The Randolph County Board of Commissioners met in regular session at 2:00 p.m.,
October 7, 1985 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners Frye,
Langley, Davidson, Petty and Comer were present. Invocation was given by Rev. Chris
Smith of Giles Chapel -Charlotte United Methodist Churches.
On motion of Langley, seconded by Davidson, the minutes of the September 9 and
September 17 meetings were approved.
Bob Wright of Strand, Skees, Jones and Co. presented the annual audit report
for Randolph County. Mr. Wright reported there were no major problems with the audit
and that this was the -best audit report the County has received from his firm.
On motion of Langley, seconded by Comer, the Board unanimously approved the
addition of two streets to the State System of Roads. Resolutions included by
reference.
Frank Willis explained a new state law whereby operators of military property
sales facilities in the county must apply to the County Commissioners for a business
license. They must also put up $1,000 bond and keep records of all purchases and
deliver a copy of purchase records to the Sheriff's Department within 48 hours of
purchase. On motion of Petty, seconded by Comer, the Board unanimously voted to
authorize the County Manager to issue a business license to operators of military
property sales facilities when the applicants have met the requirements of the new
law.
Chairman Frye read a resolution that the Wake County Board of Commissioners
adopted asking the General Assembly to support a 5� increase in the tax levy on gas.
Wake County requested Randolph to adopt a similar resolution. No action was taken
on this request.
Health Director George Elliott came before the Board to discuss a proposed
solid waste container ordinance which was introduced at the September 9, 1985 meeting.
Mr. Elliott mentioned several problems at the dumpster sites, including dumping of
materials from Guilford County dump trucks, scavanging in the dumpsters, hazardous
wastes left at the sites, fires set in the dumpsters, some of which are located
adjacent to wheat fields or forest, and the dumping of roofing materials, prunings,
and other bulky, heavy objects which fill the dumpsters prematurely. On motion of
Langley, seconded by Davidson, the Board unanimously approved the proposed solid
waste container ordinance, with the following changes: delete #5; add the words "or
its contents" to the end of the first sentence in #4; add #9, to read "This ordinance
shall become effective November 1, 1985." Copy included by reference.
Marion Smith, Director of Social Services, and Jean Johnson, Volunteer Services
Coordinator, presented an update on the cheese and butter program. Since its inception
here three years ago, the amount of commodities distributed has more than doubled.
Some 40,000 pounds of cheese, butter, rice, meal and honey are distributed to over
3,000 households each quarter, with the aid of more than 100 volunteers. Many
problems are cropping up within this program, such as unloading and distribution of the
commodities, abuse volunteers take from applicants who arrive after some commodities
have run out, amd the requirement of a precisely worded handwritten note authorizing
another person to pick up a family's commodities for them. Mrs. Johnson pointed out
that there is a real possibility that next year Social Services will be required to
take applications and determine eligibility as is done for other programs. If that
happens, the cost involved will outweigh the value of the commodities and the program
may have to be abandoned. If, during an audit, the County is found to have erroneously
issued commodities to a family who was not eligible, the County will have to pay back

for each audit exception. The Commissioners agreed to renew the contract for
commodities distribution after learning that either party could cancel with 15
days notice.
The Commissioners discussed Ramseur's offer to deed to the County their old
town hall building for as long as the County would house an ambulance in it.
Chairman Frye stated that he and Commissioner Langley had visited the building
recently. It needs a new roof, which would cost about $8,000; it needs extensive
interior repair, and it is located at the end of a street up a hill. The Board
directed the manager do further investigations on this building and on other
alternatives. They will wait until Neil Allen, Director of Emergency Services,
has the results of an ambulance study before making a decision. This study will
reflect ambulance needs around the county. This agenda item was tabled until
the November meeting.
On motion of Langley, seconded by Davidson, the Board approved two budget
amendments. Copies included by reference.

Commissioners request the addition of New Market School Road to the
State System of Roads.
