RANDOLPH COUNTY HOARD OF COMMISSIONERS
February 4, 1985
The Randolph County Board of Commissioners met in regular session at 2:00 p.m.,
February 4, 1985 in the Public Library meeting room, 201 Worth Street, Asheboro.
Commissioners present were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson,
Richard Petty, and Clinton Comer. Invocation was given by Rev. Bill Willet of the
First Evangelical and Reform Church of Asheboro, which was followed by the Pledge
of Allegiance.
Chairman Frye read a letter of appreciation from the Randolph County Dental
Society for the cooperation they had received from the County Emergency Services
personnel in connection with their weekend dental emergency program. Mr. Frye then
read a letter sent to Marion Smith, Social Services Director, from Barbara Matula,
Division of Medical Assistance in Raleigh. This letter congratulated Randolph's
Medicaid Eligibility unit for having no errors found in the quality control sample
from April -September, 1984.
On motion of Richard Petty, seconded by Clinton Comer, the Commissioners
unanimously approved the minutes of the January 7, 1985 meeting.
Bob Wright of Strand, Skees, Jones & Company, the County's independent auditors,
spoke to the Board concerning the new IRS regulations on travel. Mr. Wright
explained that, because of detailed bookkeeping involved, the County may want to make
changes in 1) people who drive County cars home, 2) making travel allowance part..of
the County Manager's salary, and 3) changing mileage reimbursement to the IRS -approved
rate.
On motion of Kenyon Davidson, seconded by Clinton Comer, the Board unanimously
voted to make the County Manager's $300 travel allowance part of his salary, retro-
active to January 1, 1985.
On motion of Floyd Langley, seconded by Richard Petty, the Board unanimously
voted to pay the IRS -approved rate for mileage reimbursement to County employees
for business mileage in their personal automobiles. The current IRS -approved rate
is 20.5 per mile.
On motion of Kenyon Davidson, seconded by Clinton Comer, the Board unanimously
adopted a proclamation declaring February 11-18 to be "Hospice Week" in Randolph
County. Copy included by reference.
On motion of Richard Petty, seconded by Floyd Langley, the Board unanimously
voted to collect taxes for the towns of Staley and Franklinville for $50.00 per
month each.
On motion of Clinton Comer, seconded by Richard Petty, the Board unanimously
approved resolutions adding the following to the State System of Roads: Pinecrest
Drive and Sylvan Drive in Cedarwood Subdivision; SR 1679 Ext. (Sunset Drive) in the
Harold Ray Marsh Subdivision; and Surrie `frail in the Canterbury Trails Subdivision.

The Commissioners discussed..a_request brought to them`by Randolph Technical
College (RTC) last month for funds to lease some of the Reitzel Smith property
adjacent to the RTC campus. On motion of Richard Petty, seconded by Clinton Comer,
the Board unanimously voted to allow RTC to enter into a 5 -year lease agreement with
Vend -A -Matic, Inc., on a continuing contract basis for a 10,500 square -foot building
and lot and for the front vacant lot, beginning February 1, 1985. (See attached
diagram of the property located adjacent to the east boundary of the existing RTC
campus.) It is the intention of the Board to provide funds in subsequent fiscal
years; however, since the Board of Commissioners and RTC are governmental entities,
the contract of lease between RTC and Vend -A -Matic, Inc. must be made subject to
budgetary funds made available to RTC for this purpose by the County of Randolph
on a year-to-year basis.
On motion of Richard Petty, seconded by Kenyon Davidson, the Board unanimously
approved taking $12,000from Contingency to pay the rent under the terms of this
contract for February through June, 1985.
On motion of Floyd Langley, seconded by Richard Petty, the Board unanimously
approved the following appointments to the JTPA Private Industry Council:
Allen Edwards - Economic Development
Roland Albertson - Business
On motion of Floyd Langley, seconded by Kenyon Davidson, the Board unanimously
approved budget amendments for Social Services and the Health Department. Copy
included by reference.
Debbie Hughes, Route 3, Lot 86 Foxtrail, Thomasville (475-6442), asked the
Commissioners if they could help her and her neighbors with a problem they are
having. Dolan Bowers, who sold them lots for mobile home, assured them he
would maintain the road until such time that the State would take it over. He
has, however, now refused to maintain the road, saying he is not the developer
and also saying that it is the State's responsibility to maintain it. The State
will not add the road for maintenance until it meets State standards and it does
not currently meet these standards.
Chairman Frye advised Mrs. Hughes that, while he could sympathize with her
plight, the Board of Commissioners has no authority to make anyone maintain any
road. He suggested that she see an attorney or talk with Mr. Siler at Department
of Transportation again.

service to Randolph County citizens without discrimination and without
cost, twenty-four hours a day - seven days a week.
THEREFORE, We, the Randolph County Board of County Commissioners
of Randolph County, North Carolina, do hereby proclaim the week of
February 11th through 18th, 1985, to be

AMENDMENT TO THE
RANDOI_.PH COUNTY BUDGET ORDINANCE
FISCAL YEAR 1984-1985
WHEREAS, the Randolph County Budget Ordinance for the Fiscal Year 1984-1985
was adopted by the Randolph County Board of Commissioners on June 25, 1984 and;
WHEREAS, it is deemed necessary to make amendments to this Ordinance;
NOW, THEREFORE, BE IT RESOLVED that the following necessary amendments be
modified in the Budget Ordinance for Fiscal Year 1984-1985:
