BOARD OF COMMISSIONERS
MINUTES
July 7, 1986
The Randolph County Board of Commissioners met in regular session at 2:00 p.m.
on July 7, 1986 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners
Frye, Langley, Davidson, Petty and Comer were present. Invocation was given by
Rev. Bill Vaughn of First Assembley.
On motion of Davidson, seconded by Comer, the Board approved the minutes of
the June 2, 9, 16 and 23 meetings.
Vic Owen, District Forest Ranger, presented a report on the Forestry Service
in Randolph County. He used a video presentation, prepared by Randle Brim of the
Planning Department, to elucidate their three areas of concern: forest management,
fire control and pest control. Mr. Owen presented a trophy to Steve Pearce, Randolph
County Forest Ranger, for having the best forest management program of the ten
counties in this district.
Billy Chilton, Tax Supervisor, requested approval to submit a Land Records
Management Grant application to the State for continuation of the mapping program
in the Tax Department. On motion of Petty, seconded by Comer, the Board approved
the application. Copy of resolution included by reference.
Mr. Chilton presented the settlement report for the 1985-86 fiscal year. On
motion of Langley, seconded by Davidson, the Board accepted the settlement report.
On motion of Petty, seconded by Comer, the Board charged Mr. Chilton, as Tax
Collector, to collect the taxes for the 1986-87 year. Copy of charge included by
reference.
On motion of Comer, seconded by Petty, the Board approved two additions to
the State System of Roads. Copies of resolutions included by reference.
On motion of Davidson, seconded by Langley, the Board designated Darrell Frye
as voting delegate to the NCACC state conference in August.
On motion of Davidson, seconded by Petty, the Board designated Darrell Frye
as voting delegate and Floyd Langley as alternate voting delegate to the NACo
annual conference in July.
On motion of Comer, seconded by Petty, the Board adopted a memorandum of
understanding between Randolph County and the State for a soil survey to be begun
later this year.
The Commissioners set a special meeting for 7:00 p.m., July 21, 1986 to deal
with the Community Development Block Grant for Alside.
On motion of Davidson, seconded by Langley, the Board approved a budget amend-
ment presented by Frank Willis. Copy included by reference.
The Board directed the Clerk to send letters of condolence to Senator East's
family and Commissioner Jack Brock's family.
On motion of Davidson, seconded by Comer, the Board adjourned.
