-discrimination against the handicapped. Mrs. Dawson stated that she had formed a Section 504 Grievance Committee, made up of handicapped citizens and County employees who are involved with handicapped through their work. This committee recently adopted a written grievance procedure for individuals wishing Commissioners Minutes September 10, 1984 Page 2 to file a complaint against the County. Mrs. Dawson asked that the Commissioners endorse the grievance procedure as a County policy. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unanimously adopted the Section 504 Grievance Procedure. Copy included by reference. Manager Willis informed the Board that, according to G.S. 130-9.5, the Nursing Home Advisory Committee may not receive compensation for services rendered, but may receive reimbursement for actual expenses incurred for duties performed as a committee member. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners unanimously rescinded the $15 meeting fee they had earlier approved for the Nursing Home Advisory Committee. Mr. Willis reported that, to his knowledge, no one on the Eastern Piedmont Medical Services Advisory Board is being reimbursed for meetings or travel. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners voted to allow travel reimbursement for committee members using their private automobiles. Commissioner Pugh related that a citizen, recently attempting to swear out a warrant for noise nuisance (from a dog's barking), had been informed by the magistrate that there is no such law allowing him to do so. Mr. Pugh suggested that the County attorney should check into this situation to see how the law reads. Manager Willis reported the findings of Hal Scott, personnel consultant, who has just completed a personnel management study for Randolph County. Mr. Scott's recommendations include a classification system and a pay plan. Under this pay plan, all competitive services positions would go to the state -recommended grades. The proposed pay plan and salary increases, if implemented October 1, will cost approximately $230,000 ($300,000 was set aside for the year). On motion of Richard Petty, seconded by Kenyon Davidson, the Commissioners unanimously approved the classification system and pay plan as proposed by Mr. Scott.
