c070708-IIClosed Session II—July 7, 2008 At 5:27 p.m., the Randolph County Board of Commissioners adjourned to closed session to consider the qualifications, competence, performance, condition of appointment of a public officer or employee or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6). Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present, as well as County Manager Richard Wells, Assistant County Manager/Finance Officer Will Massie, Kim Newsom, Personnel and Clerk to the Board Cheryl Ivey. The Board discussed the appointment of a new County Attorney. Kim Newsom, County Personnel Director, said that he and the County Manager had met with the two prospective candidates to discuss expected duties, required time commitment and retainer and to determine the level of interest of the candidates. Mr. Newsom suggested making the initial appointment an interim appointment, with consideration of permanent status in December when the Board does its annual reorganization. Following discussion, the Board's consensus was to offer the position on an interim basis to Darren Allen, with Gavin Cox Pugh and Wilhoit, LLP. At 5:50 p.m., on motion of Frye, seconded by Kemp, the Board voted unanimously to end closed session and return to regular session. J. Harold Holmes, Chairman Darrell L.
