Commissioners present were Frye, Langley and Davidson. Commissioners absent were Petty and Comer. Invocation was given by Jon Hunter, Director of Christian Education at Central United Methodist Church in Asheboro. On motion of Davidson, seconded by Langley, the Board approved the minutes of the July 6 meeting. Soil Survey Update Joe Kenyon and Perry Wyatt reported on the soil survey project for Randolph County and presented a map showing the areas in the county already completed. Agriculture Cost -Share Program for Nonpoint Source Pollution Control Foy Gann of the Randolph Soil and Water Conservation District came before the Board to request that the County match State funds for the salary of a technical assistant to work in the Agriculture Cost -Share Program for Nonpoint Source Pollution Control. The technical assistant would work with farmers to reduce non - source pollution into water courses through the practices of striperopping, terraces, filter strips, field borders, animal waste management systems, etc. Farmers in this program pay 25%6 of the cost for each practice, while the State pays 7576 up to a maximum of $15,000 per year to each applicant. On motion of Langley, seconded by Davidson, the Board voted to provide up to $7,500 in matching funds to hire a technical assistant for the nonpoint source pollution control program. Copy of budget amendment is included by reference. Countywide Zoning Update Hal Johnson reported that 150 zoning permits have been issued since countywide zoning went into effect July 7. The areas with the most activity are Trinity, Cedar Grove, and New Market. Mr. Johnson discussed calls and complaints received from citizens concerning chicken houses being located in or near residential neighborhoods. At this time, no building permits are required for chicken houses. The Planning Board has formed a subcommittee to investigate the issue of poultry houses in the residential areas. Establishment of Local Emrgency Planning Comittee Neil Allen, Emergency Services Director, informed the Board that because of a new federal law (the "Superfund Amendments and Reauthorization Act of 1986", enacted into law October 17, 1986), Randolph County must establish a local emergency planning committee. This committee must follow requirements for emergency planning and for "community right -to -know" reporting on hazardous and toxic chemicals in order to icnrease the public's knowledge and access to information on the presence of hazardous chemicals in the community and releases of these chemicals into the environment. Mr. Allen outlined the required representation on this committee, which includes law enforcement, health officials, broadcast and print media, fire- fighting, transportation, etc. The committee must be appointed by August 17, 1987. By October 17, 1987 the committee must prepare an emergency plan which meets approval of the State Emergency Response Commission. Mr. Allen presented nominees for this committee: Jack Stratas (print media); Paul Meier (Goodyear); Dario Sena . � 'OVERVIEW OF THE SUPERFUND AMENDMENTS AND REAUTHORIZATION ACT OF 1986 Below is a brief overview of Sections 301-3-3 of the "Emergency Planning and Community Right -To -Know Act of 8986", which was signed into law on October 17, 1986. This overview is by no means complete, and is subject to such changes and modifications as may be adopted by the State of North Carolina. By April 17, 1987, the Governor must name a State Emergency Response Commission which will: a> Designate local emergency planning districts by July 17, 1987; b> Appoint local emergency planning committee members by August 17, 1987. c) Supervise and coordinate the activities of local committees; d) Establish procedures for receiving and processing requests from the public for information, including the designation of an official to serve as coordinator for information. The Local Emergency Planning Committees will be made up of a minimum, representatives from each of the following organizations: 1) Elected State official ; 2) Elected Local official ; 3) Law enforcement; 4) Emergency management; 5> Firefighting; 6) First aid (Rescue/EMS); 7) Health; 8) Local environmental; 9) Hospital; 10) Transportation (buses); 11) Broadcast media; 12) Print media; 13> Community groups; 14) Owners/operators of facilities subject to the requirements of this law; **** (note: these representatives may be revised by the State emergency response commission) The Local Emergency Planning Committees must: a} Prepare an emergency plan (approved by State Emergency Response Commission) by October 17, 1988 which does the following: (1) Identify facilities subject to the requirements of this law that are within the emergency planning district; (2) Identify routes likely to be used for transportation of substances on the list of extremely hazardous substances; (3) Identify additional facilities contributing or subJected to additional risk due to their proximity to these facilities (i.e. hospitals or natural gas facilities); (4) Identify methods and procedures to be followed by facility owners and operators and local emergency and medical response personnel to respond to any release of such substances; (5) Designate a community emergency coordinator and facility emergency coordinators, who shall make determinations necessary to implement the plan; (6) Identify procedures to provide reliable, effective, and timely notification by the facility emergency coordinators and the community emergency coordinators to persons designated in the emergency plan, and to the public, that a release has occurred; (7) Identify methods of determining the Occurrencef and the area or population likely to be affected ff o a release' release; ted by such (8) Describe emergency equipment and facilities in th and identify persons responsible for such i e community facilities; equipment and (9) Develop evacuation plans, including provisions fo rout a (10) precautionary evacuation and alternative traffic t 1�entify training programs, including schedules for Of local emergency response and medical or raining (11) Identify methods and schedules f personnel; plan; or exercising the emergency (12) Evaluate the need for resources necessary to de«el implement, and exercise the emergency plan anop' u �h recommendations with respect to additional 're a/lmak e may be required and the means for providingsources that resources. such additional Commissioners Minutes August 3, 1987 Page 2, (Eveready); Donald Monroe (Stedman); James Martin (environmental); Wayne Morton (fire); Yvonne Chilcoat (public health); David Slater (agriculture); Walter Miller (chemist -Black & Veatch); Barry Scott (transportation); David Scearce (law enforcement); Doug Sillmon (law enforcement); and Margaret Slack (Randolph Hospital). On motion of Langley, seconded by Davidson, the Board approved the nominees presented by Neil Allen. Piedwnt Triad Regional water Authority Contract Chairman Frye announced that Jake Wicker, water projects expert with the Institute of Government, has agreed to come talk with the Board concerning the County's participation in the Water Authority on Monday, August 10, at 7:00 p.m. With two Commissioners absent today, the Board cannot make any decision on this matter. Bob McDuffie and Tal Harrison, Randolph County's two representatives on the Water Authority, spoke to encourage the Board of Commissioners to remain a part of the Water Authority. Chairman Frye outlined some of the Board's concerns: Is it fair to tax residents in municipalities for a county service? The County will have no distribution system once it has the water. Our permanent loss of 4000 acres for the Randleman Lake should be taken into consideration by the Authority. We must help pay for the bypass of High Point's sewage around the dam. County Attorney Ed Gavin noted that under state law, any future board of commissioners would be bound by a continuing contract the present board entered into, such as the proposed contract with the Piedmont Triad Regional Water Authority. Proclamation for Ruth Allen's Retirement Un motion of Davidson, seconded by Langley, the Board adopted a proclamation in honor of Ruth Allen's retirement. Copy included by reference. Addition To County Pay Plan On motion of Langley, seconded by Davidson, the Board approved the addition of the position Substance Abuse Worker (Salary Grade 60) to the County Pay Plan, as requested by the Mental Health Center. September Meeting Date Because of the Labor Day holiday falling on the first Monday of September, the Board agreed to meet Tuesday, September 8 for their regular meeting. D.O.T. Additions On motion of Davidson, seconded by Langley, the Board approved several additions to the State System of Roads, as requested by D.O.T. Copies of resolutions are included by reference. Citizen Complaints - Gravel for Unpaved Roads Commissioner Langley reported complaints he had been receiving from citizens relative to the slivering characteristics of gravel placed on their unpaved roads by D.O.T. The sharp edges of the stone puncture tires and cause repeated flats and blowouts. The Board asked the Clerk to send a letter to Lex Kelly, District Engineer fo D.O.T., expressing their concern and asking for D.O.T.'s help in resolving this matter. Commissioners Minutes August 3, 1987 Page 3 Appointment - Nursing and Rest Herne Advisory Co mittee On motion of Langley, seconded by Davidson, the Board approved the appointment of Rev. J. W. Crouse to the Nursing and Rest Home Advisory Committee for an initial one-year term. Appointments - Outside Members of Franklinville Planning Board On motion of Langley, seconded by Davidson, the Board approved the appointment of Alton Hollady and Jesse Martin as outside members of the Franklinville Planning Board. Appointments - Piedmont Triad Emergency Medical Advisory Unimittee On motion of Davidson, seocnded by Langley, the Board approved the appoint- ment of Jack Washburn (to replace Peggy Slack) as a Provider and the appointment of Greta Lint (to fill a long-term vacant slot) as a Consumer on the Piedmont Triad Emergency Medical Advisory Committee. Appointment - Piedmont Triad Regional Water Authority On motion of Langley, seconded by Davidson, the Board approved the re- appointment of Talton Harrison on the Piedmont Triad Regional Water Authority, for a three-year term.
