At 7:20 p.m., the Board, already in closed session on another matter, began discussion on a
different matter relating to the location or expansion of business in the area, pursuant to NCGS 143-
318.11(a)(4). Commissioners Holmes, Kemp, Frye, Lanier, and Haywood were present, as well as
County Manager Richard Wells; Cheryl Ivey, Clerk to the Board; Alan Pugh, County Attorney; Aimee
Scotton, Associate County Attorney; Will Massie, Assistant County Manager/Finance Officer; David
Townsend, III, Public Works Director; and Bonnie Renfro, Executive Director of the Randolph County
Economic Development Corporation.
Ms. Renfro said that United Furniture Industries (UFI) has relocated to the former Confluence
Watersports plant in Glenola and plans to complete their purchase of the facility this summer. Their
location decision was contingent on the ability to have sewer at the building. Construction of a new
sewer line is underway funded by grants and local investment as shown:

The City of Archdale has invested an additional $125,917 in the sewer project due to cost
overruns as well as engineering and legal fees totaling an additional $24,400, bringing their total
investment to $175,000 for the project.
Randolph County secured an additional grant from the NC Rural Center up to $177,000 to
address environmental contamination at the site caused by previous owner Cone Mills.
The location of new sewer line was adjusted during the engineering process to avoid rock and the
potential soil contamination. That has created additional costs to United Furniture to service the building
they occupy as well as their planned expansion of 175,000 to 200,000 sq. ft. They are requesting
assistance with this cost.
Following discussion, the Board's consensus was to participate in a $40,000 performance-based
grant to assist United Furniture Industries with their sewer line construction.
On motion of Frye, seconded by Kemp, the Board voted unanimously to resume open session at
7:30 p. m.
