June 18, 1984
The Randolph County Board of Commissioners met in a special call meeting at
2:00 p.m. on June 18, 1984, in Courtroom B, County Courthouse, Asheboro, NC. Present
were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, Richard Petty, and
Richard Pugh. The purpose of the meeting was to hear individual budget presentations
from various groups.
Don Osborne, Chairman of the Board of Education, and Dr. George Fleetwood,
Superintendent, spoke on behalf of the County Schools budget. Dr. Fleetwood spoke
in appreciation of the �21% local sales tax, since the schools are the biggest bene-
ficiaries. He mentioned extensive roof repairs at several schools.
Darrell Frye pointed out that about�$1,250,000 will be collected from the i%
sales tax for 1984-85. The proposed budget increases funding for education at
slightly less than $1,500,000 (an increase of 80% over last year).
Superintendent Duane Mattheis spoke for Asheboro City Schools. He stated that
had he realized his budget requests would be cut, he would have requested an increase
in the supplemental school tax. If the Commissioners do not add to his budget, he
will be forced to use funds from contingency.
Mr. Frye asked both superintendents to comment on the merger feasibility study.
Dr. Fleetwood stated that the County Board of Education has not taken a stand, as it
has not had adequate time to study the report. They have, however, found helpful
inforiia tion from tie report, which they can implement without an actual merger. He
indicated the two school systems are already sharing some programs and facilities.
Mr. Mattheis stated that he has not found any positive results to be gained from a
merger, though the Asheboro Board of Education has not taken an official stand.
Commissioner Pugh voiced a concern that school officials are -promoting a negative
attitude among the general public toward the merger study. He urged those present
to keep an open mind and to pursue both negative and positive points of a merger.
Randolph Technical College President Merton Branson, Vice -President Larry
Linker, and Board of Trustees member Eddie Allen presented budget requests for
funding a new building for RTC. Curriculum enrollment has increased 22% since 1979;
three new associate degree programs have been added since 1979; and there is a
shortage of classroom space. Mr. Branson said he would be happy to receive funding
spread out over three or four years.
Asheboro -Randolph, Archdale -Trinity, and Liberty Chambers of Commerce requested
$40,000 to be used for economic development in the county. Jack Lail, Vice -Chairman
of Asheboro -Randolph Chamber, explained that the chambers want to create a Certified
Development Corporation to provide small business loans. Dale Britt, President of
the Archdale -Trinity Chamber, and Bill Jones, President of the Liberty Chamber, also
spoke in support of the requested funds.
Katy Vuncannon, Area Director, graphically presented the Mental Health proposed
budget. She stated that the request for an increase in County contributions is
because of a program begun in the middle of last year that will need full -year
funding this year.
Chairman Frye read a joint announcement from the Commissioners and the Mental
Health Board. Following recommendations of personnel consultant Hal Scott, the
County will study ways to administratively reorganize the Mental Health Center in a
more efficient manner. On motion of Richard Pugh, seconded by Richard Petty, the
Commissioners unanimously voted to begin a study of the relationship between the

Mental Health Board Chairman Earl Roberts commented that the delivery of service
to citizens of Randolph County has been excellent in the past, but that this proposed
study is a creative approach with exciting possibilities.
Joyce Ward, on behalf of the Senior Adults Association, requested a minimum of
$20,000 from the County in order to operate this coming year.
Willie Plummer asked to speak concerning the merger study. He stated that it
seems foolish to him to have empty classrooms in the city schools and county school
chldren traveling .a long way to go to county schools, many times living much closer
to a city school with empty classrooms. He suggested realigning boundary lines to
solve the problem; then a merger would not be necessary.
Commissioner Pugh stated that he thought the Commissioners should establish a
committee to study the merger, noting that the tax supplement is a key element. The
Commissioners, after some discussion, agreed to put this item on the agenda for the
July 2 meeting.
On motion of Richard Pugh, seconded by Floyd Langley, the Commissioners
unanimously approved budget amendments presented by Manager Frank Willis. Copies
included by reference.
The Commissioners agreed to meet at 7:00 p.m. on Monday, June 25, for the
purpose of adopting the budget.'
The meeting was recessed until 7:00 p.m.
At 7:00 p.m., the meeting reconvened. On motion of Richard Petty, seconded by
Kenyon Davidson, the Commissioners adjourned to a scheduled public hearing. The
purpose of the public hearing was to receive comments and questions from the public
concerning the proposed 1984-85 budget. Twenty-nine people attended the hearing.
George Elliott, Health Director for Randolph County, petitioned the Commissioners
to add back 3.new positions which had been cut from his budget. If he could have only
one of those, he asked for a Public Health Educator. Milli Cooper, Public Health
Educator in the Health Department, spoke in support of the need for another position
similar to hers. Mr. Elliott stated that if the Commissioners decided to put a new
dumpster site back into the budget, the site already chosen is Level Cross.
Clyde Jones of Franklinville spoke against receiving Revenue Sharing moneys,
maintaining the 55� tax rate, collecting taxes for Seagrove, having city managers on
the Yadkin -Pee Dee River Basin Committee, passing the i%o sales tax, and cutting tax
assessment for utilities.
Len Bulla of Level Cross spoke against receiving Revenue Sharing moneys, the
increased schools budgets, massage parlors, and the total amount of the proposed
budget.
Odell Hayes of Franklinville asked the Commissioners to hold down taxes.
Eloise Poe, spokeswoman for a group of volunteers at the Senior Adults Center,
requested funds for the Senior Adults Association.

Frank Hayes of Asheboro asked if a study had ever been done to see if all County
positions are actually needed and to see how much time is wasted by management.
Earl Greene of Cedar Grove voiced concern over ever-increasing budgets each year
and the subsequent effect on taxes. He said a study should be conducted to see what
taxpayers are getting for their money and that Commissioners should cut the budget
and hold down taxes.
Chairman Frye pointed out that volunteers for the County, if paid even minimum
wages, are saving the County $6,000,000 per year.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Commissioners
adjourned the public hearing at 8:25 p.m.
