05288705/28/1987 Joint session with RC Planning Board Land Dev Plan, Unifi Zoning Ordinance Planning & Zoning NO/AC exec session personnel & land acquisition NO/AC RAN DO PH COUNTY BOARD OF COMMISION MINUTES May 28, 1987 The Randolph County Board of Commissioners met in a special joint session with the Randolph County Planning Board at 7:00 p.m. on May 28, 1987 in the Public Library, 201 Worth Street, Asheboro, NC. Commissioners Frye, Langley, Davidson and Comer were present. Commissioner Petty was absent. Chairman Frye explained that this meeting was a work session to review the land development plan and unified zoning ordinance P`I'COC" has been working on for the County. He turned the meeting over to Planning Board Chairman Don Hancock. Mr. Hancock introduced Lindsay Cox of PTCOG, who presented the land development plan for the southern and eastern townships. Chairman Frye gave citizens present the opportunity to ask questions. Several of a group of Farmer residents expressed concern that the zoning ordinance would not be restrictive enough or that it would not be enforced adequately. They felt that mobile home subdivisions should not be allowed in the Farmer area because of the lack of an abundant water supply and because of appearance. Hal Johnson discussed the proposed watershed protection ordinance and noted that the State has declined to declare a watershed area for the Randleman Lake project. He recommended that watershed protection be included in the unified zoning ordinance so that the County can begin to control density. The two boards discussed regulations for signs and billboards. Commissioner Langley expressed concern about the restriction placed on the First Environmental District around the Zoo that would allow only Class A double - wide mobile homes to be placed there. He felt that single -wide mobile homes should be allowed also. It was the consensus of the group that Class B single - wide mobile homes should also be allowed in this area. On motion of Comer, seconded by Langley, the Board of Commissioners went into executive session to discuss a personnel matter and to obtain confidential legal advice from the county attorney in relation to a proposed contract for land acquisition.
