Appr 4 DOT addition Redwood Dr. & Sourwood Dr. Appr 5 Set meeting to receive written request re closing 2 roads Appr 6 BA _Budget Amendment for Health Department Health Appr RANDOLPH COUNTY BOARD OF COMMISIONERS MINUTES November 3, 1986 The Randolph County Board of Commissioners met in regular session at 2:00 p.m. on November 3, 1986 in the County Courthouse, Asheboro, NC. Invocation was given by Rev. Frank Boyd, Youth Minister at First Presbyterian Church of Asheboro. Commis- sioners Frye, Langley, Davidson, Petty and Comer were present. On motion of Davidson, seconded by Petty, the minutes of the October 6 and October 21 meetings were approved. On motion of Petty, seconded by Comer, the Board adjourned to a scheduled 2:00 p.m. public hearing on a rezoning request. Hal Johnson, Planning Director, stated that Elton McNeill of Route 10, Asheboro had requested that approximately � acre located on Spoon Chapel Road (SR 2604), Grant Township, Zoo Zoning District E-2, be rezoned from 2nd Environ- mental District to Highway Commercial -Conditional Use, for an automotive sales lot. Mr. Johnson said that the Planning Board had reviewed this request and had recommended unanimously that it be denied because it was not consistent with land use patterns in this area. Mrs. Maxine McNeill, wife of the applicant, Route 10, Box 174, Asheboro, spoke in support of the request. No one spoke in opposition to the request. The public hearing was closed. On motion of Langley, seconded by Comer, the Board voted to approve Mr. McNeill's request, with the following restrictions: the lot may be used for sales only; the lot size is restricted to 150' road frontage and 100' in depth; any sign advertising the business must not exceed 12 square feet and must be unlighted. Don Heard, County Fire Marshal, explained to the Board that part of the western portion of the Randleman Rural Fire District can be served more quickly by the Sophia Fire Department. Both the Randleman Fire Department Chief and the Sophia Fire Department Chief have approved their respective boards and each board has made a statement of intent to transfer a portion of the Randleman Rural Fire District to the Sophia Fire District. Before the boundary lines can be changed, each fire district must have a fire district commission consisting of three qualified voters of the area. Mr. Heard asked the Board of Commissioners to make the following appointments so that these commissions can be established: Randleman Rural Fire District Commission J.C. Leonard, V.P., Commonwealth Hosiery; Alderman, City of Randleman Bruce Moore, Engineer, Hatteras Yacht Howard E. Wood, retired firefighter Sophia Fire District Commission William F. Bowers, U.S. Army, retired Leonard Staley, Postmaster, U.S. Postal Service, retired Willis Edwin Beeson, farmer Mr. Heard said that this change will require a petition signed by two-thirds of the property owners in the territory involved and that the Commissioners must set a public hearing on the matter after receiving the petition. On motion of Davidson, seconded by Petty, the Board approved the appointments submitted by the Randleman and Sophia Fire Departments, as shown above. These are two-year appointments. Commissioner Minutes November 3, 1986 Page 2 Thomas Lawrence presented information on Farm -City Week activities in Randolph County for the week of November 21-27. On motion of Langley, seconded by Comer, the Board approved a proclamation declaring the week of November 21-27 as Farm -City Week in Randolph County. A copy of the proclamation is included by reference. On motion of Petty, seconded by Comer, the Board approved the addition of Redwood Drive and Sourwood Drive to the State System of Roads. Resolution is included by reference. Bill Trogdon came before the Board to request that they close two public roads which exist on paper only and which are preventing him from getting a clear title to Hilliard Lumber Company, which he is purchasing. County Attorney Ed Gavin advised the Board that they must receive written request from the owner of the property in question and then must set a public hearing on the matter. He outlined other statutory requirements the Board must adhere to before closing the roads. The Board agreed to meet at 7:00 p.m. on November 10 in order to receive the written request and set a public hearing date. On motion of Petty, seconded by Comer, the Board approved a budget amendment for the Health Department. Copy included by reference. On motion of Davidson, seconded by Langley, the Board adjourned.
