021486MINUTES RANDOLPH COUNTY BOARD OF COMMISSIONERS February 14, 1986 The Randolph County Board of Commissioners met in a specially called session at 9:00 a.m. on February 14, 1986 in Courtroom B, County Courthouse, Asheboro, NC. The purpose of the meeting was to discuss industrial expansion, water and sewer fund allocations to municipalities, and JTPA Service Delivery areas. Comanissioners Frye, Langley, Davidson, and Comer were present. Commissioner Petty was absent. Mary Joan Pugh, Assistant Secretary for Community Development, NC Department of Natural Resources and Community Development, spoke to the Commissioners about service delivery areas for Job Training Partnership Act (JTPA) programs. She said that Rockingham County has decided not to enter into a Service Delivery Area (SDA) contract with Randolph and Caswell Counties. Another source has told her that Rockingham is reconsidering. Randolph must decide whether to become an SDA with Caswell only if Rockingham does not become part of it. She cautioned that the overhead for operating an SDA may be too much without Rockingham. On motion of Langley, seconded by Comer, the Board voted to withdraw from the SDA and revert to Rural Delivery Area if Rockingham County withraws from the SDA. By virtue of an earlier vote, Randolph would remain in the SDA if Rockingham comes back in. On motion of Langley, seconded by Davidson, the Board voted to go into executive session for the purpose of discussing an industrial location in the county. After approximately 13,2 hours, regular session reconvened. Chairman Frye announced that the Board had discussed the location of a new industry coming to Randolph County. The company has applied for an inducement hearing before the Industrial Bond Authority, which will be held February 20, 1986 at 4:00 p.m. Mr. Frye stated that the Commissioners are not at liberty to disclose the name of the company, but indicated it is a $5 million investment and will provide around 200 jobs. The company will need water and sewer and a rail spur. During executive session Mary Joan Pugh, NC Dept. of NRCD, discussed with the Board a Community Development Block Grant for water and sewer and rail spur. On motion of Langley, seconded by Comer, the Board voted to apply for a Community Development Block Grant for an industry locating in this county. On motion of Langley, seconded by Davidson, the Board voted to employ the City of Asheboro to file the grant application and to administer the grant for the County. The cost of administering the grant would be included in the grant itself. On motion of Langley, seconded by Comer, the Board voted to hold the two required public hearings concerning this grant application on February 27, 1986 at 7:30 p.m. and on February 28, 1986 at 9:00 a.m. in the Commissioners Meeting Room, Courtroom B. On motion of Langley, seconded by Davidson, the Board voted to allocate to the City of Randleman $98,500 ($55,000 for water and $43,500 for sewer) from the County's portion of state water and sewer funds. The entire $98,500 will come from the 1955-86 fiscal year allocation. On motion of Davidson, seconded by Comer, the Board adjourned. RANDOLPH COUNTY BOARD OF COMMISSIONERS 145 WORTH STREET - ASHEBORO. N. C. 27208 WHEREAS, the 1985 General Assembly appropriated under Chapter 480 of the 1985 Session Laws (Senate Bill 2) $60 million in each year of the 1985-87 biennium to support up to fifty percent of the nonfederal cost for water and sewer construction projects of city and county governments; and WHEREAS, said funds are intended to continue state assistance previously provided to local governments under the Clean Water Bond program in the construction of water and sewer facilities; and WHEREAS, the legislation requires that the funds in each year of the biennium be distributed based on (1) the ratio of the county population to the total population of the state as of July 1, 1984 and (2) the ratio of the city population to the total population of the county as of July 1, 1983 with boundaries as of July 1, 1984; and WHEREAS, in accordance with the State formula Randolph County's allocation for each year of the biennium is shown in the following chart: PURPOSE 1985-86 1986-87 (A) Wastewater Collection/Treatment Facilities $431,951 $431,951 (B) Water Facilities $2322589 $232,589 Total Randolph County Allocation: $664,540 $664,540 WHEREAS, a county may at any time by resolution transfer some or all of its suballocation to a city which serves or will serve customers within that county; NOW, THEREFORE, BE IT RESOLVED that the Randolph County Board of Commissioners does hereby transfer to the City of Randleman from the 1985-86 fiscal year allocation $55,000.00 from Water Facilities for the purpose of a water project and $43,500.00 from Wastewater Collection/Treatment Facilities for a sewer project. BE IT FURTHER RESOLVED that the Randolph County Manager shall file a copy of this resolution with the State Budget Office within fifteen (15) days of its adoption.
