061185MINUTES RANDOLPH COUNTY COMM June 11, 1985 The Randolph County Board of Commissioners met in a special called meeting 6:00 p.m., June 11, 1985, in Courtroom B, County Courthouse, Asheboro, NC. Commissioners present were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, Richard Petty and Clinton Comer. Major Larry Emerson of the Sheriff's Department made a request for three new positions for the 85-86 budget year: Identification Specialist, Vice -Narcotics Officer, and Jailer. Captain John Chilton made a request for fourteen replacement vehicles. Citizens present on behalf of the Randolph County Schools were Dr. George Fleetwood, Don Osborne, Lynda Petty, Betty Andrews, and Bob Trogdon. School Board Chairman Don Osborne requested additional funding for the schools. Dr. George Fleetwood petitioned the Commissioners to raise the proposed 39� tax rate to 41�, with the additional 2� being earmarked for the schools. Citizens present on behalf of the Asheboro City Schools were Duane Mattheis, Emily Redding, Keith Chrisco, Lee Stone, Johnny Parker, Francis Jones, Mildred Chriscoe, Rusty Hartsel, and Marilyn Fowler. Duane Mattheis outlined the most pressing needs of the schools which could not be met if the budget they presented is not totally funded. Chairman Frye asked about the merger feasibility study. Mr. Mattheis responded by naming some programs and projects they and the county schools have been working on jointly. Chairman Frye welcomed the many volunteer firemen in the audience and voiced the Board's appreciation of their work. Emergency Services Director Neil Allen advised the Board that this is the first year the fire departments have gone through a complete budgetary process based strictly on operation expenses. Mr. Allen discussed areas of training and progress made by the fire departments this past year. Three representatives from the 15 fire districts, Donald Whitaker from Level Cross, Larry Brower from Guil-Rand, and Phil Pendry from Randleman, spoke to give a cross-section sampling of the kinds of activities all 15 departments are involved in. Neil Allen presented recommended supplemental tax rates for all the fire districts from the Emergency Services Department. He noted that all departments were in agreement with the recommendations except Westside Fire District. Chief Bill Black presented justifications for their requested 14.5,. On motion of Richard Petty, seconded by Clinton Comer, the Board unanimously approved the fire district tax rates as recommended by the Emergency Services Department. They are as follows: Climax-10�; Coleridge-10�; Eastside-6�; Fairgrove- 2�; Guil-Rand-10�; Julian-10�; z. Level Cross-8�; Northeast-6�; Randleman- 9�; Seagrove-10�; Sophia-10�; Staley-10�; Tabernacle-10�; Ulah-7�; Westside-10�. On motion of Kenyon Davidson, seconded by Floyd Langley, the Board unanimously set the Asheboro City School District tax for 14�. On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously set the Archdale -Trinity School District tax for 10�. The meeting adjourned.
