08/06/84RAN DOLPH COUN'T'Y BOARD OF COM4ISSIO1 N INUTES August 6, 1984 The Randolph County Board of Commissioners met in regular session at 2:00 p.m., August 6, 1984, in Courtroom B, County Courthouse, Asheboro, NC. Present were Chairman Darrell Frye, Richard Pugh, Floyd Langley, and Kenyon Davidson. Absent was Richard Petty. Invocation was given by Rev. Ben Hurley, Asheboro Friends Meeting. Chairman Frye brought attention to Randolph County's 400th Anniversary banner and commended Audrey Beck for her fine work in designing and painting the logos on it. On motion of Kenyon Davidson, seconded by Richard Pugh, the Commissioners unanimously approved the minutes of the July 2 meeting. Talmadge Baker, Agricultural Extension Agent, introduced David Slater, agent replacing Doug Young, who retired in June after 30 years with the County. D. K. McLaughlin of Cablevision of Asheboro presented a franchise fee check (representing 30 of the gross revenue fee for the past fiscal year) in the amount of $4857.15. Manager Frank Willis informed the Board that the County's share in funding the Randolph County Forestry Headquarters project just passed by Legislature will be 400 of the salary of the equipment operator and helper. Since personnel cannot be hired before October 1, 1984, the amount for this year will be $8,500, based on an annual amount of $11,520. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners unanimously approved this funding request. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unanimously approved for addition to the State System of Roads the following: Christi Circle in Piedmont Pines Subdivision; Silverwood Lane in Wedgewood Subdivision; and Hillcrest Road, Sunset Drive, and Pine Street in the Florence M. Garner Subdivision. Copies of resolutions included by reference. An agenda item concerning a petition to pave a road was deleted since no one was present to present it. On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners unani- mously approved raising compensation for the Social Services Board from $10 per meeting to $15 per meeting. On motion of Richard Pugh, seconded by Kenyon Davidson, the Commissioners unanimously voted to pay $15 per meeting, plus mileage, to the Nursing and Rest Home Advisory Committee and to the Public Library Board of Trustees. The Board made no decision on compensation for the Eastern Piedmont Emergency Medical Services Advisory Council, pending information on whether some members may be reimbursed already by their employer. County Attorney Alan Pugh gave a report on the County's legal options concerning leash laws. North Carolina General Statute 67-12 prohibits dogs over six months of age from running loose at night and violation is punishable as a misdemeanor. In 1972, the Board of County Commissioners adopted a dog ordinance, which provided for Commissioners Minutes August 6, 1984 Page 2 the appointment of a dog warden and outlined his duties and authority, which included the authority to slay a vicious dog. The ordinance mandated tags for all dogs, rabies vaccinations, and fees to be taxed. It also made it unlawful for dogs to run loose without tags. Mr. Pugh concluded his report with the statement that he felt the existing laws governing dogs are sufficient to cover the problems that occur. The public needs to be made aware of their option of swearing out a warrant for violation of G.S. 67-12 or of informing the proper officials for violations of the 1972 dog ordinance. Chairman Frye asked those present representing the press to publicize these facts through newspaper articles. On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners unanimously approved a budget amendment for amounts encumbered in the 83-84 budget, but which will be paid from the 84-85 budget. Copy included by reference. Manager Frank Willis reported that Hal Scott, personnel consultant, has completed the final draft of his study, and the results will be presented at the September meeting. The Randolph County Safety Committee has been working on signs and traffic flow for the McDowell Center; that report will be presented at the September meeting, also. On motion of Floyd Langley, seconded by Richard Pugh, the meeting was adjourned.
