022786RANDOLPH COUNTY BOARD OF C01MMISSIOKE S MINUTES February 27, 1986 The Randolph County Board of Commissioners met in special call session at 7:30 p.m. on February 27, 1986 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners Frye, Langley, Davidson, Petty and Comer were present. The purpose of the meeting was to hold a public hearing concerning a community development block grant and to distribute state water and sewer funds to the municipalities in the county. On motion of Comer, seconded by Petty, the Board adjourned to a public hearing. Chairman Frye stated that the block grant would be for an economic develop- ment project in the Liberty Industrial Park. He said the project will bring about stability and balance to the growth in Randolph County. The need for the project is based on the 8.2% unemployment rate in Liberty. Mr. Frye then asked for questions or comments from the audience. Evan Minier of Asheboro commended the Commissioners for taking the initiative in pursuing a block grant. He said it had been needed for a long time and he hopes the Board will continue to apply for these grants. No one else spoke. Chairman Frye declared the hearing closed. Chairman Frye stated that Randolph County has received $1,329,080 from the state in clean water/sewer funds. The recipient must have an existing water or sewer project in order to use the funds. Since the County does not have such a project, it will distribute the funds to the cities in a manner which will utilize them for the best benefit of the county and which will be significant to the growth patterns in the county. The Randolph County Planning Board's recommendations for allocations were to give Franklinville $50,000, Archdale $670,580, Liberty $145,000, Asheboro $365,000, and Ramseur nothing. Now that a block grant will provide water and sewer for Liberty, they will not need these funds. On motion of Langley, seconded by Comer, the Board voted to give Ramseur the $145,000 recommended for Liberty and to allocate the remaining amount as recommended by the Planning Board. Chairman Frye, on behalf of the Commissioners, instructed the county manager to work with Lynn Priest, City of Asheboro, and Frank Kime, Manager of Liberty, to prepare an economic development grant application to be submitted to the N.C. Department of Natural Resources and Community Development. Copy of resolution included. by reference. On motion of Davidson, seconded by Comer, the Board adjourned. C. 27203 WHEREAS, the Board of Commissioners of Randolph County recognize the need of a more balanced economic growth in Randolph County; and WHEREAS, the Board of Commissioners of Randolph County have determined that economic development is a method of achieving a more balanced economic growth; NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Randolph County authorize the preparation of an economic development grant application to the North Carolina Department of Natural Resources and Community Development.
