Table 2 Discussed whether to remain in Regional Water Authority Appr March 12, 1987 Communitv Meetin On March 12, 1987 at 7:00 p.m. the Randolph County Board of Commissioners held a community meeting at Randleman High School to receive input from citizens of New Market and Level Cross Townships relative to zoning and the proposed land development plan for those townships. Commissioners Frye, Langley, Davidson and Comer were present. Commissioner Petty was absent. Approximately 60 citizens were present. March 24, 1987 Special Called Meeting The Randolph County Board of Commissioners met in special session at 7:00 p.m. on March 24, 1987 in Courtroom B, Courthouse, Asheboro, NC. Commissioners Frye, Langley, Davidson, Petty and Comer were present. Dumont Bunker, engineer for Asheboro, reported on two preliminary probable cost opinions for the water and sewer lines necessary to serve Dart Industries and CPC Industries. One cost opinion is $295,000 and includes the cost of a 12 -inch water line to CPC and an 8 -inch sewer line routed along U.S. 220 Busi- ness for Dart. The other option is $200,000 and includes the 12 -inch water line to CPC and an 8 -inch sewer line routed along the creek for Dart. However, the latter cost opinion does not include the cost of condemning two tracts of land, which would be required prior to constructing the sewer line along that route. The Board asked Mr. Bunker to investigate the possibilites of getting a sewer connection from Randleman's lines as opposed to extending from Asheboro's lines by one of the options presented. This item was placed on the April 6 agenda.. The Board discussed at length whether or not to remain in the Regional Water Authority. In order to do so, they must pay Randolph's share of adminis- trative costs, which would be $36,726. In September, they would have to pay another $28,600, which would be for one full year. These funds are primarily for the costs of an engineering study on a water treatment plant and salary for an executive director of the Authority. from contingency On motion of Davidson, seconded by Petty, the Board approved the allocation/ of $36,726 to the Piedmont Triad Regional Water Authority, and a letter to be sent to PTCOG expressing Randolph County's concerns over the size of this initial budget, especially for an executive director's salary. Commissioner Langley opposed this motion. Budget amendment is included by reference. On motion of Comer, seconded by Langley, the Board adjourned to executive session to discuss a personnel matter. Following the executive session, the Board adjourned.
