CLOSED SESSION MINUTES
March 13, 1995 (Item N)
At 8:30 p.m. the Board, already in closed session on another matter (Item
M), began discussion to establish or instruct the staff or agent concerning the
negotiation of the price and terms of a contract concerning the acquisition of
real property, pursuant to NCGS 143-318.11(a)(5). Commissioners Kemp, Frye,
Comer, Davis, and Holmes were present. Also present were Alice Dawson, Clerk to
the Board, and Alan Pugh, County Attorney.
Chairman Kemp stated that Billy Chilton, County Tax Assessor, had completed
an appraisal of the Centura Bank property on Worth Street. The 11,000
square -foot facility is for sale, but does not include the lot on the west side
of the building. Centura has offered to sell for. $700,000. Mr.. Kemp said that
the Sheriff would like to move his department to this building and that other
departments at the Courthouse also can see uses for it. He suggested that an
independent consultant be hired to impartially evaluate which department should
be placed there if the County'bu-Ts the property.
The Board discussed the offer to sell and instructed Chairman Kemp to tell
Centura that they are not interested in buying the property at the offered
price. They then briefly discussed space problems at the Courthouse. At 9:15
p.m. they returned to regular session.
