06088706/08/1987 1 Department heads comments & requests on 87-88 budget NO/AC RANDOLPH COUNTY BOARD OF OOMMISSIONERS MINUTES June 8, 1987 The Randolph County Board of Commissioners met in special session at 7:00 p.m. on June 8, 1987 to hear comnents.and requests from department heads concerning the 1987-88 budget. Commissioners Frye, Langley, Davidson and Comer were present. Commissioner Petty was absent. Health George Elliott noted that the largest increase in his budget is in the solid waste management program. He asked staff members to present their requests for positions not recommended by the manager. Judy Simmons, clerical supervisor, requested a clerk typist III to provide support in the nursing and clinical programs. Yvonne Chilcoat, nursing director, requested a PHNII for adult health screen- ing and health guidance services to families; a PHN I for children's services, day care, schools, physician referrals, and developmentally disabled children; and a full-time PHN I for the jail to replace the physician extender. Jim Martin, environmental supervisor, requested. a sanitarian to replace J.D. Smith, who has been moved totally to the solid waste management program. There is a new state law mandating restaurant inspections four times a year, which will create an additional workload. Librax Nancy Brenner requested that the library director's position be upgraded from Grade 74 to Grade 76. Social Services Marion Smith requested three positions which were recommended by the manager: eligibility specialist, clerk typist III and social worker II. These are three of the five positions he requested earlier in this current year. Veterans Service Officer Jim Bowles told Commissioners that $300 could be deleted from his budget because of a change in equipment. Planning and Zoning Hal Johnson requested two additional positions which were recommended by the manager: administrative secretary V and planner I. He said zoning permits will be issued for the first time beginning July 1; each permit will cost $10. Building Inspections Bill McDaniel discussed the reasoning for reclassifying inspectors and told the Board that money for dress uniforms for all inspectors had been recommended in his budget. NTrgency Services Neil Allen endorsed the reclassification of EMT's recommended by consultant Hal Scott and told the Board he felt such a reclassification would be a morale booster and a deterrent to losing EMT's to the private sector locally. Don Heard requested an assistant fire marshal to work in the areas of fire prevention and education in the county. This position was not recommended by the manager. Commissioners Minutes June 8, 1987 Page 2 Sheriff requested Major Larry Emerson/15 additional positions; of these, 5 jailers were recommended by the manager. The requested positions were 4 identification specialists (1 for each platoon) to do crime scene processing, a crime prevention officer to set up crime prevention programs in the county, a deputy to man the Archdale office, and 9 jailers (to comply with Department of Corrections standards). Major Emerson also endorsed a feasibility study for a new jail, stating that the state jail inspector had urged them to pin down their needs. A bill before legislature now would require all misdemeanants to serve up to 2 years at the local jail. Captain John Chilton requested $50,000 to purchase new receivers for their communications system. In some parts of the county now, officers have no communications with the dispatcher because of weakened signals in the old equipment and because of the terrain signals are traveling over. Captain Chilton said the entire system will need to be replaced within about 5 years, at a cost of $250,000 to $500,000. Register of Deeds Ann Shaw stated she is satisfied with her budget. Tax Billy Chilton noted that his budget is about $3,000 less than last year's, but that it is acceptable. Computer Tom Wassack explained the proposed reorganization for their department, requesting a reclassification from computer operator/programmer to computer analyst/programmer for two current employees and the addition of a data processing center coordinator so that their staff can work with departments, analyze the current programs in place and their relationship to other programs and determine departments` future needs. Elections Maria Bliss noted that her budget is up substantially this year because of the 30 voting machines the Commissioners had agreed to earlier this year and because of the extra elections taking place this coming budget year. Also contingency funds were placed in the budget in case of a school merger or school bond election. Change in Meeting Place for July 6 Public Hearing Alice Dawson, Clerk to the Board, announced that the public hearing on zoning set for 7 p.m. on July 6 will be held in Courtroom A instead of Courtroom B. Adjournment On motion of Davidson, seconded by Comer, the Board adjourned. RANDOLPH 00UN1'Y BOARD OF COMMISSIONERS M1 FOR JUNE 9, 1987 On June 9, 1987 at 7:00 p.m. the Randolph County Board of Commissioners held a community meeting at Coleridge Fire Department to receive input from area citizens relative to zoning and the proposed land use plan for Randolph County. Commissioners Frye, Langley, Davidson, and Comer were present. Commissioner Petty was absent. Approximately 30 citizens attended the meeting. MIN9W FOR JUNE 11, 1987 On June 11, 1987 at 7:00 p.m. the Randolph County Board of Commissioners held a community meeting at Seagrove Elementary School to receive input from area citizens relative to zoning and the proposed land use plan for Randolph County. Commissioners Frye, Langley, Davidson and Comer were present. Commissioner Pettv was absent. Approximately 30 citizens attended the meeting. MINUTES FOR JUNE 15, 1987 The Randolph County Board of Commissioners met in special session at 3:00 p.m. on June 15, 1987 to hear concerns and comments from the Asheboro City Schools, Randolph County Schools and the Randolph County Mental Health Center relative to the proposed County budget for fiscal year 1987-88. Commissioners Frye, Langley, Davidson, Comer and Petty were present. Randolph County Schools George Fleetwood, Superintendent, presented the proposed budget for the County Schools. This budget was divided into five areas: continuation of current expense, expansion of current expense, Archdale -Trinity supplemental tax expendi- tures, capital outlay -current, and capital outlay -new construction and renovation. Dr. Fleetwood said the schools should not have to rely so heavily on fund raising; that there has been a 50% increase in employee health insurance since this budget was prepared, and that they have 34 acres of roof to repair on a continuing schedule. He discussed the need for three new middle schools and told Commissioners that the school board needs significant help from them in meeting their capital needs. He also discussed the impact of the Basic Education Plan on Randolph County Schools. Asheboro City Schools Keith Crisco, Vice -Chairman of the Asheboro City School Board, presented the proposed budget for the City Schools. He emphasized two areas: the request for Commissioners to raise the supplemental school tax from 14� to 14.5 , with the increase to be used for employee benefits, and the capital outlay requests. Dr. Frances Jones, Interim Superintendent, discussed the requests made in the area of capital outlay. She said the major concerns are replacement of roofs at Loflin Elementary and South Middle, the rental (with option to buy) of three modular units for Asheboro High and the installation of a ventilation system for the industrial arts program at Asheboro High. Dr. Jones briefly discussed the Basic Education Plan. June 15 Minutes, continued Mental Health Center Rick Moll, Finance Officer for Mental Health, presented their proposed budget. He advised the Board that 74% of the budget comes from state funds and that funding levels have not been approved yet by the state for the next fiscal year. This proposed budget was based on 86-87 revenues and will have to be redone in August or September when final figures come in from the state. The proposed budget covers 28 program areas. Public Hearing on the 1987-88 County Budget At 7:00 p.m. the Board of Commissioners reconvened for the purpose of holding a duly advertised public hearing on the 1987-88 County budget. Eighteen citizens were in attendance. On motion of Petty, seconded by Comer, the Board adjourned to the public hearing. George Fleetwood, County Schools,Superintendent, asked the Board to make education their number one priority, especially in the areas of new and improved facilities. Fred Hemrick, principal of Farmer School, thanked Commissioners for their support and. commitment to education in recent ,years. Keith Crisco, Vice -Chairman of the Asheboro City Board of Education, spoke in support of adequate funding for all the schools and said that he recognized the fact that the County Schools have some critical needs. Chairman Frye told those present that the Board of Commissioners are aware of the capital needs of the schools but have not determined at this point the best method of funding those needs. On motion of Davidson, seconded by Comer, the Board adjourned at 7:30 p.m. MINUIESS FOR JUNE 16. 1987 On June 16, 1987 at 7:00 p.m. the Randolph County Board of Commissioners held a community meeting at Ramseur Elementary School to receive input from area citizens relative to zoning and the proposed land use plan for Randolph County. Commissioners Frye, Langley, Davidson, Petty and Comer were present. Seven citizens attended the meeting.
